Chairman Pauley called the meeting to order at 8:30 A.M.
MINUTES:
Minutes of the April 4, 1991 regular meeting were approved as
prepared.
BILLS: It was moved and seconded (Henderson-Ericson) the bills be
paid, and it passed unanimously.
TREASURER1S REPORT: It was moved and seconded (Henderson-Swank)
the March 1991 Treasurer's Report be accepted into the record, and
it passed unanimously.
COMMITTEES:
Development - The Development Committee met April 11, 1991 to
review the proposed development known as The Maze of the Rockies.
Commissioner Pohl noted that since he was the only member present
at the meeting, the development plan was referred to the full Board
without a recommendation. Commissioner Pohl read the April 11,
1991 Development Committee minutes, whereupon it was moved and
seconded (Pohl-Swank) the minutes be accepted into the record, and
it passed unanimously.
LIAISON:
The April 11th Town/EPURA joint meeting was held at the new Estes
Park Conference Center where both Boards viewed the Conference
Center's construction progress.
AUTHORITY BUSINESS:
Development Review — Lot 3A/Prospect Villaoe Subdivision — Chairman
Pauley declared the public hearing open. Ron Barnhart, one^ of The
Maze of the Rockies developers, responded to concerns raised by
Director Anderson in his April 18, 1991 staff report. Mr. Barnhart
noted the project's use of cedar siding is in keeping with the rest
of the community's improvement projects and addressed the
possibility of increased landscaping throughout the project, in
addition to that proposed on the development plan. Color photos of
the maze at Breckenridge were submitted for review. Mr. Barnhart
also indicated an aggressive front range marketing program is
planned.
Bob Peterson, one of The Maze of the Rockies developers and a
licensed general contractor, stated that although amusements
collect no sales tax, sales tax would be collected on items sold at
The Maze of the Rockies, i.e. T-shirts, caps, buttons, and the
like.
Mr. Peterson stated the interior maze walls can be removed and the
maze route altered, not only for the purpose of changing the maze

route, but allowing the possibility of flooding the surface for ice
skating. Commissioner Klaphake requested the developer address
only the maze concept at this time.
Rita Peterson, one of The Maze of the Rockies developers and a
professional designer, noted the proposed development has attempted
to comply with Urban Renewal aesthetic guidelines.
Lou Canaiy, Estes Park, questioned the definition of maze. Mr.
Peterson answered that it is a system of 4' wide by 81 high
corridors in which one traverses the passageway system from its
beginning to completion. A time clock is used to record one's
start/finish time. The maze is an open-air facility, catering to
"children of all ages".
Steve Komito, Estes Park, expressed concern regarding the
possibility of additional "abandoned amusements" along the Town's
view corridors and cautioned the Board to recall amusements that
have been developed in this particular area and to consider what
remains — amusement facilities which are either out of business or
active approximately three-four months out of the year. Edith
Larson, Estes Park, stated the proposed development does not
address the resident's "usual and everyday needs" and suggested the
development might be better suited at another location.
Frank Williams, Estes Park, presented photographs depicting the
Town's use of cedar siding throughout the community, noting use of
this material in the proposed project is in keeping with the
community's improvement projects. Mr. Williams also commented
there is virtually no business in Estes Park that is year-around.
Hearing no further comment in favor of or in opposition to the
proposed development. Chairman Pauley declared the public hearing
closed.
Attorney Windholz stated the Board may either render its decision
today, finding The Maze of the Rockies development plan in
compliance or not in compliance with the Downtown Redevelopment
Program (Plan) or, the Board may table its decision for fourteen
(14) days during which time the Board can consider all evidence and
testimony given at this hearing, rendering a decision at its May 2,
1991 regular meeting. It was moved and seconded (Pohl-Ericson) the
Board table its decision until the May 2, 1991 regular meeting.
Those voting Yes: Commissioners Ericson, Henderson, Pohl, Swank.
Those voting No; None. Those Abstaining: Commissioner Klaphake.
STAFF;
Construction of the West Elkhorn Parking Lot has begun. Phase 1 of
the Big Thompson River rip rap repair is completed and staff is in
the process of determining if additional areas need to be repaired.
First Bank of Minnesota (owner of Central Bank of Denver, and
acting as their agent) has "called" the 1984 EPURA bonds at 101% of
their value.
The contract for purchase of Lots 1 and 3, Tract 2 of Stanley Knoll
Subdivision has been executed and the property closing is scheduled
for April 23, 1991 at 10:00 A.M. in Denver.
There being no further business to come before the Board, Chairman
Pauley adjourned the meeting at 9:40 A.M.
