SCHEDULE DISCUSSION AND UPDATE • Discussion regarding Commission’s progress, decision making process, reaching consensus, tenure of meetings. • Chair Sager recognized the public attending the meeting noting there will be a time in the future for verbal and written comments. • Remainder of Chapter 7, distributed at this meeting. • Director Stamey stated the remainder of the “EVDC Working Draft” will be completed by the end of December. • The next meeting for the EVPC will be December 10th, 3:00 - 5:30 p.m. and 7:00 - 9:00 p.m. If scheduling allows another meeting will also be scheduled for December. 2. ACCESSORY DWELLINGS in mno Director Stamey reviewed items from his Memo/Report dated November 19, 1998. Commissioners discussed. Goal is to reduce Special Reviews. Don’t permit in RE and RE-1. Allow Accessory Dwellings in R and R-1 by Special Review. Attached accessory dwellings preferred. 3. VACATION RENTALS • Amos: be fundamentally fair to all (Town and County residents) Presented County “Proposed Land Use Plan - Nightly Rental” approach White: this is a County issue. Town has dealt with at this time Baird: opposed to any in residential districts Disney: utilize loeal control, allow neighborhood to decide Amos: place onus on Homeowners Associations Disney: illegal use in County which is not addressed as only one Zoning Administrator } Kitchen: this is a small area of EVDC, find solution to ‘calm the waters Pohl: work towards a ‘valley plan’ and unity White: certain areas may be different, compromise Disney: one size doesn’t fit all, must be creative and differentiate Commissioners/Staff recognized unity is not always possible, may be separate rules for Town and County, in some cases. Consensus was to use Town’s slope standards. More information needed fromTAC and developers, request to incorporate geotechnical hazards. OPEN SPACE Discussion - utilize the term ‘private’ open “areas,” and differentiate between public and and private open space. ANIMALS Staff recommends the Town maintain its current animal provisions and they not be incorporated within the Development Code and that Larimer County will determine the best animal approach for their jurisdiction. Chief Planner Legg concurred with leaving the current regulations in place suggesting a task force may be formed for the County. 7.
