Chairman Barker called the Committee meeting to order at 2:03 P.M.
CONFERENCE CENTER - UPDATE.
Sales £c Marketing Director Pickering reported that invitations for
the Conference Center Grand Opening have been mailed to all Estes
Park residents listed on the Light & Power Billing List, plus
dignitaries and meeting planners. Invitations were divided into
three time-slots (10:00 A.M., 12:00 Noon, and 2:00 P.M.) to aid in
distributing parking and attendance. Entertainment will be
provided by the Barleens, Bob Buford Band and Tom Justin/Lazy B.
A "handout" which details the center will be provided to all
attendees. Chairman Barker solicited donations to help fund grand
opening festivities and the sponsors will be identified in said
handout.
1991 ADVERTISING PROGRAM - REPORT.
Year-to-date packet requests exceed the 1990 requests by 30.5%;
cost/inquiry for the Magazine Program is $2.94 as compared to $3.28
at this time last year; and as of June 30, telephone calls are 33%
ahead of the same period in 1990. Manager Marsh presented the Fall
color ad which will be placed in the Rocky Mountain News and Denver
Post.
1990 CENSUS - UPDATE.
Planning Intern Daniels-Mika submitted a report on the census
figures for Estes Park. The Census Bureau 1990 figure is 3,184.
Staff's data has determined that the 1991 total population figure
for Estes Park is 3,758. In a letter dated July 22, 1991,
Assistant Division Chief Edwin Wagner/Bureau of Census reported
that the Secretary of Commerce has decided not to adjust the 1990
census to correct estimated under or overcounts. Therefore, the
census counts released in January 1991 remain the official 1990
census counts. The Committee recommends the Town officially
recognize the Town's total population as 3,758 and so advise
Assistant Chief Wagner that this figure will be used for the Estes
Park Profile. The Committee also commended Intern Daniels-Mika for
a job well done.
ART COLLECTION POLICY - DISCUSSION.
EPURA recently adopted a policy of exclusively purchasing/receiving
only traditional wildlife art work indigenous to the Estes Park
area. However, Administrator Klaphake reported that it was not
EPURA's intent to censor art. The Town adopted a Visual Arts
Collection Policy February 13, 1990 which did not confine art to a
specific category. Administrator Klaphake suggested additional
discussion take place with the Cultural Arts Council. The
Committee commented that the Town's policy received a great deal of
review prior to its adoption, encouraged EPURA ^to re-examine its
policy and judge art on its individual merit in lieu of a

particular theme, and suggested CACEP continue its participation
with staff in this regard, and recommended no further action be
taken at this time pending additional dialogue.
VISUAL ART FOR CONFERENCE CENTER - INSURANCE UPDATE.
As requested by the Committee July 11, 1991, Town Attorney White
submitted an opinion on the Town's potential exposure in the
collection of visual art exhibits for the Conference Center. In
summary, the Town, through CIRSA, has fine arts coverage for all
art work owned or loaned to the Town which includes a $5,000
deductible per occurrence. Staff commented that if art is accepted
with a value over $5,000/piece, the Town should consider investing
in an alarm system. Following discussion, the Committee recommends
establishing a $5,000 limit per piece of art work in the future,
assiuning the value of individual art exhibits for the grand
opening.
The Committee questioned whether appropriate procedure was followed
in the jury selection on the Arts Panel for visual art in the
conference center; representatives could not affirm the procedure.
REPORTS.
Ned Linegar, Pageant Script Chairman, Town's 75th Anniversary
Celebration, briefed all in attendance on events being planned by
the Anniversary Committee, which include an Incorporation Ball
April 3rd, and Pageant April 4 & 5, 1992. Melody Page will direct
the Pageant, and both events will take place in the Conference
Center. Mr. Linegar encouraged the community to submit a list of
significant historic events and prominent citizens which may add to
the Town's history. Museum Director Swain was commended for her
assistance on this project. Celebration Chairman Garrett reported
that the Committee' s recommendation of events has not yet been
submitted to the Town Board, and that advertisement of the 75th
Anniversary will be coordinated with Advertising Manager Marsh.
Trustee Garrett reported on the Childrens Center advising that the
School Board adopted their Plan June 26. The Committee has been
seeking pledges for both the facility and operation of the program.
Kreative Kids Board President Linegar advised that 200 children
participate in this program and that the staff is certified to
supervise children. Recommendations for funding the Center will be
reviewed by the Town Board during the 1992 budget sessions.
The Committee acknowledged a letter submitted by John
Prasuhn/Northern Colorado Board of Cooperative Education Services
(BOCES) relative to an education center at MacGregor Ranch.
Year-to-date traffic counts are up 6.8% from 1990, while Rocky
Mountain National Park is reporting a 2% increase for the same
period.
In a letter dated July 2, 1991, Larimer County Commissioner
Mekelburg advised that the application made in 1990 for Section 8
Housing Certificates and Vouchers was denied due to the lack of
points because Larimer County's Housing Authority was newly
created. Commissioner Mekelburg strongly recommended HUD review
its current policies regarding the evaluation of new housing
authority applications. The affordable housing issue may need to
be reviewed and addressed locally.
