RECORDOFPROCEEDINGSTownBoardStudySession—January13,2009—Page2FireFighterPensionAttorneyWhitestatedtheTownmaintainstheEstesParkVolunteerPensionFundforthepurposeofprovidingpensionbenefitspursuanttothestatestatutes.TheTownwouldhaveacontinuingobligationtomaintainthepensionfundsforthoseindividualscurrentlyenrolled.TheIGAbetweentheTownandtheDistrictwouldincludeprovisionsfortheDistricttoabsorbtheTown’spensionobligationintoanewpensionfundtobeadministeredbytheDistrict.2011FundingTheFireDistrict,ifapproved,wouldnothavefundinguntilthefirsthalfof2011becausepropertytaxesarecollectedbasedupontheprioryear’sassessment.TheDistrictwouldtakeoverfireoperationsinJanuary2011,andtherefore,wouldrequirefinancialsupportfromtheTowninadvance.Thecurrentproposalwouldprovide9monthsadvancepaymentofpredictedsalestaxtothedistrictin2011.Followingtheinitialpayment,theTownwouldreconciletheaccountandprovidemonthlypaymentstotheDistrictthereafter.DiscussionfollowedonhowtodistributefundstotheDistrict.Itwassuggestedfundsbebasedontheprevious12monthstoprovidetheDistrictwithareliabledollaramounteachmonth.TheTaskForcestatedtheDistrictwouldprefertoreceivefundingbasedoncurrentsalestax30daysaftertheTownreceivespaymentfromthestate.TheBoardagreedtoadvancetheDistrict9monthsofestimatedsalestaxfundsin2011iftheDistrictpasses.OptionalFeefor2010TheTownwouldberesponsiblefortheoperationoftheFireDepartmentin2010ifthefireDistrictpassesin2009;therefore,theTownwouldrequestthesubscriptionfeebecollectedin2010andthedepartmentrunstatusquo.Discussionfollowedonthelegalityofchargingafeeinthenewlyformeddistrictandthepotentialofchargingsomepropertyownerstwiceforthesameservice.AttorneyWhitestatedtheBoardwouldhavetoreceiveapprovalfromtheDistricttochargethesubscriptionfeeand/orthetransitionalIGAcouldcontainlanguagetoallowthecollectionbytheTownin2010.Afterfurtherdiscussion,theBoardagreedtobillpropertyownersforafiresubscriptionfeein2010.Therebeingnofurtherbusiness,MayorPinkhamadjournedthemeetingat6:48p.m.JackieWilliamson,TownClerk RECORDOFPROCEEDINGSEstesValleyPlanningCommission2December16,2008PublicComment:0BettyNickel/CountyResident—Mrs.Nickelisunhappywiththequalityofthemaps,asshethinkstheyhavetoolittledetailforcommunityresidentstobeabletorecognizetheirspecificproperty.Herpersonalresidencehasafootprintoflessthan1000squarefeetonfiveacresofland,andthepossibilityexiststhattheymaynotbeabletoexpandtheexistingstructure.Mrs.NickelendorsesopenspaceandhasdonatedlandtotheLandTrust.Sheopposesthehabitatmapsastheyrelatetothepossibilityofpropertyownersdiscoveringtheirpropertyisunbuildable.PlannerChilcoffstatedthatafull-sizemapisavailableforviewingintheCommunityDevelopmentoffice,andthemapsontheTownwebsitearedesignedtobeabletozoominonspecificlocations.Staffwillreviewthewebsitetomakesurethemapsareavailable.JohnSpooner/CountyResidentandEstesValleyContractor’sAssociation(EVCA)representative—Mr.SpoonerreportedtheEVCAmetandreviewedtheminutesfromtheOctobermeeting.Hewouldliketoseedraftminutesofthemostrecentmeetingavailabletothepublicatanearlierdate.Currently,minutesarenotpostedtothewebsitenormadeavailabletothepublicuntilafterapprovalbythePlanningCommission(i.e.NovemberminutesarepostedtothewebsiteaftertheDecembermeeting).HestatedtheEVCAisnotopposedtowildlifestudiesandattachingthemtoparticularpiecesofproperty.Heindicatedthattheproposedcodehasnosectionspecifyingstandards,bywhichtoapproveordisapproveaproject.AccordingtotheEVCA,writtenstandardsorothermechanismsareneededsopropertyownersand/orpotentialbuyerswillhaveassurancetherecanbeaprojectbuiltbeforetheygothroughthestudyprocess.Thesestandardsshouldbeclearlydelineated.Forexample,ifalandownerhasanassessmentcompletedbyabiologist,thereisnocleardefinitionintheproposedcodeastowhomakesthedecisionontheproject’sabilitytoproceed.Withdifferentbiologistshavingdifferentopinions,StaffandthePlanningCommissionwillbeputinuncomfortablesituationswhenmakingfinaldecisions.TheEVCAisalsoconcernedabouttheHabitatAssessmentmapsneedingmotedetailandtheywouldliketoseepropertylinesincluded.TheyalsobelievethepropertyownersshouldbenotifiedofthepotentialimpactontheirpropertyduetotheHabitatAssessmentandproposedcoderevisions.Theyfeelthereshouldbeamechanismforthedeveloperorpropertyownertohavesomeideawhetherornotaproposedprojectwouldbeapproved.TheEVCArecommendsareviewoftheapplicationbythePlanningCommissionthatwoulddeterminepossibleconstraintsonthedevelopmentpriortomovingforward.Additionally,aclearerdefinitionofriparianshouldbewritteninordertosimplifythesurveyprocess.Concerningsetbacks,EVCAisconcernedaboutthesizeoftheproposedsetbacksincertainhabitatareas,andfeelsaclearerdefinitionisneeded.CommissionerKlinkappreciatesthethoughtsbroughtbytheEVCA.Standardsareadifficultsubject,andStaffislookingforothercommunitiesthatmayhavestandardsinplacetouseasaguideforwritingcodethatwillpertaintoouruniquecommunity.TheywillalsobecontactingEDAWtoseeifmoreinformationcanbeprovidedonthemaps.CommissionerKlinkdirectedPlannerChilcofftosearchforstandardsinothercommunitiesandreportbacktothePlanningCommissionnextmonth.CommissionerHullsuggestedthelocalnewspapercouldpossiblyhelpbypublishingafull-pagemap.Shestatedthepublicneedtobeawareofwhatisgoingonandhavetherighttoknowwhichhabitatcategoryisconnectedtotheirproperty.BettyNickel/CountyResident—Mrs.NickelwantsassurancefromtheCommissionthatahomecouldstillbebuiltonapieceofpropertyzonedresidentialatthetimeofpurchase.CommissionerKlinkstatedthattheremaybeconstraintsonthepropertythatlimitthefootprint,etc.,dependingonthehabitatlabelplacedontheproperty.FrankTheisownResident—Mr.TheisnotedtheTownBoarddecidednottopursuethe0contractfortheopenspacestudy,whereStaffwasgoingtoprovidethemappingofthepublicandprivateopenspaceintheEstesValley.Mr.TheissuggestedStaffproceedwith _______RECORDOFPROCEEDINGSEstesValleyPlanningCommission3December16,2008theopen-spacemappingtoprovideavaluabletoolforthewildlifecoderevisionsandassessment.PlannerChilcottindicatedtheCommunityDevelopmentdepartmenthasaccesstoGISmapsshowingprivateandpublicopenspacebutisunsurewhetherornotthesecouldbemadeaccessibleontheTownwebsite.Shewilllookintothismatter.FredMares/TownResident—Mr.MaresagreeswithMr.Spooner.HeisverywillingtoworkwiththeStaffandEVCAonthecomplexissues.CommissionersKlinkandHullsuggestedthepossibilityofacitizen’scommittee.CelineLeBeauiTownResident—Mrs.LeBeauhastenyearsexperienceasabiologicalconsultant,andhaswrittenseveralstudiesonhabitat.SheseesseveralflawsinthehabitatassessmentcompletedbyEDAW.OneofherconcernsistheinformationusedintheassessmentcamefromastudyintheNationalPark,whichishigherinelevationthantheEstesValleyandnotablydifferentinthetypesofhabitatinvolved.Mrs.LeBeaustatedaclearerdefinitionofaquaticandriparianareneeded.CommissionerKlinkwouldliketoseetheriparianissueclarifiedwithEDAW,aswellasmoredefinitionofcriticalhabitat.PlannerChilcottindicatedthatStaffhasbeenincontactwithEDAWandisawaitingaresponse.Mrs.LeBeaustatedthatbecausespecieslistswillalwaysbeupdated,shedoesnotseeaneedforadefinedspecieslist.Shefeelsthebufferforaquatichabitatistooextensive,astherearevariouslevelsoffunctionalitywithaquatichabitat.Mrs.LeBeausuggestedflexibilitywiththeassessmentdependingonthetypeofdevelopment.Finally,shebelievestherearetoomanyunknownstoadoptthishabitatassessmentaswrittenintothecode.MatthewHeiser/TownResident—AsanarchitecturaldesignerintheEstesValley,Mr.Heiserisinfavorofsometypeofassessment,butfeelstheproposedsetbacksaretooextreme,statingthata300-footbufferaroundriparianareasis10%oftheEstesValley.Mr.Heisernotedtheproposedbufferforraptorareascouldpossiblycover43%ofthevalley.Also,hestatedthereisnocleardefinitionofwhatthebufferareaentails.Mr.Heiseragreeswiththeimportanceofhavingstandards,andsuggeststhestandardsoftheassessmentbetherequirementsforthedevelopers.Withstandards,conflictscouldbediscoveredandaddressedearlyon.Mr.Heiseralsosuggestedthatbiologistshiredtoconductthestudiescouldpossiblybepre-qualifiedbyStaffandCommissioners.BillVanHorn/Localpropertyowner—Mr.VanHornstatedthatanareaonFallRiverRoadcurrentlyproposedascriticalsheephabitatisonlandthatheowns.Hehasneverseenbighornsheepthere.Mr.VanHornconsidershimselfknowledgeableaboutsheephabitat,andsaidsheeptendtocongregateinsmallareasandarecreaturesofhabit.Heagreesthatresourcesforverydetailedmapsarelimited,butthePlanningCommissionisdealingwithresident’spropertyrightsandencouragedthemtobecautiousintheirdecisions.Also,accordingtothemap,thereisaraptornestatNicky’sRestaurant,whichhebelievesisincorrect.Mr.VanHornstatedthereismorewildlifeintheEstesValleythaninthepast,whichisdirectlyrelatedtodevelopmentandirrigatedproperty.Hedoesnotbelievedevelopmentwouldencroachonelkmigration.CommissionerTuckernotedthatneitherthePlanningCommissionnorthepubliccanexpectthemaptobeaccuratetowithin1/8mile,whichisthereasonfortheproposedrequiredsitevisitbeforeaprojectisapproved.TownAttorneyWhitesaidtheresourcesforupfrontindividualparcelevaluationsarenotavailable,andatsomepointwewilleitherhavetocomeupwithaprocessthatworks,orstoptheprocess.Ifpropertyownersthinkthereareerrorsinthemappingprocess,itwouldbeuptotheindividualpropertyownerstobringittoStaff’sattention.CommissionerKlinkbelievesbothsellersandbuyersneedamechanismtobeabletochallengethehabitatassessment.PlannerChilcoffagreesmoreclarificationisneededforcriticalandimportanthabitatdefinition.TownAttorneyWhitestatedthekeyispredictabilityfromallsidesaboutwhathappenstoaparticularpieceofpropertyupondevelopment.RonNorrisandSandyOsterman,TownResidents,alsospokeinfavorofabetter-definedassessment. RECORDOFPROCEEDINGSEstesValleyPlanningCommission5December76,2008minimumstayof90days,whichisadecisionbasedonsummeremployment.Noshort-termorvacationrentalswouldbeallowed.CommissionerKlinkstatedheisagainstrentinganyADUasashort-termrentalorvacationhome.Afterconversationswiththepublic,hewasmadeawareoftheadverseaffectofunpaidsalestaxbymostownersofvacationhomes.Consequently,ifshort-termADUrentalsareallowed,thereisgreatpotentialforthelossofsalestaxrevenueduetoenforcementissuesofADUs.CommissionerHullseesoccupantsofADUseitherascaregiversorsummeremployees.ShebelievesADUsshouldnotberented,andthereshouldbestronglanguageinthecodestatingsuch.PlannerShirkstatesthecurrentdemandfromthepublicisnotforrentals,butforguestsuites.CommissionersKitchenandEisenlaueralsostatedtheiropinionagainsttherentalofADU5.CommissionerKlinkindicatedcodedisallowingrentalscouldberevisedifdemandchangedandthecommunitywassupportiveofallowingrentals.PlannerShirkindicatedtheproposedcodeforthesizeofADUsstatesdetachedshallnothavemorethantwobedrooms,andshallbenolargerthan49percentofthefloorareaoftheprincipledwelling(excludingattachedgaragesandotherareasofaccessoryuse),withamaximumof1000squarefeet.AtypicalhouseinEstesParkwouldallowa980squarefootADU.ThesquarefootageoftheADUwouldcounttowardsthecumulativeareaofaccessoryuseontheparcel.PlannerShirkindicatedStaffarrivedatthe1000squarefootmaximuminordertominimizetheimpactontheneighborhoodandinfrastructure.UtilitiesfortheADUwillneedtocomplywithcurrentinfrastructure,Iftheparcelisonawell,theownerwillneedtohavepermissionandaletterofinterpretationfromthestateDivisionofWaterResourcesinordertobuildtheADU.Privatewatersystemsstillneedtobeaddressed.Someoftheseassociationspurchasetheirwaterfromthetownandhaveprivatedistributionsystems.Morespecifically,DunravenHeightsisonacommunitywell,whichwillneedtoberesolved.Staffwillworkonaddressingtheseissuesoverthenextmonth.StaffisrecommendingthatADUswouldbeexemptedfromroadstandards.PlannerShirkstatedLarimerCountystaffrecommendedagainstrequiringapprovalfromroadassociationstobuildanADU.PlannerChilcoffindicatedtheneedtoclaritywhichroadstandardswouldbeexempted,assomewouldstillrequirecompliance.PlannerShirksaidthoughtshouldbegiventothosewithprivateroadsand/orshareddrivewaysandwhethertheneedforapprovalfromtheusersexists.Itisproposedthatoff-streetparkingwouldbeallowedonlyindefinedparkingspacesnotlocatedinyardsetbackareasandexistinglandscapingstandardswouldapply.Parkedvehiclesshouldbelocatedinapprovedlocationsinordertoavoidparkingonthestreet.Thetotalnumberofvehiclesonthepropertymustcomplywiththeexistingcode.Also,allvehicleswouldberequiredtousethesamedriveway.Concerningsitedesign,itisproposedthatexistingcodeforlimitsofdisturbanceaswellaslandscapingrequirementswouldapply.Theproposedarchitecturalrequirements(roofpitch,trim,etc.)wouldkeeptheADUsubordinateandtiedtothemaindwelling.Ofallthearchitecturalrequirements,PlannerShirkthinksthemostimportantoftheseregulatesthelocationofthemainentrance.Forattachedunits,itisrecommendedthatStaffhavetheabilitytograntexceptionsandmodificationsthroughareviewprocess.ExceptionsandmodificationstodetachedunitswouldgobeforethePlanningCommission.DiscussionfollowedwiththeBoardaboutwhichproposedwordsandsentencestoaddandwhichtodiscard.StaffhasalsoproposedaLand-UseAffidavitrequirement,whichthepropertyownersignstoacknowledgetheland-userequirements.Thisdocumentwouldberecordedwiththecountyclerk,wouldrunwiththedeedontheproperty,andwouldalsobetiedtoanybuildingpermits.ItisproposedthatanyappealswouldgothroughTownBoardorCountyCommissioners.Buildingpermitteeswouldapplyaswellasanyapplicableimpactfeesthatmaybeappliedatthetimeoftheapproval.Utilityfeesandregulationswouldbeappliedbytheirrespectivedepartments.StaffwillreviewthecurrentDevelopmentPlanReviewfeestoestablishanacceptablefee.Thenumberofanimalsshallbelimitedandthecoderewrittentoensureanacceptablebutnotexcessivenumberbeallowed.Codestillneededincludesthose AnewresearchprojectforsurveyingelkbeganinNovember2008.Theresearchproject,usingstandardandGPSradiocollars,willassistindeterminingelkpopulationnumbersandhowelkusetheparkwinterrangespatially(areaorlocation)andtemporally(changesinusethroughtime).AffiliatedwiththiswillhetheregularpopulationmonitoringbyfixedwingandhelicopterthroughMarch.TheactualnumberofanimalstheNPSmaycull,andthecosts,willvaryeachyearbasedonannualpopulationsurveysandhuntersuccessoutsidethepark.Therewillbelimitedcullingofuptoioofemaleelkthiswinter.Elkfromachronicwastingdiseaseandfertilitycontrolresearchprojectaswellasindividualelkfromthepark’sgeneralpopulationwillberemoved.ElkcullteamsledbyNPSwillalsoconsistofColoradoDivisionofWildlife(CDOW)staff,andqualifiedvolunteers.AworkgroupofNPSandCDOWstaffdevelopedaprocesstoidentifyqualifiedvolunteers.RecruitmentforvolunteersbeganinOctoberthroughNovember2008,forthiswinter.Theparkreceivedoveriooapplications.WildernessDesignationForRockyMountainNationalParkMovingForwardOnJanuary15,WildernessdesignationforRockyMountainNationalParkmovedalittleclosertobecomingarealitywhentheSenatepassedtheOnmibusPublicLandManagementActof2003.ThebillincludestheRockyMountainNationalParkWildernessAct,whichwilldesignateapproximately95percentoftheparkaswilderness.TheSenate’sactionbroughtnearertocompletionaprocessthatbegansome35yearsagowhentheinitialwildernessrecommendationwasmadefortheparkbyPresidentNixon.Thisisafittingpresentfortheupcoming94thanniversaryofthepark’sestablishmentin1915.Welookforwardtoitcomingtoaresolution.Volunteerapplicantswererequiredtosubmitacomprehensiveapplication,passabackgroundinvestigation,completeaninterviewprocess,andcompleteandpassacomprehensivetraining.Sixtyapplicantswereinvitedforafacetofaceinterview;roughlyone-thirdwereselected.ThechosenapplicantsarevolunteersoftheNPS,andwillberequiredtoparticipateinallfieldoperationsassociatedwithelkculling.Volunteersmaynotacquireanymeatdirectlyrelatedtotheircullingactivitiesoractivitiesoftheirteammembers,buttheywillbeeligibletoparticipateintheacquisitionofmeatthroughaseparatemeatdonationprogramcoordinatedbyCDOW.EachanimalculledwillbetestedforCWD.Carcassesthattestnegativewillbedisbursedthroughlotteryandinformedconsent,toamemberofthepublic.CarcassesthattestpositivewillbeusedtosupportaCDOWcaptivemountainlionstudy.Qualifiedvolunteersareabletoparticipateinthelottery;howevertheyarenoteligibletoreceivemeatassociatedwiththeirdirectvolunteerism.Furtherinformationontheelkandvegetationmanagementplanispostedonthepark’swebsiteatwww.nps.gov/romosenjoythebeautyofForestCanyonatFMountainNationalPark.3 