BoardofTrustees—October13,2009—Page32.SKILLS&KNOWLEDGEBASEDQUALIFICATIONSFORCONTRACTORLICENSING.DirectorJosephstatedtheCommunityDevelopmentCommitteehasreviewedthelicensingrequirementsandrecommendedtheitembereviewedbytheBoard.TheTownrequiresbusinesslicensesbepurchasedbyallcontractorsworkingwithinEstesPark.Theselicensesarenotissuedbasedonqualificationsortesting.TheCountyhasenactedanewqualificationbasedcontractorlicensingprograms,whichiscommonisColorado,andrequestedtheTownrequirethesame.StaffwouldrecommendtestingandlicensingofcontractorsandallcommercialbuildingpermitapplicantswithintheTown.ExemptionstothelicensingwouldincludecontractorsrequiredtoholdStatelicenses(architects,engineering,electrical,plumbing,sprinklers,elevators/conveyancesandmanufacturedhomeinstallers,etc.)and/orapprovedpre-engineered/proprietarycertification,projectswherethescopeofworkislimitedtosuchcontractors,orownersofstructuresregulatedbytheInternationalResidentialCodeworkingontheirownhomeandaccessorystructures.TheseexemptionsfromtestingwouldnotincludeexemptionsfromanyotherrequirementsincludingbutnotlimitedtopermitsorTownbusinesslicensingStaffrecommendsthelicensingrequirementsbeconsistentwiththerequirementsenactedbyLarimerCountyforthedifferenttypesofcontractorlicensesandtoaccepttestresultsandqualificatinsfromothermunicipalitiesforlicensinglocally.CommentsandquestionsaresummarizedhowhastheContractorsAssociationrespondedconsistentlicensingrequirementsareneededthroughoutthevalleythecurrentlanguagewouldpreventacommercialpropertyownerfromapplyingforabuildhigpermitforaprojectthatacontractorhasnotbeenselectedapermitshouldonlybeissuedtothelicensedcontractorhowwHLthelicensingbemonitoredwhywouldcommercialpropertyownerbepreventedfromworkingontheirownpropertyiflicensingisapprovetherequirementsmustbeconsistentwiththeCountyrequirementsadditionalinformationonthelicensingclassesshouldbereviewedbytheBoardandthereshouldbeatransitiotoprovidecontractorsthetimetotaketheappropriatetestsDirectorJosephstatedthecontractorshaveexpressedsomeoppositionbutareinlargepartagreeabletothechangeChiefBuildingOfficial(CBO)Birchfieldcommentedthatmorethanhalfthejurisdictionsrequirequalificationtesting.CommercialpropertyownerscouldcompleteworkontheirpropertyiftheyholdtheproperlicensingBuildingsthatareopentothepublicareheldatahigherstandardFrankTheis!CMSPlanningandDevelopmentstatedthecontractorsinthevalleyarenothappywiththeproposedlicensingrequirements.Theadditionallicensingandrequirementswouldbefinanciallyburdensomeforthecontractorsthatarestrugglinginthecurrenteconomicclimate.HewouldliketohavetheCountyexempttheEstesvalleyfromtheirnewlicensingrequirements.HealsostatedtheTownBuildingofficialsshouldadministerinspectionsfortheentirevalleytosimplifytheprocess.DavidHabecker/Towncitizenquestionedifacontractordoesapoorjobwouldhelosehislicense?Licensingmaytakecareofsomeoftheissuesrelatedtothequalityofworkperformedintown;however,itwillnotmakethemscrupulous.CBOBirchfieldstatedthelicensingwouldregulatethequalityofworkandrequireallviolationstobeaddressedpriortorenewingalicense. mlISCOTTDOYLE,CLERK•‘ILRINERCOUNTYCO200tr-00619540s_—t.\.