The minutes of May 18 and 20,1971 were read and approved as read.
A preliminary plat of One Thousand Pines Subdivision,a proposed addi
tion to the Town of Estes Park was submitted to the Planning Commission
for their consideration.Member flannels moved that the Planning Commis
sion give preliminary approval to this subdivision plat and that in
accordance with Section 21.8 of the Municipal Code of the Town of Estes
Park that the Commission makes the following findings in regard to the
street grade variance of approximately 137.on Hampshire Drive,of 100
feet between Lots 4 and 7 and 200 feet between Lots 16 and 19 and also
the two major curves on Hampshire Drive being less than the required
200 feet radius:
(a)That the exception is necessary for the preservation and
enjoyment of a substantial property right of the petitioner.
(b)That the granting of the exception will not be materially
detrimental to the public welfare or injurious to other
property in the neighborhood in which the property of the
petitioner is situated or in conflict with the purposes
and objectives of this chapter.
Member Hix seconded the motion.Upon roll call the motion unanimously
carried.
A preliminary plat of Brook Meadows Addition to the Town of Estes Park
was submitted to the Planning Commission for preliminary approval.In
accordance with Section 21.3-4 of the Municipal Code of the Town of
Estes Park,Member Wagner moved that the conditional approval be granted
subject to the following:
1.Approval by the Larimer County Health Department for the
proposed sanitation system.
2.Approval by the Town of Estes Park for the domestic water
system.
Member flannels seconded the motion.Upon roll call the motion unanimously
carried.
Member flannels moved that Harry Miles be elected Vice Chairman of the
Estes Park Planning Commission.Member Wagner seconded the motion.Up
on roll call the motion unanimously carried.

The office of State Planning,State of Colorado,has submitted to the
Estes Park Planning Commission the request from Rocky Mountain Metro
politan Recreation District for a Federal Aid Grant as per the attached
documents.Mr.Robert flier,Manager of the Recreation District,ex
plained the application.Member Hix moved that the Planning Commission
approve the proposed development.Member flannels seconded the motion.
Upon roll call the motion unanimously carried.
The Larimer County Planning Office represented by Lowell Soester and
Dan Ellison requested consideration by the Estes Park Planning Commission
of the preliminary report and service plan for the proposed Upper
Thompson Sanitation District.After considerable discussion the Estes
Park Planning Commission unanimously declared themselves to be in favor
of the proposed District.
A revised final plat of the Menard Resubdivision,dated April 20,1971,
was submitted to the Planning Commission.The only change on this plat
in comparison to the formerly approved plat was a road location.Member
Hix moved that final approval be given the Menard Resubdivision,dated
April 20,1971.Member flannels seconded the motion.Upon roll call the
motion unanimously carried.
Mr.Dan Ellison of the Larimer County Planning Office submitted a pro
posed change in the county zoning resolution that would,in effect,require
land uses for such things as music festivals be required to have a review
by the Larimer County Commissioners prior to approval.Member Hix moved
that the Planning Commission is hereby in favor of the adoption of this
resolution(a copy is attached to these proceedings).Member flannels
seconded the motion.Upon roll call the motion unanimously carried.
The Planning Commission discussed,at length,sanitation problems that have
developed both within the corporate limits of Estes Park and the immediate
adjacent area.The Planning Commission indicated they would place this
item on the agenda for the July meeting for further discussion.
There being no further business,the meeting adjourned.

Gentlemen:
I have reviewed the preliminary plats submitted for our comments.
Other than some steep grades noted ty Mr.VanHorn I see no problem with
the proposed development of One Thousand Pines.The subdivision will be in
keeping with the existing low-density single family development in the area.
The preliminary plat of Brook Meadows Addition is situated in a low area
along Fish Creek.It is the recommendation of the Larimer County Health Depart
ment that since septic tanks are proposed for the subdivision a collection
system for Lots 1-4 should be installed and a common treatment site be utilized.
Buildings on these lots should be situated on high ground so that the collection
system and common treatment area can be located above the low area and away from
Fish Creek.It was also noted that the location of Lot #5,situated in a low
area and adjacent to Fish Creek,will not permit the installation of a septic
tank.
Lot #5 is located in a very low area and I would therefore recommend that
it be included as green belt area because of drainage problems and possible
flooding of the area.
Fish Creek Road is a major collector for the area and an 80 foot right—of—
way should be provided.An additional 10 feet of road easement along the sub
division’s east boundary should be dedicated to provide for future widening of
this road.

APPLICANT:Rocky Mountain Metropolitan Recreation District
The accompanying proposal for a federal project application has been submitted
to this agency in accordance with an executive order of the Federal Bureau of the
Budget,Number A—95,and is being referred to your agency for review before
the official application is made.We would appreciate your review and comments
on the proposed application,including what,if any,effect the project may have
upon the environment,as well as whether or not the project is in accord with
state,regional,metropolitan or local comprehensive planning.Such comments
should be returned to the State Ptanning Office within 80 days.
Provision is made by Order A—95 for a conference between the applicant and any
objecting agency or government.Any request for such a conference should be
made to the State Planning Office at the earliest possible date in order to have
the hearing fall within the permissible time allowed.

You will please take notice that on June 3,1971 at 7:30 p.m.
the Larimer County Planning Commission will hold a public hearing in the Larimer
County Courthouse Auditorium,Fort Collins,Colorado,upon the following proposed
amendments to the Comprehensive Zoning Resolution for Larimer County,Colorado:
i.An amendment to the B-Business District by adding the following para
graph to Section 18.1,Uses Permitted:
“14.None of the uses 3.places of amusement and recreation,4.places
serving food and beverages,5.places of assembly,10.studios,or
11.theaters shall be established or permitted unless approved by the
Board of County Commissioners.In reviewing the propoed establishment
of any of the uses listed in this Paragraph 14,the Board of County
Commissioners shall consider whether substantial detriment to the public
good and conflict with the intent and purpose of this Resolution might
,t.
result from such use.In general a uses which may be obnoxious,
offensive or hazardous by reason of creating traffic safety problems,
by being materially detrimental to the public welfare,by being injur
ious to property or improvements in the neighborhood,or by emitting unusual
and excessive amounts of dust,smoke,fumes,gas,noxious odors or
noises,shall i.t be established or permitted.”
2.jn amendment to the C-Commercial District by adding the following words
to Section 19.1,Uses Permitted:
1.“...subject to the restrictions contained in Section 18.1.14;”
In the event of adoption the foregoing proposed amendment shall be effective
throughout the unincorporated territory of the County of Larimer,State of
Colorado.
The text and map of the Comprehensive Zoning Resolution for Larimer County,
Colorado,may be examined in the Larimer County Planning Office at the Larimer
County Courthouse,Fort Collins,Colorado.
