1. INTRODUCTION OF MEMBERS
Everyone present introduced themselves.
2.REVIEW OF FORMATION OF EVPC AND ITS PURPOSE
Mr. Klaphake reviewed the history noting special legislation

Enabling legislation
Beginning January i, 1998 there will be EPPC and EVPC
New plan and new regulations
Old group will function until new code becomes effective
Timing is important - Speed
EVPC must stay focused
Consultant will be Chris Duerksen, Clarion Associates. Bob
Joseph will primarily work with EPPC and Steve Stamey will
primarily work with EVPC. Town Board members and County

At this time the group will meet each month on the second and
fourth Thursdays at 8:00 a.m. in Room 202, Municipal Building,

REVIEW PHASE III (ESTES VALLEY DEVELOPMENT CODE) SCOPE AND
PROCESS
Consultants: Chris Duerksen (Clarion Associates) and Leslie T.
Bethel and Jim Leggit (RNL) . Chris is a land use attorney
with a planning background. Jim and Leslie are urban
designers and architects. The EVDC will be illustrated with
diagrams and exatiples and will eventually be in an electronic
format.
PRESENTATION OF GIS DATA BASE
A computerized mapping system and data base is available in
the Community Development Office. Following the meeting,
members were invited to Senior Planner Joseph's office for a
brief GIS presentation.
DISTRIBUTION OF TOWN AND COUNTY DEVELOPMENT REGULATIONS
Various regulations and a Planning Commission Handbook were
distributed.

Each Commissioner will have a

An optimistic goal would be to have a working draft code in

by this board until the regulations are in place.
Russ Legg, County Staff, was unable to attend and sent his
regret. He will periodically attend the bi-monthly meetings.