>tJ/jj-IIPAGES—8FEE$41.00DOC$0.00#494424DEVELOPMENTAGREEMENTTHISAGREEMENTiseffectivethis28thdayofJune,2005,byandbetweenPAWNEEMEADOWS,LL.C.,aColoradolimitedliabilitycorporation,hereinafterreferredtoas“Owner,”andtheTownofEstesPark,amunicipalcorporationoftheStateofColorado,hereinafterreferredtoas“theTown”.WITNESSETH:WHEREAS,theTownhasreceivedapetitionforannexationofthepropertymoreparticularlydescribedonExhibitA,whichisattachedhereto,incorporatedherein,andmadeaparthereof(suchpropertyishereafterreferredtoas“theProperty”);andWHEREAS,theOwnerhassubmittedaPreliminaryPlatforthesubdivisionoftheproperty;andWhEREAS,itistothemutualbenefitofthepartiesheretotoenterintothisagreementregardingtheannexationanddevelopmentofthePropertyintheTownandothermattersassetforthherein;andWIIEREAS,OwneracknowledgesthePropertyissubjecttoallordinances,resolutions,andotherregulationsoftheTown,astheymaybeamendedfromtimetotime;andWHEREAS,partoftheconsiderationfortheannexationofthePropertyintotheTownistheexecutionandapprovalofthisDevelopmentAgreementbytheparties.NOW,THEREFORE,INCONSIDERATIONOFTHEABOVEPREMISESANDTIlECOVENANTSASHEREINAFTERSETFORTH,ITISAGREEDBYANDBETWEENTHEPARTIESASFOLLOWS:1.ThepurposeofthisAgreementistosetforththetermsandrequirementsofthedevelopmentofthePropertyintheTown.Exceptasexpresslyprovidedforhereintothecontrary,alltermsandrequirementshereinareinadditiontoallrequirementscontainedintheEstesValleyDevelopmentCodeandtheEstesValleyComprehensivePlan.2.ThepartiesrecognizethatitistheintentanddesireofOwnertodevelopthePropertygenerallyconsistentwiththezoningandlandusessetforthinParagraph12below,andthatthegrantingofsuchzoningbytheTownisamaterialconsiderationoftheOwner’sagreementtoannexthePropertytotheTown.3.TheTownagreestomakeavailabletothePropertyalloftheusualmunicipalservicesprovidedbytheTowninaccordancewiththeordinancesandpoliciesoftheTown.TheservicesprovidedbytheTowninclude,butarenotlimitedto,policeprotection,water,electricity,andfireprotectiopLTOWNOFESTESPARK;JATIN:TOWNClERK’SOFFICE1P.O.BOX1200ESTESPARK,CO80517 policeprotection,water,electricity,andfireprotection.OwneracknowledgesthatTownservicesdonotinclude,wastewaterserviceswhichareprovidedbytheUpperThompsonSanitationDistrict.4.RequiredpublicimprovementsshallbedesignedandconstructedtoTownstandardsbyOwnerandatOwner’sexpense.OwnerfurtheragreestoprovidefinancialguaranteesforconstructionofallrequiredimprovementsassetforthineachphaseofthedevelopmentandtodedicatetotheTownanyoralloftheimprovementsasrequiredbyTownordinances.5.Thededicationofpubliceasementsforutilities,rights-of-wayforstreetsandotherpublicwaysshallbebysubdivisionplatorappropriateinstrumentofconveyanceacceptabletotheTown.SuchdedicationsshalloccuratthesubdivisionofthePropertyunlesstheTownspecifiesanothertime.TheTownandtheOwneragreethatsuchdedicationsshallonlybeforthoseeasements,rights-of-wayforstreetsandotherpublicwaysdirectlyrelatedtoandgeneratedbythedevelopmentintendedtooccurwithinthePropertyandthatnotalcingtherebywilloccurrequiringanycompensation.6.On-siteandrequiredoff-sitewaterandwastewatermainsandappurtenancesshallbeconstructedtoTownandSanitationDistrictstandardsbyOwneratOwner’sexpense.7.ItisintendedbybothpartiesthatthefullareawillbezonedanddevelopedgenerallyasdescribedinthepreliminaryplatsubmittedforreviewandrecommendedforapprovalbytheEstesValleyPlanningCommission.8.Owneragreesthatthedesign,improvement,construction,development,anduseofthePropertyshallbeinconformancewithallapplicablelawsandordinancesandthatOwnershallcomplywithallTownordinances,resolutionsandregulationsincluding,butnotlimitedto,ordinances,resolutionsandregulationspertainingtoannexation,subdivision,zoning,stormdrainage,utilities,accesstoTownstreetsandfloodcontrol,unlessspecificprovisionsofthisAgreementprovideotherwise.9.IntheeventthattheTown,eitherbyTownBoardactionorinactionorbyinitiativeorreferendum,takesanyactioncontrarytotheDeveloper’sdevelopmentrights,asdescribedinParagraphs11and12,Owner,initssolediscretion,shallhavetheoptiontodisconnectthePropertyfromtheTown.Insuchevent,Townagreestoactingoodfaithtoaccomplishsuchdisconnectionasexpeditiouslyaspossible.IntheeventofanydisconnectionaspermittedinthisParagraph,thefollowingshallapply:.