Chair Amos called the Study Session to order at 3:02 p.m.
Minutes of the May 20,1999 study session were accepted as presented.
The Estes Valley Development Code Public Hearing Draft with associated maps was
distributed to the Commissioners, TAC members, and the Trail Gazette. Director
Stamey reviewed the distribution list and the Fall schedule for public hearings. The
neighborhood meetings for Fall River and Giant Track are tentatively scheduled for late
July. Dates for the general open houses are to be determined. A public legal notice will
be made 15 and 30 days prior to each public hearing date. Display ads in the newspaper
were also recommended. Commissioner Disney noted that the County does not plan
any major hearings during the holiday season from Thanksgiving through New Years.
Chief Planner Legg reviewed the County’s SDIC program (Systematic Development of
Informed Consent) which identifies areas to target for outreach effort. Two Planning
Commissioners, Town Board liaison. County Commissioner Disney and staff will go
through this process on August 3.
Director Stamey advised he would also provide a chapter by chapter summary of the
Code. A draft of the County-Town IGA will be prepared in August.
The benefits of a single Board of Adjustment under the proposed code were discussed.
Director Stamey reviewed the process of public hearing and review of the code.
Affordable Housing, Accessory Dwellings and Density Bonuses will be discussed at the
next EVPC meeting. Commissioner Taddonio advised he did not approve of the
Development Code in regard to the Affordable Housing and Accessory Dwelling
provisions. Chief Planner Legg noted that this is a Draft and the Commission has not
been asked to “approve” it. They were asked to assist the Staff to create the draft. Chair
Amos reviewed the process whereby the Commission will have public hearings and then
review the Code and make a recommendation to the County and Town Boards. The
record of the meeting will reflect any dissenting opinions. Commissioner Disney
recommended having a meeting between the Planning Commission and the Boards in

order that the members of the Boards may ask questions of the Planning Commission
regarding their recommendation.
