Vice-Chairman Pauley called the meeting to order.
Minutes of the January 18, 1989 meeting were approved as prepared.
CITIZEN PARTICIPATION: Lew Dakan, local photographer, presented
selected photos of the downtown redevelopment area. Following
discussion, the Board requested Mr. Dakan leave the photos at the
URA office for further review.

EPURA title policies for these properties will be forwarded to the
Town.
Resolution No. 145 - Purchase of Services/Estes Park Trolley
Corporation - Commissioner Hondius declared a conflict of interest
and stated he would abstain from discussion or vote. Director
Anderson read Resolution No. 145 (EPURA Approving an Agreement for
Purchase of Services from the Estes Park Trolley Corporation).
It was moved and seconded (Klaphake—Pohl) Resolution No. 145 be
approved, subject to an understanding by both parties that it is
not EPURA’s intent to continue this agreement beyond 1990. Those
voting Yes: Commissioners Pauley, Pohl, Ericson, Godbolt, Klaphake.
Those voting No: None. Those Abstaining: Commissioner Hondius.
Motion carried.
Design Studios West
1) Director Anderson explained the fees and direct costs
associated with Project No. 8933 (East Corridor Riverwalk Master
Plan), noting that direct expenses were higher than previously
anticipated; however, the total invoice amount was less than the
total contract amount. It was moved and seconded (Klaphake
Godbolt) a work release for direct expenses under DSW Project No.
8933 be approved in the amount of $2,647.00. Motion came .
2) It was moved and seconded (Klaphake-Godbolt) the work
release authorized at the January 4, 1990 meeting for preparation
of Big Thompson Phase One Construction Drawings (DSW Project No.
8941) be modified to include reimbursement for direct expenses.
Motion carried.
3) It was moved and seconded (Klaphake-Ericson) a work release
for site observation (Project No. 9005 - Big Thoitipsol\ ^
Improvements - Phase One) be approved at a not-to-exceed cost of
$4,000.00 plus reimbursable expenses. Motion carriea.
4) It was moved and seconded (Pohl-Hondius) a work release in
the amount of $5,000.00 plus direct expenses ^PprP^®ds for ^
design d e v e 1 opmen t / c o n s t r u c 11 o n . w J _ EgtgS
specifications/construction documents for Project No. 9006 Estes
Park Streetscape/Barlow. Motion carried.

Field orders 1 through 13 in the amount of $2,798.00. Motion
carried.
STAFF
streetlights will be ordered for the Riverwalk and Ice House

The first bond issue drawdown for Riverwalk construction will be
processed to U.S.A. Construction in the amount of $64,029.1 .
Crime Stoppers of Larimer County is offering a $1,000.00 reward for
information leading to the arrest of an unknown person(s)

responsible for damaging two large sandstone slabs in Riverside
Plaza. Damage is estimated to be in excess of $2,000.00.
Riverwalk construction is on schedule. Construction meetings are
held at 8:30 a.m. each Wednesday in the URA office.
There being no further business to come before the Board, Vice-
Chairman Pauley adjourned the meeting to a work session.