(a)Individualdevelopmentprojects(i.e.forwhichfinalplatsorplanshavebeenapproved)withinthePropertywhichhavebeenbuiltupto25%ofanticipatedfinalbuildoutshallnotbeincludedinanydisconnectionoftheProperty;CD2 (b)IntheeventofanactionbytheTownwhichwouldgiverisetothedisconnectionremedysetforthherein,theOwnershallgivetheTownatleastsixty(60)dayswrittennoticeofsuchdefaultandtheirintentiontoseekdisconnection,andtheTownshallhavearighttodoanyactwhichwouldremoveorterminatetheOwner’srighttodisconnectthePropertypursuanttotheprovisionsofthisparagraphduringtheabovestatedsixty(60)dayperiod.10.ThePartiesagreethatifanypart,term,portion,orprovisionofthisAgreementisheldbyacourtofcompetentjurisdictiontobeillegalorinconflictwithanylawoftheStateofColoradooranyfederallaw,thevalidityoftheremainingparts,term,portions,orprovisionsshallnotbeaffected,andtherightsandobligationsofthepartiesshallbeconstruedandenforcedasiftheAgreementdidnotcontaintheparticularpart,term,portion,orprovisionheldtobeinvalid.11.Recognizingthevalueofattainablehousingandthenatureofattainablehousing,theTownshallnotrequirethesubdivisionofthepropertytoincludeopenspace.12.Asconsiderationfortheannexation,rezoningandsubdivisionoftheProperty,thePartiesagreethatthemaximumdevelopmentonthePropertyshallbeasfollows:A.TheownershallhavetherighttodevelopBlock1andBlock2intheR-1zoningdistrictas;1).15singlefamilyattainablehousingunitsuponsinglefamilylotswithaminimumlotareaof5,000squarefeet.AttainableshallbeasdefinedintheEstesValleyDevelopmentCodeasamendedhereinas;OwneroccupiedhousingunitsthatareattainabletohouseholdsearningtheLarimerCountyAreaMedianIncomeorbelow,adjustedforhouseholdsize,andUnitsshallberestrictedtoassuretheavailabilityoftheunitforsaletopersonsmeetingtheincomeguidelinesanddefinitionsetforthintheEstesValleyDevelopmentCode,asamendedherein,foraperiodofnotlessthan30years,and2).15singlefamilyhousingunitsuponsinglefamilylotswithaminimumlotareaof5,000squarefeet.B.TheownershallhavetherighttodevelopBlock3inthe0-OfficezoningdistrictasdescribedontheconceptplanreviewedbytheTownandsubjecttothevestedrightsperioddescribedherein.SaidBlock3shallreverttoREzoningifdevelopmentisnotinitiatedandcompletedwithinsaidvestedrightsperiod.13ThePartiesagreethattheywillcooperatewithoneanotherinaccomplishingtheterms,conditions,andprovisionsoftheAgreementandwillexecutesuchadditionaldocumentsasnecessarytoeffectuatethesame.3 I14.ExceptasspecificallyotherwiseprovidedinthisAgreement,noPartyshallinanywayassumeanyoftheliabilityoftheotherPartyforanyactorobligationoftheotherParty.15.ThisAgreementmaybeamendedonlybymutualagreementoftheTownandOwner.Suchamendmentsshallbeinwriting,shallbecovenantsrunningwiththeland,andshallbebindinguponallpersonsorentitieshavinganinterestinthePropertysubjecttotheamendmentunlessotherwisespecifiedintheamendment.16.ThisAgreementembodiestheentireagreementoftheParties.Therearenopromises,terms,conditions,orobligationsotherthanthosecontainedherein,andthisAgreementsupersedesallpreviouscommunications,representations,oragreements,eitherverbalorwritten,betweentheParties.17.AsusedinthisAgreement,theterm“Owner”shallincludeanyofthetransferees,successors,orassignsofOwner,andallsuchPartiesshallhavetherighttoenforcethisAgreement,andshallbesubjecttothetermsofthisAgreementasiftheyweretheoriginalpartiesthereto.IntheeventofatransferofalloranyportionoftheProperty,thetransferringOwnershallberelievedofanyandallobligationsundertheAgreementwhichariseafterthedateofsuchtransferwithrespecttothetransferredProperty,providedthatthetransfereeassumesinwritingallsuchobligations.SaidwrittenassumptionsofallobligationsandreleaseofliabilityshallbeeffectiveonlyuponreceiptandwrittenapprovalbytheTown.()18.ThisAgreementshallbebindinguponandinuretothebenefitofthePartiesheretoandthetransferees,successors,andassignshereof,andshallconstitutecovenantsrunningwiththeland.ThisAgreementshallberecordedwiththeCountyClerkandRecorderofLarimerCounty,Colorado,atOwner’sexpense.Subjecttotheconditionsprecedentherein,thisAgreementmaybeenforcedinanycourtofcompetentjurisdiction.19.(a)BreachbyOwner,Town’sRemedies.IntheeventofadefaultorbreachbytheOwnerofanyterm,condition,covenant,orobligationunderthisAgreement,theTownmaytakesuchactionasitdeemsnecessarytoprotectthepublichealth,safety,andwelfare;toprotectlotbuyersandbuilders,andtoprotectthecitizensoftheTown.TheTown’sremediesinclude:(I)ThereftisaltoissuetotheOwneranydevelopmentpermit,buildingpermit,orcertificateofoccupancy;(II)Ademandthatthesecuritygivenforthecompletionofthepublicimprovementsbepaidorhonored;04 ((III)TherefusaltoconsiderfurtherdevelopmentplanswithintheProperty,and/or(IV)RezonethePropertyoranyportionthereofwhichhasnotbeendeveloped;(V)Anyotherremedyavailableatlaw.Unlessnecessarytoprotecttheimmediatehealthsafety,andwelfareoftheTownorTownresidents,theTownshallprovidetheOwnerten(10)days’writtennoticeofitsintenttotakeanyactionunderthisParagraphduringwhichten-dayperiodtheOwnermaycurethebreachdescribedinsaidnoticeandpreventfurtheractionbytheTown.(b)BreachbyTown,Owner’sRemedies.ThePartiesagreethatintheeventofabreachbytheTownofthisAgreement,OwnerwillhavetherighttoseekonlytheremediesprovidedforimpairmentofOwner’svestedpropertyrightsassetforthinSection24-68-105,C.R.S.ordisconnectionofthePropertyoraportionthereofpursuanttoParagraph9herein.20.ThePartiesagreethattheOwnershallnotberesponsibletotheTownforanylitigationcost,includingattorneys’feesandcourtcosts,incurredbytheTownasaresultofanythirdpartyclaimmadeagainsttheTownarisingoutofthetermsandconditionsofthisAgreement.21.IfanyPartybreachesthisAgreement,thebreachingpartyshallpaythenon-breachingparty’sreasonablecostsandattorney’sfeesincurredintheenforcementofthetermsandconditionsofthisAgreement.22.OwnershallnotifytheTown,inwritingof,anysaleortransferoftheProperty,andthename,address,andtelephonenumberofthetransferee.UponthesaleorothertransferofanyportionoftheProperty,thetransferorofsuchportionshallbereleasedfromallliabilityandobligationunderthisAgreementrelatingtosuchportionprovidedthatallsuchliabilitiesandobligationsshallbeassumedbythetransfereepursuanttothetermsandconditionsofParagraph17above.(unlesstransfereeisahomebuyer,abuyerofdevelopedcommercialproperty,orgovernmentalentity).23.VestedRights.InrecognitionofthelandsizeofthedevelopmentcontemplatedunderthisAgreement,thesubstantialinvestmentandtimerequiredtocompletethedevelopmentoftheproject,thephaseddevelopmentoftheproject,andthepossibleimpactofeconomiccyclesandvaryingmarketconditionsduringthecourseofthedevelopment,theOwnerandtheTownagreethatthevestedrightsestablishedunderthisAgreementshallcommenceontheeffectivedateofthisAgreementandshallcontinueasfollows:5 (((a)DevelopmentshallcommenceonBlock1andBlock2withinone(1)yearofapprovalofthepreliminarysubdivisionplatandbecompletedwith3yearsaftertheapprovalofthepreliminaryplat;and(b)DevelopmentshallcommenceonBlock3withinthree(3)yearsoftheeffectivedateofthisAgreementanddevelopmentshallbecompletedonBlock3withinten(10)yearsoftheeffectivedateofthisAgreement(theVestingPeriod)“Vestedrights”shallapplyonlytozoningandlanduseapprovalsoncethoseapprovalshavebeenmade.AftertheexpirationoftheVestingPeriod,suchvestedrightsshallbedeemedterminatedandofnofurtherforceoreffect;provided,however,thatsuchterminationshallnotaffect(a)theannexationofthePropertytotheTown;(b)anycommon-lawvestedrightsobtainedpriortosuchtermination;(c)anyrightarisingfromTownbuildingpermitsissuedpriortotheexpirationoftheVestingPeriod;or(U)anysubdivisionoftheProperty.24.AllnoticesrequiredunderthisAgreementshallbeinwritingandshallbehand-deliveredorsentthefacsimiletransmissionorfirstclassmail,postageprepaidtotheaddressesofthepartieshereinsetforth.Allnoticebyhand-deliveryshallbeeffectiveuponreceipt.Allfacsimiletransmissionsshallbeeffectiveupontransmissionsreceipt,providedahardcopyismailedthesamedate.Allnoticesbymailshallbeconsideredeffectiveseventy-two(72)hoursafterdepositintheUnitedStatesmailwiththeproperaddressassetforthbelow.Eitherparty,bynoticesogiven,maychangeaddresstowhichfuturenoticesbesent.NoticetoTown:TownofEstesParkAttn:RandyRepola,TownAdministratorP.O.Box1200EstesPark,CO$0517NoticetoOwner:PawneeMeadows,LL.C.Attn:PaulM.Kochevar,PresidentP.O.Box3047EstesPark,CO8051725.ThisAgreementismadesolelyforthebenefitofthePartiesheretoandisnotintendedtonorshallitbedeemedtoconferrightstoanypersonsorentitiesnotnamedasPartieshereto.26.ThelawsoftheStateofColoradoshallgovernthevalidity,performance,andenforcementoftheAgreement.Shouldeitherpartyinstitutelegalsuitoractionforenforcementofanyobligationcontainedherein,itisagreedthatthevenueofsuchsuitoractionshallbeinLarimerCounty,Colorado.06 AGREEMENTCONCERNINGELECTIONSERVICESTHISAGREEMENTismadeeffectivethis—dayof________,2009,betweentheLarimerCountyClerkandRecorder(“Clerk”)andtheTownofEstesPark(the“Town”):TheTownhassetaspecialelectiononJanuary12,2010pursuanttoSection31-11-104CRS.(the‘Election”);andTheTownwishestoconductamailballotelectionpursuanttothetermsandconditionsofthisAgreement;andTheClerkhasagreedtoperformcertainelectionservicessetforthhereininconsiderationoftheperformancebytheTownofitsobligationsandpaymentofafeeassetforthherein;andTheTownhasapprovedthisAgreementpursuanttoResolutionNo._______,whichResolutionisincorporatedhereinbyreference.NOW,THEREFORE,inconsiderationoftheirmutualpromisescontainedherein,thepartiesagreeasfollows:I.DutiesoftheClerkTheClerkhasdesignatedCynthiaColeman,whosetelephonenumberis(970)498-7941,asthe“ContactOfficer”toactastheprimaryliaisonbetweentheClerkandtheTownforthepurposesoftheElection.TheContactOfficershallactundertheauthorityoftheClerk.TheClerkagreestoperformthefollowingduties,orsuchotherdutiesasmaybemutuallyagreeduponbythepartiesinwriting,inconnectionwiththeElection:A.PreparationfortheElection1.ProvidetheTownastreetlocatorfile,whichliststhestreetaddresseslocatedintheTownwithintheClerk’svoterregistrationsystem.2.AssistandinformtheTownonanymatterthatshouldensuretheefficientpreparationandconductoftheElection.TheClerkshallnotprovidelegaladvice.3.ManageallvoterrecordsandcorrespondenceinaccordancewithTitle1,ColoradoRevisedStatutes,ColoradoSecretaryofStateElectionRulesandpolicydirectivesoftheColoradoSecretaryofState.4.Supply,deliverandsetupallnecessaryitemsfortheconductandpreparationoftheElection.5.Certifytheelectionjudgesanddeterminetheircompensation.Trainelectionjudgespriortotheelection,includingspecificinstructioninthesecureoperationoftheelectionequipment.6.PlacetheballotcontentproperlycertifiedtotheClerkinaccordancewithlawupontheballot.Certifytheballotcontenttotheprinter.Contractforprintedballotsandcoordinatepaymenttoprinter(s).TheClerkreservestherighttoprintonlytheballotissueidentifyinginformationontheballotandtheballottitleonaseparatesheetofpaperoranyotherformofballotasdirectedbytheColoradoSecretaryofState.Toavoidballotspaceissues,theClerkrequestseachissueandquestionarenotmotethan250words.7.Provide,nolaterthantwentydaysbeforetheElection,noticebypublicationofamailballotelection[1-5-205etseq.,C.R.S.;1-7.5-107(2.5)C.R.S.].SuchnoticeshallsatisfythepublicationrequirementoftheTowninSection31-10-501(1)C.R.S.8.ConductanyrequiredtestsandauditsofthevotingsystempriortoandaftertheElection[1-7-509(1)C.R.S.,SecretaryofStateElectionRule11.5].9.EstablishbackupproceduresandabackupsiteforthecountingoftheElection,shouldthecountingequipmentbecomeunavailableduringthecount.1 TownBoard,October27,2009(#35)Goodevening,AnarticlebyRobertMarus&KenCampinTheBaptistStandardnewsmagazineexploresthereasonswhymanyChristiansengageininternetgossipandthespreadingoffalserumorstosupporttheirreligion.Thisquotefromthatarticlehascaughttheattentionoftheatheistcommunity:“So,whyareChristianssowillingtobelieveunsubstantiatedrumors?Andmoretroubling,whyareChristians,whoshouldholdthehigheststandardsoftruth-telling,soeagertospreadrumors—andevendownrightlibels?”Whywouldyouexpectanyonewhoidentifiesthemselvesbytheirunsubstantiatedbeliefs,tobecompletelyrational,logical,andsubstantiallytruthfulinallotherconsiderations.Ifapersoncanbelieveinangels,Noah’sArk,asixthousandyearoldearth,andrisingfromthedead,theycanbelieveanythingistrue.WhenIsaythereisnoGod,manyreligiouspeople,whocannotproveotherwise,haveretaliatedwithlies,rumors,socialandpoliticalostracism,andintimidation.Rabidlyheldreligiousbeliefscanonlycausetroublewhenbroughtintoasecularmeetingofwethepeople,sodon’tyouthinkitwouldbebesttoleaveanymentionofGodoutsidethisroom?Don’tyouthinkit’stimetostoprecitingthe‘underGod’Pledge?Onanothertopic,itshouldbenotedthatcommercialpropertyownersdonothavetheabilityto‘writeofforexpensetheproposedfiredistricttaxanywherenearthepointwhereitdoesn’tcostthemanything;aswassuggestedinlastweekscandidateforum.Now,thebusinesscommunitydoesn’twanttoappearunappreciativeofthesupportwegetfromresidents,especiallythevolunteersattheVisitorsCenterandfiredepartment.Wedoappreciatethatsupportandhaveinmanywaysshownit,butwewouldalsoliketobeappreciatedfortheenormouscontributionwemaketothewelfareandenjoymentofourtown,mostlyintheformofpropertyandsalestaxes,employment,andafunenvironment.TheAppenzellInnhasgeneratedoveramilliondollarsintaxessinceopening,butinsteadofahigh-five,Igetadifferentgesturefornotwantingtocoughupanother$1,250ayearforthefiredistrict.Thesesentiments,alongwithapopularmovementtoabolishEPURA,arehardlysignsofappreciation.Now,beforeyougetyourviolinsout,Idounderstandthattherealityofgettinganyempathyforabusinessmanissimilartothatforahealthinsurancecompanyorlawyer.Butyouwouldthinkthattheresidentswouldunderstandtherelationshipbetweenathrivingeconomyandathrivingcommunityandsupporttheirownselfinterest.ForthatreasonIwouldurgethecontinuationofEPURAandfinishingtheworkatStanleyParksometimebeforeI’mgone.Thankyou,DavidHabecker
