Director Stamev reviewed the Future Land Use map and its relation to the draft Estes Stamey reviewed the modifications that are proposed as follows. 1 ■ ?DSs current CD District Boundary, with exception of properties west of Spruce Drive and parking lot added. 2. The overall process includes procedure for individual application for rezoning requests that would deal with more site- specific issues, in the future. Appropriate time for public comment to the Commission would be during the hearing process. The zoning map implements the zoning regulation. The Master Plan does not need to be changed in order to make changes on the Zoning Map. The Future Land Use map was never adopted as a zoning map. Future Land Use map does not need to be changed. The procedure for changing the Comprehensive Plan is in the State Statutes. Colorado does not have the requirement that zoning maps and comprehensive plans be consistent. Fort Collins does it for specific reasons. County uses a more general comprehensive plan. The do not require the plan to be amended every time there was a zoning change; however, the zoning changes are done because of reasons that complied with their comprehensive plan. If the rezoning applies to a large area and changes the character of the area, then a change to a comprehensive plan would be appropriate. Chief Planner Legg commented that the Future Land Use Map was a conceptual map and not a detailed zoning. In their planning, staff goes back to the comp plan (text) for review, not the map. Legally there’s nothing that says the zoning has to agree with the master plan. Public will have comment on document and map and then the EVPC will review and make recommendation to the Boards. After that an individual will need to go through the application procedure for rezonings, as outlined in Section 3.3 of the proposed zoning code. Planning Commission will consider public hearing comments. Another option would be to use TDU’s to transfer density use instead of changing the zoning. Director Stamey reviewed two supplemental maps. The first identified parcels that are currently zoned A-Accommodations in the County, and the proposed zoning for these parcels. Some of these will go to A and some to A-1. Some residential zoning will occur where landowners indicated they did not have an objection to that rezoning. The second map identified parcels that are currently zoned Tourist, and the proposed zoning for these parcels. There was one specific request for an area to be zoned residential, which is largely covered with a conservation easement. A schedule for receiving public input was discussed. Prior to the Public Hearing staff will hold open houses to meet with individual property owners. There will be study sessions at the staff level with the Giant Track and Fall River neighborhoods. Next meeting date will be May 20, 1999, 1:00 - 5:00 p.m. for follow-up on the zoning map, public process and bylaws. A tentative schedule for Planning Commission hearings is the 14^ and 21st of June, 1:00 to 4:00 and 7:00 to 10:00 each day, two separate meetings on each day.
