Brownfield,Henry 0.flannels,Charles F.Hix,Glenn Prosser,Robert F.Wagner Attending:Chairman Howard Stewart,Ronald C.Brodie,Henry 0. flannels,Charles F.Hix,Robert F.Wagner Also Attending:George L.Mowery,Secretary Absent:Gerald H.Brownfield,Glenn Prosser Minutes of a regular meeting held February 16,1971,were read and approved as read. The final plat of the “Rough Resubdivision”,a resubdivision of Lot 116,Al Fresco Place,was presented to the Planning Commission for their approval.Robert F.Wagner moved that the Commission recommend approval and acceptance to the Board of Trustees.Henry D.Dannels seconded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes”Howard Stewart,Ronald C.Brodie,Henry D.flannels,Robert I.Wagner.Charles F.Rix abstained. TIU(Associates,Inc.of Denver,listed as the second item on the agenda, did not appear for the meeting. Mr.David B.Shupe of Hogan and Associates presented a preliminary plat, along with a request for variances to Section 21.7-1 Cd)and (j)of the Municipal Code of the Town of Estes Park,of “Prospect Point Subdivision”. Letters from the utility departments and city engineer were read to the Commission.Henry D.flannels moved the Commission recommend approval of the preliminary plat and grant exceptions to 21.7-1 Cd)and (j)as listed in Chapter 21 of the Municipal Code of the Town of Estes Park.Robert F. Wagner seconded the motion.Upon roll call the motion unanimously carried.The Commission makes the following findings: (a)That the exceptions are necessary for the preservation and enjoyment of a substantial property right of the petitioner. (b)That the granting of the exceptions will not be materially detrimental to the public welfare or injurious to other property in the neighborhood in which the property of the petitioner is situated or in conflict with the purposes and objectives of this chapter. In accordance with the legal publication dated February 22,1971,the Chairman of the Planning Commission proceeded to conduct a public hear ing to zone the Hospital Addition,C-l Commercial.No one appeared in opposition.Charles F.lix moved this zoning request be granted with the stipulation that that portion of Lot 5,Manford Addition,formerly hospital ground,be re-zoned back to C-2 Commercial District.Henry 0. flannels seconded the motion.Upon roll call the motion unanimously carried.The Planning Commission recommends to the Board of Trustees that this request be granted. Robert E.Wagner moved the Commission have one more work session prior to the next Commission meeting on April 20,1971,in regard to the re vision of Chapter 21 of the Municipal Code of the Town of Estes Park. Henry D.flannels seconded the motion.Upon roll call the motion unan imously carried. RECORD OF PROCEEDINGS Planning Commission Meeting March 16,1971 Page two Lowell Soester of the Larimer County Planning office reported that preliminary approval has been given on the Tramway rezoning request. Ronald C.Brodie moved the meeting adjourn.Robert E.Wagner seconded the motion.Upon roll call the motion unanimously carried.
