MemoTo:From:JacquieHalburnt,TownAdministratorDate:October9,2009Subject:CVBStakeholderServicesBACKGROUND:AdministrationTheHonorableMayorPinkhamandBoardofTrusteesTheLocalMarketingDistrictwouldliketotalktotheTownBoardaboutretainingaportionoralloftherevenuegeneratedbyStakeholderServices.TheLMDhasmentionedthisrequestseveraltimes,butnodiscussionhastakenplace.Forefficiency,they’veaskedfortwoLMDboardmembersandtwoTownBoardmemberstohaveadiscussionandmakearecommendationtotheboards.Priortothisdiscussion,webelieveit’simportantforthetownboardtodevelopaphilosophyaboutstakeholderservices.L.,taffdoesnotrecommendgivingtheLMDadditionalfundingforseveralreasons:1.Thecurrenttownboardhascommiffedover$300,000annuallytopayforemployeesalariesfor5years.2.ThecurrenttownboardagreedtopayforallAdvertisingandMarketingin2009,allowingtheLMDtocollectandaccumulatetheapproved2%taxduring2009.TheLMDhasspentaportionofthismoneyin2009,butanticipatehavinga$750,000fundbalanceattheendoftheyear(75%).3.Thislargefundbalanceputstheminabetterfinancialpositionthanthetown.IftheLMDhasonetimecoststheyneedtofund,theyshouldconsiderusingtheirfundbalance.Whilewecan’tspeakfortheLMDBoard,webelievetheyareconcernedaboutmakingchangestostakeholderserviceswhichcouldaffecttherevenuethetownreceives,lithetownwantedtoallowthe[MDtokeepstakeholdersservicesrevenue,wewouldrecommendtheamountofrevenuetheykeepshouldoffsetthetown’sexpensesforpersonnelsothereisnoadditionalfundingonthetown’spart.WerecommendthetownboardmembersdiscusstheirpositionrelativetostakeholderservicesandassigntwoboardmemberstomeetwithtwoLMDboardmembers.JohnEricsonhasvolunteeredforthisappointment.

EstesValley_FireServicesInitiativeCampaignEstesParkMayorandTrustees170MacGregorAveEstesPark,CO80517Subject:TheproposedFireProtectionDistrictandtheTownPropertyTaxDearTrustees:ThecampaigntopresenttheproposedFireProtectionDistricttotheEstesValleycornmunityhasnowbeenoperatingforseveralweeks.AswehavepresentedthecasefortheDistricttothevoters,onethemeappearsateveryQ&Asessionfollowingthepresentation.Thatquestionis:“IlivewithintheTownlimitsandalreadypayapropertytaxthatcoversservicessuchaspolice,fire,snowremoval,etc.Now,youareproposingtoimplementanewpropertytax(1.95mills)inadditiontothetaxesIalreadypayforfireservices.Howisthat‘fairandequitable’?”IthasbecomecleartousthattheabovequestionisaseriousimpedimenttogainingacceptanceoftheproposedDistrictt)ytheTownresidents.Infact,wehaveagrowingconcernthatthisoneissuemayverywellcausetheproposedinitiativetofailattheelectioninNovember.Wedon’tneedtotellyouthatfailureofthisinitiativewillhavelong-ranginganddireconsequencesfarintothefutureofourTown.Thetimehascometoremovethisobstacletotheacceptanceoftheinitiative.Afterinspectingthe2009TownBudget,wehavedeterminedthattheexistingTownpropertytaxof1.753millscontributesapproximately$309,000totheoverallfundingoftheTown’soperations.Ofthis,approximately6%goestowardfundingofthecurrentFireDepartment,aninsignificantfundingintheamountofapproximately$18,500in2009.ComparedtotheoverallFireDepartmentoperatingbudgetin2009of$713,000,itisclearthatverylittleoftheTownpropertytaxgoestotheFireDepartment.WerequestthattheTownTrusteesconsiderreducingtheTownpropertytaxlevy(startingin2010)bythe6%thatgoestohelpfundtheFireDepartment.‘Uhiswouldbeareductionfrom1.753millsto1.648millsresultinginareductionofroughly$18,500inincomefortheTown,aminoramountwhencomparedtotheoverallTownoperatingbudget.Werequestthatthisreductionbediscussedandapprovedquicklysincethecampaigniscurrentlymovingalongandtheadditionalboostofthisreductionwillhaveatellingandpositiveboosttothecampaign.ImaginethegoodwillengenderedbyhavingtheTowntellitscitizensthattheTownsupportsthisinitiativeandiswillingtoalleviatesomeofthecitizen’staxburdenbyremovingtheportionofthepropertytaxthatgoestothecurrentfireDepartment.InordertoprotecttheTownintheeventthattheinitiativefailstopass,werecommendthattheproposed6%reductionintheTownpropertytaxbemadecontingentontheinitiativepassing.Iftheinitiativefails,noreductionwouldappLy.Westronglybelievethatthisreduction,whenmadepublicandpromotedastheTowngettingbehindthefireDistrictinitiative,willmateriallyadvancethechancesoftheproposedinitiativebeingapprovedbythevoters.Wewifibehappytodiscussthismatterfurtherwithyouatyourconvenience,buttimeisoftheessencehereandweneedeverybitofyourhelptopushthiscampaignintoasuccessfulconclusion.Thankyouforyourconsiderationandsupport,TomAnderson,DonWidrigEstesValleyFireServicesInitiativeCommitteeCo-ChairsAplanthatworksforthewholecommunity!www.evfireservices.org
