Chairman Putney called the regular meeting to order at 8:00 a.m.
MINUTES
It was moved and seconded (Steige/Wasson) that the July 21, 1999 meeting minutes be
approved as presented, and it passed unanimously.
COMMISSIONER AND COMMITTEE REPORTS
None.
PRESENTATION OF MOUNTAIN DISCOVERY
Chairman Putney presented the Mountain Discovery project for public consideration. An action
plan outlining five key elements was presented: 1) traffic volume, flow, parking, and he
creation of pedestrian links; 2) enhancement of sales tax revenues; 3) continuation of
beautification of the downtown area; 4) establishment of public/private Partner®^'Ps’ ^
maintenance and expansion of the pedestrian scale of downtown. This action plan wa
nrpuimicilv oresented to the Town Trustees and it received unanimous approval. Executive
and groups in Estes Park.

pleased with the private partner in the project. Amfac is a company that is well known to the
National Park Service and an excellent major park concessionaire at several national parks
around the country. They have demonstrated their willingness to work with local interests and
RMNP is pleased with the prospect of developing a first class large format film. This film will
provide an outstanding opportunity to improve interpretation and understanding about the Park.
Acting Superintendent Axtell stated that the Park is committed to working with this partnership
and providing a strong link between RMNP and Estes Park.
Chamber Resort Association: David Thomas, Executive Director, expressed the Association’s
support for the project. The facility will enhance year-round visitation and tourism-related
business activity and with a new and greatly enhanced visitor information center, opportunities
for the business community will also be increased.
Commissioner Wasson stated the addition of another important partner in the public/private
partnership - the Estes Park voters. He noted this is the right project, done the right way, at the
right time and the meaning of public/private is now complete. He explained that voters will have
an opportunity to receive complete and factual information on Mountain Discovery and that this
project meets EPURA’s goal of sustainable development. He invited the voters to become
active and involved partners in the Mountain Discovery project. It was moved and seconded
(Wasson/Swank) to approve Resolution 275 as presented.
Discussion:
Commissioner Steige stated she viewed the approval of the Mountain Discovery concept almost
as important as the establishment of EPURA and noted that this is an “electric time.”
Commissioner Henderson expressed his pleasure to be able to work towards the fulfillment of
this goal and he stated this top quality project will benefit the residents of Estes Park.
Commissioner Putney called for the vote. Those voting “yes”: Widmer, Wasson, Jarolimek,
Swank, Steige, Henderson, Putney. Those voting “no”: none. Approval of Resolution 275
passed unanimously.
Chairman Putney adjourned the regular meeting at 9:00 a.m. The next regular meeting will be
September 15, 1999 at 8:00 a.m.
