HomeMy WebLinkAboutMINUTES Planning Commission 1973-04-17RECORD OF PROCEEDINGS Planning Commission Meeting April 17,1973 Commission:Chairman Prosser;Members Wagner,Steele,Petrocine, Hix,Miles and Marsh Attending:Chairman Prosser;Members Wagner,Petrocine,Hix, Miles and Marsh Also Attending:Secretary Dale G.Hill,Town Planner and Engineer Van Horn Absent:Member Steele The minutes of the meeting held on March 20,1973,were read and approved. SPECIAL REVIEW REQUEST NO.2: Mr.Lee Byerly appeared before the Commission and requested permission for residential use at 225 Park Lane in a C-i Cotninercial Zone.Vice Chairman Miles proceeded to conduct a public hearing regarding the above request.Mr.Lee Byerly spoke in favor of the request.There were no persons present speaking in opposition.The public hearing was declared closed. Member lix moved that the Planning Commission recommend that this request be granted.Member Wagner seconded the motion.Upon roll call the motion unanimously carried. SPECIAL REVIEW REQUEST NO.3: Mr.James Swickard appeared before the Planning Commission and requested residential use on a portion of Lots 5 and 6,Buenna Vista Terrace Addi tion located in a C-i Commercial Zone.Vice Chairman Miles proceeded to conduct a public hearing.Those speaking in favor of the request were Mr.James Swickard.There was no one present opposed to the request. The public hearing was declared closed. Member Wagner moved that the Planning Commission recommend that this request be granted.Member Hix seconded the motion.Upon roll call the motion unanimously carried. ORDINANCE 17.56.030 -SPECIAL REVIEW: The Planning Commission proceeded to conduct a public hearing regarding the proposed amendment to Section 17.56.030 of the Municipal Code.There were no persons present speaking in favor of or in opposition to the proposed ordinance.The Planning Commission recommends the site plan requirements for special review request for residential uses in commercial or industrial zones be eliminated from the ordinance.The public hearing was declared closed. Member Wagner moved the ordinance be recommended favorably to the Board of Trustees with the above change.Member Marsh seconded the motion. Upon roll call the motion unanimously carried. OFF-STREET PARKING: Vice Chairman Miles reviewed the suggestions made at the special hearing on off-street parking on April 2,1973.Most of these suggestions were related to various types of financing.Town Planner-Engineer Van Horn reviewed the off—street parking ordinance.Member Wagner moved,after RECORD OF PROCEEDINGS Planning Commission Meeting April 17,1973 Page two OFF-STREET PARKING(continued): considerable discussion,the staff of the Planning Commission be directed to provide some estimates on the amount of off-street parking needed and also some figures on some type of parking assessments.Member Petrocine seconded the motion.Upon roll call the motion unanimously carried. The Planning Commission decided to hold a special meeting regarding off- street parking/to the next regular meeting of the Planning Commission. prior Member Wagner moved that the Planning Commission recommend to the Board of Trustees that they pursue the purchase of off-street parking and open space.Member Prosser seconded the motion.Upon roll call the motion unanimously carried. FINAL PIAT -PARK VIEW SUBDIVISION: The Planning Commission proceeded to conduct a public hearing regarding the final plat of the Park View Subdivision.Engineer-Planner Van Horn presented the final plat and reviewed it for those present.The follow ing people objected to possible damage from the development of this property from falling rocks or blasting:Mrs.Rockwell,Mrs.Blair, Mr.Carmack,Mr.Dwayne Herman.The owner of the property,Mr.Newton, explained the protective covenants and discussed how these covenants, in his opinion,would prevent blasting and rock damage.Mr.Tom Brown also spoke regarding the design of the subdivision as it relates to possible damage to the surrounding area. The following letters were read into the record of the public hearing: Town Engineer Van Horn -April 17,1973 Town Attorney Ernest G.Hartwell -March 30,1973 D.R.Newton -April 16,1973. Vice Chairman Miles declared the hearing closed. Member Prosser moved the final plat be approved subject to the conditions approved on February 27,1973.Member Wagner seconded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes” Members Wagner,Petrocine,Miles,Marsh and Prosser.Those voting “No” Member Hix. SIGN CODE: Mayor Tregent has directed the Estes Park Planning Commission to study possible amendments to the sign code.After a short discussion Member Wagner moved that due to the lateness of the hour thediscussion on the sign code take place at the next meeting.Member Hix seconded the motion.Upon roll call the motion unanimously carried.
