Chairman Barker called the Committee meeting to order at 2:00 P.M.
FORWARD BBTES PARK FOUNDATION (FEPF) - HOUSING UPDATE.
The Forward Estes Park Foundation initiated a housing

expense for installation of interpretive photo stops at selected
locations. Following discussion, the Committee recommends staff
research this item and return to the Committee with additional
information.
WELD/LARIMER REVOLVING LOAN FUND - REPORT.
In a letter dated May 29, 1991, Cathy Shulte, reported that the
Greeley/Weld Economic Development Office is the administrator of
the Weld/Larimer Revolving Loan Fund. The loan fund is intended to
fill financial gaps for companies expanding and creating new jobs
in areas outside the city boundaries of Greeley, Fort Collins and
Loveland. Eligibility requirements have recently been expanded to
include retail businesses. Those businesses presently included are
manufacturing, distribution and processing. It is anticipated the
retail business inclusion will increase the number of businesses
who actively pursue the program. The Committee recommends Director
Stzuney advise local financial institutions and interested groups of
this financing program.
US WEST FOUNDATION/RURAL ECONOMIC DEVELOPMENT INITIATIVE - REPORT.
US West Communications has announced the implementation of a $6
million, one-of-a-kind initiative to help the development of rural
communities and businesses in 14 western and midwestern states.
The program will seek to develop smaller companies and communities
by providing marketing expertise, management assistance and limited
loans, including a fair share to female and minority-owned
businesses. Director Stamey will update the Committee when
additional information is available.
ESTES VALLEY LAND TRUST - REQUEST LETTER OF ENDORSEMENT.
In a letter dated May 28, 1991, Pieter Hondius, Secretary/Estes
Valley Land Trust, reported on the possibility of obtaining a
conservation easement containing 22 acres which is located on Rock
Ridge (west of Estes Park). To facilitate the donation, Mr.
Hondius requested a letter of endorsement from the Town stating the
benefits to the community of maintaining the property in its
present, lightly developed condition. Endorsement letters have
been obtained from the National Park Service and Division of
Wildlife. The Committee recommends the Mayor be authorized to
submit a letter of endorsement as identified above.
REPORTS.
Annie Racine/Board of Realtors, reported that the Board of Realtors
is actively pursuing affordable housing. The Board has selected a
site and is in the process of preparing financing options. A 24-
unit apartment complex is being proposed, and Paul Kochevar/Estes
Park Surveyors is assisting the Board. A determination as to who
will actually develop the property has not been made pending
completion of the statistics. The information will be submitted to
the Town when completed. The Committee complimented the Board of
Realtors for their initiative on this project.
There being no further business. Chairman Barker adjourned the
meeting at 2:32 P.M.