TonySchetzsleReturnstoRockyMountainNationalParkInJanuary,TonySchetzslewillbereturningtoapreviouspositionheheldatRockyMountainNationalPark,DeputySuperintendent.TonyhasbeenattheIntermountainRegionalOfficeinLakewood,ColoradoasDeputyRegionalDirectorsincethespringof2006.Herequestedachangebecauseofanumberoffactorsincluding“aprofoundloveofworkingforparksinparks.”TonyleftRMNPinAprilof2004,tobeSuperintendentofCanyonlandsNationalPark.RisingfromapositionasaseasonalparkrangeratGlenCanyonNationalRecreationArea,TonyhasservedinleadershipcapacitiesinmajorparkunitsincludingparkrangeratHotSpringsNationalPark,districtrangeratBighornCanyonNationalRecreationArea,chiefrangeratCanyonlandsNationalParkandsuperintendentatGrant-KohrsRanchNationalHistoricSite.TonyandhiswifeHattiearelookingforwardtosettlingbackinEstesPark.Wearelookingforwardtohavingthemback!PolishTatraStaffVisitsRockyMountainNationalParkOnthe22ndSeptember2008,agroupoffiveemployeesfromtheTatraNationalPark(TPN)travelledtotheUnitedStatesonathreeweektour.ThistripwastheresultofacontractofcooperationsignedinSeptemberof2007betweentheTPNandRockyMountainNationalPark(RMNP).ThiscontractisaconsequenceoftheInternationalVisitorLeadershipprogrammefinancedbytheAmericangovernment.EarliercontactbetweenrepresentativesofRMNPandTPNhadtakentheformofcourtesyvisits—soitwasfeltnecessarytoinitiatemoreclearlydefinedcooperation;afterall,mountainousregionsofanalpinecharacterencountersimilarproblemswithprotectionoftheirfloraandfauna.ThefirstfewdaysofthisparticulartripwerespentatEstesPark,asmalltownandhometotheheadquartersofthesisterpark.HerethedelegationfromTPNwereintroducedtotheprinciplesofNatureprotectionintheUSA.Theyalsohadtheopportunitytoacquaintthemselveswithsystemsofimprovingtheaccessibilityofnationalparks,carryingoutmountainrescue,supervisingvolunteergroups,coordinatingwithextra-governmentalorganizations,protectingnaturalresourcesandecologicaleducation.AsurprisingelementofthistourwasthetripontheTrialRidgeRoadwhichwindsthroughthealpinezoneofthepark.Asitlatertranspired,anextensiveroadnetworkisanestablishedelementwithinnationalparksintheUSA.ThiseasyaccessformotorizedtouristsisakeydifferencebetweenparksinAmericaandparksinPoland.TravellingfromeasttowestontheTrialRidgeRoad,largeswathesofpinetreesinfectedwithbarkbeetleswereseen,growingonthewesternedgeoftheRockyMountainPark.Hereafurtherdifferenceinpolicywasobserved.InPolandmeasuresareoftentakentocombatthis‘infestation’.Americans,however,treatthebeetleasanaturalprocessinNature.ThisisalsothereasonwhytheDirectorsofRMNPlimitthefellingofdeadtreestoregionssuchascampgroundsandrecreationareas.Acompletelynewphenomenon—unknowninPoland—wasthemanagementofforestfires.Thiswasoneoftheexamplesof‘active’4 protectiveactionobservedonthistrip.Ratherthanremainingpassiveandawaitingthepossibleattacksofupsettourists,theDirectorsofRMNPsetfiretolargeareasofthepark.InonecarparkalongtheTrailRidgeRoad,fromwheresmokebillowedoutoftheforest,avolunteerwasstandingandinformingpassersbyastowhysuchdramaticmeasuresarenecessarytoprotectthepark.TherepresentativesofTPNalsoobservedthewayinwhichparkemployeesinteractedwithtourists.Thefocalpointofthiscontactare‘VisitorsCentres’spreadthroughouttheparks.However,parkrangersaretobefoundalmosteverywhere,andalwaysreadytoofferassistanceand/oradvice.ThePolishdelegationvisitediinationalparksintotal.TheseincludedRockyMountainNationalPark,GrandTetonNP;YellowstoneNPGlacierNP,YosemiteNP,KingsCanyonandSequoiaNP,DeathValleyNP,GrandCanyonNP,ArchesNPandCanyonlandsNP.ParticularlyimpressiveweretheVisitorsCentreslocatedinGrandTetonandArchesNationalPark.OnepracticaloutcomeofthistripistheinitiationofplanstoutiliseAmericanexperienceintheconstructionof‘erosion-prooftouristtrails.Therearealsoplanstoexaminenewsolutionsforterrainopentorockclimbersandplanstobuildonknowledgegainedwithregardtotheconstructionofpermanenttoiletfacilities.TalkswillbeopenedwithlocalauthoritieswiththeaimofexploringthepossibilitiesofParkandRidesystemsandShuttleBuses.AcycleofeducationalcourseswillalsobeintroducedtoimprovetheeffectivenessofcommunicationbetweenTPNemployeesandthegeneralpublic.Inthefirsthalfof2009,adelegationfromRockyMountainNPwillarriveonaworkingvisittotheTPN.ThecostofthistripandaccommodationhasbeencoveredbyRMNP;theAmericanAmbassadorandtheTatraNationalPark.SzymonZiobrowskiTatraNationalParkRockyMountainNationalParkPasstoIncreasein2009TheRockyMountainNationalParkAnnualPasswillbeincreasingfrom$35to$40onAprili,2009.TheannualpassforRockyMountainNationalParkisagreatdeal.Ifyouvisittwiceayearitpaysforitself.Plus,eightypercentofthosefeesstayrighthereinRockyMountainNationalPark.Thedailyvehiclepass,whichisgoodforuptosevendays,willremain$20.AccidentStunsParkCommunityAtragicaccidentinGrandLakeinlateOctoberdevastatedstaffandvolunteersatRockyMountainNationalPark.KevinPellini,43,whoworkedmorethanhalfhislifeonthetrailsofthepark’sColoradoRiverDistrict,wasstruckfrombehindandkilledinstantlybyabeetle-killedpinetreethatfell,withoutwarning,onawindyautumnafternoon.Pellini,wholefttheparkin2006tostarthisownbusinessclearingtreeskilledbyColorado’sextraordinaryoutbreakofpine-barkbeetles,built,maintainedandrepairedthetrailsonthepark’swestsidefor23years.HisformercolleaguesrememberedPellinifor“anoutstandingworkethic,greatleadershipandagoodsafetyrecordinoneofthemostdangerousareasofparkwork.”PellinibeganhisNationalParkServicecareerstraightoutofhighschool,goingtoworkatRockyMountainatagei8.In1992,hebecametrailscrewleaderforthewestsideofthepark,apositionhehelduntilleavingtobecomeanindependentloggingcontractor.Pellinimethiswife,Sonya,whiletheybothwereworkingonthewestside.Pellinialsoleavestheirtwochildren:Gabrielle,age4,andRussell,3.iationalParkatSpragueLake5 KevinPellini“Itwaswithprofoundsadnessthatourstafflearnedofhisdeath,”SuperintendentVaughnBakersaidinastatementafterPellini’spassing.“KevinPelliniwasacherishedcolleagueandfriendwhobroughtgreatenthusiasmandacan-doattitudetoeverythinghedid.”“ThousandsofvisitorstoRockyMountainbenefitedfromtheworkhedidtoimprovethetrailsonthewestsideofthepark.Kevinwillbefondlyrememberedforhislarger-than-lifepresenceandhisdedicationtohiswork,hiscommunftyandhisfamilyandfriends.TheparkfamilyextendsourdeepestsympathiestothePellinifamily,especiallySonya,daughterGabrielleandsonRussell.”InapartofColoradoravagedbythebark-beetleoutbreak,Pellini’sdeathwasreportedtobethefirstfatalityfromatreetoppledbytheepidemic.InanaccountoftheaccidentreportedintheSky-HiDailyNewsinnearbyGranby,CO,PelliniwasfatallyinjuredonFriday,Oct.24,whileworkingintheJerichoRoadareaalongthesouthernshoreofGrandLake,notfarfromthenationalparkboundary.ThenewspaperreportedthattheGrandCountySheriff’sOfficedispatchcenterreceiveda9-1-1callthatafternoonfromalocalresidentwhofoundPellinionthegroundnexttoaloggingtruck.Paramedics,firefightersandsheriff’sdeputiesrushedtothesceneandtriedtorevivePelliniwithCPR,buthewaspronounceddeadatthesceneat5:10p.m.ThenewspapersaidthecountycoronerfoundPellinihaddiedofmassiveheadinjuries.Thetree“justfellover,”GrandCountyCoronerBrendaBocktoldtheDailyNews,uprootingitselfinthewind.“Thedeadtree’srootsystemwassoshallowthatitdidn’ttakemuchforittofallover.”Pelliniapparentlywasdoingcleanupworkonloggingslashwithhisbacktothedead-but-standingtreewhenitsuddenlycrasheddown.ParkstaffcreatedamemoryboardforKevin’smemorialservice.Inscribedwerethewords:“YourlegacywillliveonwitheverystepvisitorstakeonthetrailsinRockyMountainNationalPark.”AfundhasbeensetupatGrandMountainBankforanyonewishingtohelpthefamily.Theaddress:GrandMountainBankinmemoryofKevinPelliniP.O.Box964Granby,CO80446Thebank’stelephonenumberis970-887-1221.KevinPelliniKevin,inorangehardhat,wasprojectcoordinatorfortheForestCanyonOverlookandTrailbuiltin2003.6 