Chairman Barker called the meeting to order at 2:00 P.M.
SISTER CITY PROGRAM - REVIEW OF CONSULTING PROPOSAL.
Community Development Director Stamey reported that the Town became
a member of the International Sister Cities organization in 1990.
The two-year membership proved fruitless in obtaining an
international sister city for the Town thus the membership has been
discontinued.
Mr. Jan Verschuur, President/World Trade Counselors has submitted
a proposal to provide counseling service to develop a sister city
relationship. Mr. Verschuur commented on his associations with
foreign dignitaries in Japan and France and is confident a
meaningful relationship can be obtained. The Town previously
considered the possibility of establishing a relationship with
Nikko, Japan, and, in Mr. Verschuur's opinion, Nikko would be his
first priority due the similarities between each city.
Benefits to the Town in such a relationship include an exchange of
information and ideas in areas such as the tourism industry,
transportation, and economic development. Mayor Dannels noted the
futile relationships the Town experienced with the Colorado Sister
City Program due to the manner in which municipalities were paired,
and how establishing a relationship with a similar municipality
would be advantageous for both communities. The Committee
questioned the cost in relationship to the benefit in such a
program, and recommends: (1) staff contact Frisco and Loveland and
obtain support material (cost, benefits, etc.) from them as these
communities are actively engaged in International Sister City
relationships, and (2) there are no funds budgeted for this program
in 1992, thus staff will include a budget request for consideration
during the 1993 budget process.
The Committee expressed their appreciation to Mr. Verschuur for his
presentation.
ROBERT G. KETCHUM COMMISSION - UPDATE.
Due to^ a recent Denver Post article that raised some questions
regarding the proposed commission of Robert Ketchum, Jim Mack/Rocky
Mountain National Park (RMNP) reviewed the scope of the project as
undertaken by the Cultural Arts Council (CACEP). It has become
evident that both National Parks, from a biologic vitality concern,
and their adjacent communities, from an economic vitality concern,
must plan for a mutual future. Mr. Ketchum will take approximately
1,000 photos which 8± will be provided to CACEP and perhaps the
Town and RMNP; source of funding may be that of a grant from the
National Park Foundation; donations are being solicited and
accepted; CACEP will receive the photos (at no extra charge) which
they can use to produce a poster or book for retail purposes; Mr.
Ketchum is known both nationally and internationally; and Tom
Brocaw/NBC has expressed an interest in this project and may follow

its progress. The Committee expressed their appreciation to Mr.
Mack for the additional information presented, and reiterated that
the concept is worthy of support.
1992 ADVERTISING PROGRAM - UPDATE.
Director Stamey reviewed advertising trends, stating the National
Fall ads have been increased to enhance the shoulder season. The
Rooftop Rodeo insert is in production and will be distributed in
the front-range July 5—Town parks and rivers will be featured.
KUSA Channel 9 covered the Duck Race along with the "Parade of
Years" event.
The Press Release Program, conducted by Market Reach on a contract
basis at $10,000±, has resulted in 228.85 column inches of
editorial coverage based upon Press Releases and Calendar of Events
efforts as of the end of May. This is equivalent to 1.81 full size
newspaper pages of coverage, equivalent to $7,720.85 in advertising
space cost. Travel Writer support is a secondary part of this
program, and has resulted in Estes Park articles in Home & Away
Magazine for 4.5 pages in full color worth $133,402.00, and Midwest
Motorist Magazine for 3 pages in full color worth $18,654.00 in
advertising space cost. The author of these two articles was a
referral from the Colorado Tourism Board.
Additional statistics will be provided as received.
REPORTS.
Director Stamey advised that the Department has received requests
from retailers to use the Town's advertising logo (international
tourism symbol). The request will be considered by the Advertising
Policy Committee and staff will report to the Community Development
Committee in the near future.
The Economic Study Group has been meeting and requests for comments
on BBC stydy ^rom various organizations have been received on
a limited basis; staff will pursue additional comments. A video on
Branson, MO will be provided at the next meeting, along with
information on the advertising program/goals.
The Housing Study Group has not as yet met; however, staff, along
with Group Chairman Hix, will attend a Housing Workshop in Boulder.
The agenda will include discussion on ideas for a housing
cooperative and community land trust.
Polly Garrett, 75th Anniversary Co-Chairman, briefed the Committee
on upcoming 75th Anniversary activities to include the Riverside
Ballroom Dance, and Historic Plaque Project, encouraging attendance
at the Open House scheduled Friday, June 12 from 4-7:00 P.M. for
the summer art exhibit provided by Ben Forbes in Room 200 of the
Municipal Building. In addition, the ground-breaking ceremony for
the Childrens Center has been scheduled June 10 at 10:00 A.M.
MUSEUM - REPORT.
Director Swain presented an Admissions and Tours and Historic
Photograph Reprint Use Policies for approval. Both policies have
been approved by the Museum Advisory Board and were made a part of
the record by reference thereto. Regarding the admission policy.
Director Swain stated that fees ares consistent with other museums
in the area. Following discussion, the Committee recommends
approval of both policies as presented.
The brochure, "Places in Time" was presented; the brochure provides

a historical walking tour and was sponsored by the Estes Park Bank.
Historic plagues, as discussed previously, will be commemorated
July 11 in conjunction with other festivities being planned by the
75th Anniversary Committee. Director Swain expressed her
appreciation to EPURA and the Trail Gazette for their cooperation
on this successful project.
Statistics for eleven Museum programs currently underway will be
provided in July.
There being no further business. Chairman Barker adjourned the
meeting at 3:19 P.M.
