Chair Amos called the Study Session to order at 1:05 p.m.
Minutes of the May 5,1999 study session were accepted as presented.
Chair Amos reviewed hearing procedures and Planning Commission duties following the
hearings. He will request an endorsement following the review of each chapter, then an
approval for the entire document. If a Commissioner would like to discuss a particular
topic, he should request staff to place it on the agenda.
Director Stamey reviewed Town Board action of May 11,1999. All prior hearing dates
have been cancelled. New dates will be scheduled in the near future. Study sessions
with Giant Track and Fall River neighborhood groups are being planned. Work will begin
on an Intergovernmental Agreement with Larimer County. Staff will also be available for
public information meetings with local civic/social groups.
Chief Planner Russell Legg reviewed the County’s Proposed Land Use Code which has
now been published. The County will begin their Planning Commission hearings in
August and the County Commissioners hearings in late September to early October.
When planning public hearings, it is best to avoid the time between Thanksgiving and
New Years.
The possibility of having field trips for the Commissioners to view certain existing
conditions was discussed.
Russell Legg noted there was a workshop entitled “Reducing Housing Cost Through
Regulatory Reform” being presented by the Colorado Division of Housing, Colorado
Counties, Inc., Colorado Municipal League, Colorado Chapter of American Planning
Association and Colorado Home Builders Association on June 7, 1999, in Greeley,
Colorado. There is no fee to attend.
Director Stamey reviewed the Draft Zoning Map. The map and the code must be
implemented together at the same time. Staff reviewed the major map changes, as
identified at the last meeting, and summarized in a handout.

In addition to the points made at the May 5,1999 meeting, it was noted that road rights-
of-way, Federal lands and water bodies needed to have an underlying zoning.
The appropriate procedure for individuals to petition for a zoning request for their
individual properties was discussed. It may be appropriate to consider these requests
between the time the draft zoning map is released for public review and the public
hearings. This might reduce the time necessary for public hearings.
Russell Legg commented that the contract to map wetlands has been signed and will be
conducted by Dr. Cooper this summer.
If Commissioners have questions or concerns, they may speak with Staff directly.
