Vice-Chairman Pauley called the meeting to order.
Minutes of the January 4, 1989 meeting were approved as prepared.
BILLS
It was moved and seconded (Pohl-Godbolt) the bills be paid.
Motion carried.
TREASURER'S REPORT
It was moved and seconded (Hondius-Godbolt) the December 1989
Treasurer's Report be accepted into the record. Motion carried.
COMMITTEES
Development - It was moved and seconded (Pohl-Ericson) the
Development Committee minutes be accepted into the record. Motion
carried.
Director Anderson reviewed Planner Joseph's "Ice House" parking lot
design which has been reviewed by the appropriate individuals and
will be presented to the Public Works Committee on January 18.
Anticipated construction startup is May 1 with a June 15
completion. Landscaping will follow later this Summer. It was
moved and seconded (Pohl-Ericson) the Authority approve the "Ice
House" Parking Lot design and proceed with the project. Motion
carried.
LIAISON
The Town/EPURA will meet in joint session at 8:00 a.m. on Tuesday,
February 6.
AUTHORITY BUSINESS
Precision West - Authorization for Additional Survey Work - "Ice
House" Parking Lot - Authorization for additional survey work is
requested to design a sidewalk on the north side of Fall River from
the "Ice House" Parking Lot to the Water Wheel Complex walkway.
It was moved and seconded (Klaphake-Hondius) Precision West be
authorized to perform this work at a not-to-exceed cost of $600.00.
Motion carried.
Estes Park Surveyors - Reimbursement for Additional Expense
Involved in Obtaining River Corridor Easement Information - It was
moved and seconded (Klaphake-Ericson) Estes Park Surveyors be
reimbursed $240.00 for additional work involved in preparing
riverwalk easement descriptions. Motion carried.

Van Horn Engineering & Surveying - Reimbursement for Additional
Expense Involved in Obtaining Big Thompson - East Elkhorn Surveyincf
Services - Director Anderson referred to his January 18 memo to the
Board which itemized expenses incurred by VanHorn Engineering &
Surveying in providing additional information for both Design
Studios West and Wright Water Engineers. It was moved and seconded
(Hondius-Ericson) an amount of $4,515.50 be reimbursed to VanHorn
Engineering & Surveying. Motion carried.
Wright Water Engineers, Inc. - Change Order - Director Anderson
referred to his January 18 memo to the Board which summarized
additional expenses incurred by Wright Water Engineers, Inc. under
their contract. It was moved and seconded (Godbolt-Klaphake) an
amount of $5,200.00 be reimbursed to Wright Water Engineers, Inc.
Those voting Yes: Commissioners Ericson, Godbolt, Klaphake, Pauley,
Pohl. Those voting No: None. Those Abstaining: Commissioner
Hondius. Motion carried.
Resolution No. 144 - Authorization to Perform Bridge Abutment
Designs - Commissioner Hondius introduced and Director Anderson
read Resolution No. 144 (EPURA Accepting a Proposal and Authorizing
a Notice to Proceed with Estes Park Surveyors for Bridge Abutment
Designs). Commissioner Godbolt seconded the motion and it passed
unanimously.
Intergovernmental Agreement - Town of Estes Park, EPURA, Estes
Valiev Library District - Following review and discussion of the
Intergovernmental Agreement, it was moved and seconded (Hondius-
Klaphake) the Agreement be approved. Motion carried.
STAFF
1) East Corridor Riverwalk construction and the Virginia Drive
lighting project are underway.
2) The Board viewed the new Riverwalk sign.
3) The Colorado Municipal League requested Director Anderson
attend a House Committee meeting to testify against House Bill No.
1007. No testimony was taken and the Bill was tabled.
4) It was moved and seconded (Godbolt-Ericson) EPURA's legal
counsel be directed to prepare transfer deeds for EPURA-owned
properties to the Town of Estes Park.
There being no further business, the meeting adjourned.
