The meeting was called to order at 8:00 a.m. by Chair Sager.
1 MINUTESThe January 22, 1998 Minutes were approved with the following
addition: "At the beginning of the meeting. Chair Sager
recognized Marcia Tavel who is attending EVPC Meetings and
repr^enting the League of Women Voters.« Con^issioner
Taddonio expressed concern regarding what will constitute^
quorum to approve requests. Chair Sa9er. noted1 .n0tbheinagiV3^
concluded at this time, careful consideration will be given
to concerns as appropriate.

1998 in Denver. Funding is available for two County and
two Town Commissioner to attend. Copies o e
registrations will be placed in all Commissioners
mailbox in the Community Development Office.
• Bob Joseph will be out of the office Febinaary 12 - l^rch
9th Roxanne Botic will be out of the office e ru ry
- March 20; Jo Pierce will be working a few hours each
day during this period.
• On February 26, 1998 there will be a work session/lunch
for EVPC and TAC from 12:00 noon - 2:00 p.m. Chris
Duerksen, Clarion Associations, will be the wor
session. Also, Mr. Duerksen and his assistant' ^
Axelrad, will conduct interviews with Estes Valley
TsiZnts during the day. Mr. Duerhsen -d Rector
Stamey will meet with Larimer County Staff and
Commissioners on February 27, 1998.

3. IDENTIFICATION/DISCUSSION OF MAJOR LAND USE DIRECTIONS
Director Stamey reviewed an article from Zoning News, January
1998, regarding performance standards and traditional zoning.
Communities are combining the two systems. Chair Sager
questioned Longmont's status. The following areas were
discussed/identified.
HOUSING
• Affordable
• Accessory Dwellings
• Rental/Ownership
Density - relate to land (absorption)
• Affordability ensured over time
• Look at Fees
(Subsidy?) - Land (Lone Tree)
In-fill - accessory dwelling units
Commercial - second story
Estate District - sg. ft. only (limited accessory uses)
Neighborhood (define area)
Building Bulk vs. Number of Units

Member Thorp stated the Commission is an overview agency, and
encouraged relying on Staff and Consultants. Commissioner
Pohl expressed his agreement adding by doing so would
beneficially impact the timeliness of the process.
Commissioner Taddonio stated he wants to be involved in the
'nuts and bolts' until the Code is approved.
OTHER _ j _Chair Sager read a letter he received from Norman and Fay
Presley regarding rental units.
Commissioner Amos stated the Commission is charged with
codifying the Comprehensive Plan. He is ready to review the
Code and sees options as accepting, rejecting and modifying.
Due to the work session/lunch on February 26, 1998, an EVPC
Meeting will not be held on February 24, 1998.