RockyMountainNationalParkTrailCrewAssistKenaiFjordsNationalParkRMNPtrailcrewstaffTimGeorge,LukeHenry,JeremyLong,andDaveLarsentraveledtoKenaiFjordsNationalParknearSeward,AlaskaforalmostfourweeksinSeptembertoassistwiththerelocationofasectionoftheHardingIcefieldTrail.Theexistingtrailalignmenthadgradesassteepas6odegreesandincludedsectionsofscramblingupslickrockwithwaterrunningdownit.Thei6oofoottrailrealignmentnecessitatedblastingthroughapproximatelya400footsectionof45-90degreebedrock.Theother1200feetoftherealignmentwasconstructedbyStudentConservationAssociation(SCA)crewsin2007.KenaiFjordscouldnotlocateanAlaskan-basedNationalParkService,ForestServiceoracontractedblastinggrouptohandlethispartoftheproject.Therefore,theycontactedafewlargerwesternnationalparkswithtrailblastingexperienceforassistance.RMNPwascontactedandwashappytopartneronthistrailproject.Theprojectincludeddrillingover130,1-1/2inchdiameterby3feetdeep(onaverage)boreholesusingagasolinepoweredhammerrockdrill.About3/4lb.explosivechargeswereloadedineachoftypically8-ioboreholespershot(roughlyblasting30-50footlengthofbedrockeachshot).Thenthefracturedrockwascleanedoffandsomesmallcleanupholesandblastchargeswerenecessaryforthefinaltrailtread.Somesectionsentailedextensivehandworkwithrockbarstopryofflooseorfracturedrock.Thenewtrailcrossessomesmalldrainagesthatrequiredconstructingrockretainingwallsandsteps.KenaiFjordsNationalParkincludesoneofthefourmajoricecapsintheUnitedStates,the300squaremileHardingIcefield,andcoastalfords.Herearich,variedrainforestishometotensofthousandsofbreedingbirds,andadjoiningmarinewaterssupportamultitudeofsealions,seaotters,andseals.ThevisitorcenterisinSeward.ThecrewfromRMNPreceivedassistanceduringtheprojectfroma5-personSCALeaderscrew,theKenaifjordsstaff,andretiredNPSandnowAlaska-basedtrailconsultantMikeShields.Inadditiontoparticipatinginthegreattrailproject,theRMNPcrewenjoyedexploringoldminingoperations,experiencingAlaskacoastalweather(bytheircountitrainedabout22of25daysandsunshinewasseenlessthanio%ofthetime),andanAlaskablackbear“huffing”atthemononeunfriendlyencounterassheshieldedhercub.i..iFjordsNationalParkJeremyLong,TimGeorge,DaveLarsen,andLukeHenryworkontheHardingIcefieldTrailinKenaiFjordsNationalPark.7 PineBeetleEpidemicFromCanadatoMexico-ParkTakesLocalActionsBarkbeetlesarenativeinsectsthathaveshapedtheforestsofNorthAmericaforthousandsofyears.BarkbeetlesrangefromCanadatoMexicoandcanbefoundatelevationsfromsealevelton,ooofeet.TheeffectsofbarkbeetlesareespeciallyevidentinrecentyearsonColorado’swesternslope,includingRockyMountainNationalPark(RMNP)withasevereepidemicofmountainpinebeetleoccurringinGrandCountyThereare17nativespeciesofbarkbeetlesinthefamilyDendroctonusandipsthatareknowntooccurinRMNP.Periodicoutbreaksofnativebarkbeetleshaveoccurredthroughoutthehistoryofthepark.However,nonehavebeenassevereastherecentoutbreak.Thoughbarkbeetlescauseasubstantiallossoftrees,theyarerecognizedaspartof“naturalconditions.”Severalspeciesofbarkbeetlesarepresentlykillinglodgepolepine,ponderosapine,limberpine,Engelmannspruce,subalpinefirandColoradobluespruce.DendroctonusspeciesbarkbeetlesgenerallyattacktreesJunethroughAugustbutcanattacktreesstartinginAprilallthewayintoSeptember.Femalebarkbeetlesseeklivegreentreesandtypicallyattackonthelower30feetofthetrunk.Duringanattack,theadultbeetleswillseekcracksandcrevassesbetweenbarkplateswheretheyborethroughthebarktogainaccesstothephloem(orvascularsystem)ofthetree.Oncethey’veenteredthetree,thebeetleswillboretunnels(orgalleries)withinthephloemwheretheywilllaytheireggs.Anindividualfemalemaylayinexcessofiooeggs.Followingegghatch,larvaefeedinthephloemlayerofthetree.Beetleeggshatchinthefallandthelarvaewillspendapproximately8monthsfeedingwithinthetreebeforetransformingintopupae.Emergenceofnewadultscanbegininmid-June,wheretheywillonceagainrepeatthisprocess.Aninfectedtreewillhavepitchtubesonitstrunkandboringdust(frass)atthebaseofthetree.Sometimesthetreewillbesuccessfulinrepellingor“pitchingout”beetlesandbeetlesareoccasionallyfoundimbeddedinapitchout.Akeypartofthiscycleisthetransmissionofbluestainfungi.Sporesofthesefungiarecarriedfrominfestedtreestohealthytreesbythebarkbeetles.8Fungigrowingwithinthetreeandthegalleriesconstructedbythebeetlesinterferewiththetree’sabilitytotransmitwaterandnutrientsfromtherootstothecrownandcontributestotreemortalityAninfectedtreewillhavepitchtubesonitstrunkandboringdust(frass)atthebaseofthetree.Sometimesthetreewillbesuccessfulinrepellingor“pitchingout”beetlesandbeetlesareoccasionallyfoundimbeddedinapitchout.Solelyrelyingonpitchtubestodetermineifatreecontainslivebeetlesisnotalwaysreliable.Frassfoundatthebaseofatreethatcontainspitchtubesindicatesbeetlesweresuccessfulinenteringthetree,anditisverylikelythetreewillsuccumbtothebeetleattack.Hardwinterswithcoldtemperaturescankillbeetleeggsandlarvaewinteringunderatree’souterbark.Relatedtogeneralclimatewarming,averagewintertemperaturesintheRockyMountainshavebeenhigherthannormaloverthepasttenyears.Treeshavealsobeenweakenedbyaprolongedperiodoflowprecipitation.Thecombinationofmildertemperaturesandlowprecipitationhaveaidedavastoutbreakofbeetles.ParkActionsRockyMountainNationalParkisjustonerelativelysmallareawheretreesaredyingfromthebeetleepidemic.Becausethetaskisenormous,thepark’sprioritiesformitigationoftheeffectsofbeetlesarefocusedonremovinghazardtreesandhazardfuelstiedtotheprotectionoflifeandproperty Thegoalistomitigatehazardtreethreatsinornearparkfacilitiessuchascampgrounds,parkinglots,housingareasandvisitorcenters.Sometemporaryclosuresmayoccuruntilhazardsaremitigated.Theothergoalistocontinuetospraycarbaryltoprotecthighvaluetreesonbotheastandwestsidesofthepark.Highvaluetreesareinfrontcountrylocationssuchascampgrounds,historiclandscapes,picnicareasandvisitorcenters.Theyareimportantforshade,visualscreening,culturalsignificance,andoutstandingvisualqualityThereisnoeffectivemeansofcontrollingalargebeetleoutbreakinsuchavastareaasthepark’sbackcountry,whichcomprisesabout95%ofthepark.Therefore,inthebackcountrybarkbeetlepopulationsareallowedtofluctuateundernaturalprocesseswithsomelimitedmitigationworkoccurringaroundsomedesignatedbackcountrycampsites.Forseveralyears,RockyMountainNationalParkhashadaproactivebarkbeetlemanagementprogram.During2006and2007,theparkspentover$100,000eachyearimplementingthemitigationwork.In2007,theparkpurchasedanAirCurtainBurnerwhichenablesstafftoburngreentreesthathavelivebeetles.Becausetheburnerissohot,thefireemissionsareless.In2008,thespentover$6oo,oooonanumberofmitigationefforts,includingspraying,removalofhazardtrees,andimplementingtemporaryclosuresinavarietyofparklocations.Severalthousandtreesweresprayedandthousandsofhazardtreeswereremoved.Thereareadverseimpactswithcarbarylspraying,therefore,weareselectiveandlimituseofthischemical.Wedonotspraynearwatercoursesorwetlandsandwelimitspraying,perourEnvironmentalAssessment,tounderoootreesayear.Carbarylsprayingisonlyeffectivewhenitisapplieddirectlytotrunks.Whenthesprayingoccursanyinsectsonthetrunkarekilledsinceitisaninsecticide.Broadcastsprayingwithcarharylisnoteffective.RockyMountainNationalParkhas366fixedlocationswherelifeandpropertyareatrisk.Eachsitehasbeenassessedforriskandplansareinplace,orbeingdeveloped,forprioritysitemitigation.Inaddition,wearerevisingourFireManagementPlanandwillbeginpublicscopinginthenewyear.Although,thisplanningwasbeingdevelopedbeforetheoutbreak,wehopethatthenewplanwillprovideformoreflexibilityinthetreatmentofhazardfuelsandresponsetowildiandfire.TheArapahoandRooseveltNationalForestdevelopedamapfortheGrandCountyareashowingbeetlekillprogressionfrom1999through2007.Unfortunately,evenwithallofthemitigationeffortsincludingspraying,mostofthelodgepolepinesinGrandCountywerekilledbybeetlesbecauseoftheunprecedentednatureofthisepidemic.Itisstillunknownwhatimpactbeetleswillhaveonponderosapines.Theissuesofbeetles,thechangingforestsofthewesternUnitedStatesandCanda,aswellasthechanginglandscapeofRockyMountainNationaLParkarereminderstousallofnature’sabilitytochangebeyondhumancontrol.Atthesametime,wehavefoundithelpfultoexploretheseforeststoseealloftheyoungnewtreesstartingtogrow.BasinCampground9
