Chairman Dickinson called the meeting of the Community Develop
ment Committee to order at 2:04 P.M.
NORTHEAST NETWORK - COLORADO OFFICE OF ECONOMIC DEVELOPMENT.
Tony Roso, Director of Research/Colorado Economic Development
appeared before the Committee to present information pertaining
to the Northeast Network. Four such networks, containing approx
imately 100 members, have been formed throughout the State, and
they assist entities in providing an electronic data base,
regional marketing, and technical assistance. The membership fee
is $500/year. Discussion included public financing, tourism, and
housing, with the Committee recommending this item be taken under
advisement.
ART COLLECTION POLICY - REVIEW.
As reguested by the Committee in December, Director Stamey
prepared and submitted a Visual Arts Collection Policy draft.
Items included criteria for artwork selection, site selection,
and submission for direct purchase. The Committee recommends the
draft be submitted to the Cultural Arts Council for their review
and comment. Following their review, the policy will be placed
on the Committee's agenda for discussion in February.
SISTER CITIES INTERNATIONAL - MEMBERSHIP APPLICATION.
Town Administrator Klaphake reviewed events to date _ concerning
the Tov/n's interest in obtaining an international sister city.
Through membership in the Sister Cities International Program,
the Town could receive assistance in obtaining a sister city,
hopefully Neikko, Japan. Staff is requesting a city with close
proximity to a national park, similar to Estes Park.^ Other
countries which may be revievred include Canada, Mexico and
Europe, particularly Scotland. The membership application must
be accompanied by a check in the amount of $100.00. The
Committee recommends staff proceed with the membership
application, including the $100 expenditure.
1989 CHRISTMAS PARADE - CRITIQUE.
The Committee reviewed a memorandum dated January 11, 1990
submitted by Town Administrator Klaphake. A critique of the 1989
Christmas Parade was conducted December 1, 1989 by Connie
Boschen, Marcia Phillips, Ed Jungbluth, Dave Racine, and Gary
Klaphake. In summary, the group identified positive and negative
characteristics of the parade. The Committee suggested Parade
representatives include discussion concerning the time the parade
should begin (perhaps 30 minutes to 1 hour earlier), and main
street lighting. The Committee then reviewed a video of the
entire parade, including the events conducted during the day.
In conclusion, it was determined the Parade was very successful.
Administrator Klaphake commented that the Town Board will

schedule a study session to discuss special events and funding.
The Committee expressed their appreciation to Ms. Boschen for a
job well done, and recommends Ms. Boschen and Ms. Phillips
receive a Certification of Commendation for their efforts.
REPORTS.
The Town maintains a traffic counter east.on U. S. Highway 34.
The Committee reviewed traffic counts for November which indicat
ed a count of 8,434 vehicles travelled to Estes Park on November
24, the day of the Christmas Parade. In 1986, the count was
5,692, an increase of 48%.
Director Stamey presented information concerning the Vail Ski
Network which indicated Vail is branching out across the nation
to promote its ski area.
The Larimer County Housing Authority has been re-activated.
Staff reported a letter has been issued to Larimer County offer
ing the Town's support of the program. Action on a formal
resolution between the two entities may be reviewed.
Community Development Director Stamey will be attending various
meetings with State officials to gather information pertaining to
housing.
There being no further business. Chairman Dickinson adjourned the
meeting at 3:21 P.M.
