Director Anderson recommends a feasibility study of the deyelopment1s potential impact to downtown Estes Park, Colorado be conducted. The study will be conducted by Browne, Bortz & Coddington at a not-to-exceed cost of $5,000.00 with deliyery of a letter report by October 29, 1990. Staff feels this brief study will also ascertain if this deyelopment has the attributes that are similar to other successful factory stores around the country. It was moyed and seconded (Ericson-Klaphake) Resolution No. 153 (EPURA Approying an Agreement Between Browne, Bortz & Coddington and the Estes Park Urban Renewal Authority) be adopted. Motion carried. STAFF 1) On October 9, 1990, EPURA receiyed a deyelopment plan for the Knoll property from Van Horn Engineering & Surveying. The Development Committee will meet October 25, 1990 at 8:00 A.M. to review said development plan. A public hearing will be held regarding this proposed development on Tuesday, October 30, 1990 at 7:00 P.M. in Room 103 of the Municipal Building. Public input will be restricted to only those comments concerned with whether or not the development is in compliance with the Estes Park Downtown Redevelopment Program (the Plan). The Development Committee will meet on October 31, 1990 at 8:00 A.M. to review the Traffic Impact Analysis and Feasibility Study submitted by Felsburg, Holt & Ullevig and Browne, Bortz & Coddington, respectively. EPURA will hold its regularly scheduled Board meeting on Thursday, November 1, 1990 at 8:30 A.M. 2) Director Anderson explained that the Plan's urban design components map indicates the desirability of buffer areas, some of which are located on the Knoll and Birch-Bickle properties. Anderson has discussed with United Bank, the possibility of a lot split on these properties which would enable EPURA to purchase certain of these areas for protected, open space. It is felt this purchase would lessen the development's impact on the visual appearance of the Knoll. Staff has begun negotiations for partial purchase of these properties, contingent upon the proposed factory outlet store development occurring. 3) Streetlights along Hwy. 36, east of the Riverwalk project, will be repainted when weather permits. 4) Site locations have been staked for the three Sundance Center streetlights. An easement is being prepared for this project. Staff will meet with the contractor for scheduling of streetlight installation. Commissioner Pohl noted this is a shared cost project and is another example of public-private partnership. Commissioner Klaphake noted the streetlights on Elkhorn Avenue and in Riverside Plaza burn all night, whereas the Riverwalk streetlights are set to turn off during the night. Following discussion regarding a possible Grand Opening of the Riverwalk and recognition of the Mother Beaver and Pups Sculpture in Riverside Plaza, Commissioner Klaphake suggested Director Anderson contact Connie Boschen regarding the possibility of merging this grand opening with the November 23, 1990 Christmas Parade and related festivities. A ceremony commemorating the Charles H. Phares memorial sculpture will be conducted following installation of the piece next Spring. Contributions for this sculpture have been privately donated. BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Estes Park Urban Renewal Authority - October 18, 1990 - Page Three For clarification purposes, Chairman Pauley noted his comments at the October 4, 1990 URA Board meeting were in answer to a question regarding the genesis of the current request for an Amendment to the Estes Park Downtown Redevelopment Program (the Plan) which is now before the Town Board. Pauley noted his remarks, at that time, were that the original request came from the property owner and added that EPURA staff formulated the proposed Amendment. There being no further business.
