Minutes of the August 16, 1990 meeting were approved as prepared. COMMUNICATIONS: Director Anderson read a letter dated August 17, 1990 from Bill VanHorn to the Town, Planning Commission, and EPURA, requesting the Town consider modifying present C-0 zoning regulations, as they relate to future redevelopment projects within the C-0 zone. Commissioner Klaphake addressed one paragraph of Mr. VanHorn's letter, noting the Town's prior "Developing Resource" zone was not used as a "holding" zone. AUTHORITY BUSINESS: Sculpture Display - Greig Steiner/Estes Park presented for display, the Mother Beaver and Pups sculpture donated to the Town by Mrs. Violette Steiner. The sculpture is numbered 2. Number 1 is located at a shopping mall in Winfield, Kansas. Mr. Steiner and Town/EPURA representatives met yesterday in Riverside Plaza. All individuals attending this meeting favored placement of the sculpture on a moss-rock boulder at the north pool. Chairman Pauley expressed EPURA's appreciation for Mrs. Steiner's generous gift to the Town, noting it is an attractive addition to EPURA's Plaza and Riverwalk projects. Honor Award - Richard Barlow/Estes Park was presented an EPUl^ Honor Award by Chairman Pauley for his contribution to the economic redevelopment of the downtown area with the construction of Barlow Plaza. Chairman Pauley noted the development is a significant addition to Elkhorn Avenue. STAFF: Director Anderson reported the East Corridor Riverwalk project is completed. A punch list walkthrough has taken place and staff will meet with Heath Construction on Monday, September 10, 1990 to review field orders and prepare Change Order #4. Commissioner Ericson reported the measured walkway (beginning at the approximate site of the proposed Conference Center's main entrance to the west curb of Riverside Drive) is .8 of a mile. Chairman Pauley suggested this walkway, and future measured walkways, begin at this point, noting it is located at the confluence of the Big Thompson and Fall Rivers. Following discussion, the Board requested staff determine various means to identify this measured walkway. There being no further business, the meeting adjourned. Secretary
