Swank Chairman Pauley, Commissioners Henderson, Klaphake, Pohl, Swank Executive Director Anderson, Deputy Clerk Heifner Commissioners Ericson, Godbolt Chairman Pauley called the special meeting to order at 8;10 A.M. PUBLIC ART POLICY. Director Anderson stated a draft EPURA Public Art Policy was previously reviewed in a Board work session and read said policy into the record. Following Commissioner Pohl's amendment to the policy, i.e. "1. The Authority will not accept donations of public art. Such donations shall be offered to the Town of Estes Park, and Commissioner Henderson's recommendation that item vii. contain the word realistic instead of naturalistic, it was moved and seconded (Pohl-Swank) the Public Art Policy be adopted, and it passed unanimously. It was noted this policy replaces the previous stated public art policy adopted by the Board. SCULPTURE AGREEMENT - CUNNINGHAM GALLERY. The Board reviewed a draft Agreement prepared by legal counsel between the Town, EPURA and Cunningham Gallery. Following discussion, the Board recommended; 1) Removing the Town from the Agreement; 2) Further clarify the payment schedule to the Artist; 3) State that Edward Pohl and Art Anderson as Authority representatives would determine compliance with the Authority's public art policy; and, 4) The sculptures and anchoring devices shall be delivered to the Authority as completed, with the final piece to be delivered not later than September 1, 1992. It was moved and seconded (Swank-Pohl) the agreement be adopted, as amended, and it passed unanimously. ----£t-lBRARY----BUILDING/AUTHORIZATION FOR HAZARDOUS MATERIALINSPECTION. ■ Director Anderson referred to his January 22nd memo regarding said inspection. It was moved and seconded (Klaphake-Henderson) staff be ^ authorized to obtain a hazardous materials inspection of the building prior to demolition to ensure compliance with state and federal statutes, and it passed unanimously. BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Estes Park Urban Renewal Authority Special Meeting January 22, 1992 - Page 2 STANLEY HISTORIC DISTRICT STREET SYSTEM/AUTHORIZATION FOR LEGAL ACTION TO ASSURE CLEAR TITLE. It was moved and seconded (Pohl-Henderson) staff be authorized to proceed with appropriate legal action to clear title (with respect to the legal description of right-of-way through the property) for the Stanley Historic District Street System at an estimated cost of $8,000, and it passed unanimously.
