Planning Commission Meeting
March 20,1973

Member Petrocine moved the Planning Commission dispense with the reading of
the minutes of the meeting held on February 27,1973.Member Miles seconded
the motion.Upon roll call the motion passed unanimously.
REZONING -PORTION OF WEST PARK CENTER:
Chairman Prosser proceeded to conduct a public hearing regarding the pro
posed rezoning of a portion of West Park Center Resubdivision.It is pro
posed this land be rezoned from the existing R-2 Multi-Family Residential
District to C-i Commercial District.Mr.Herman Wolff appeared and spoke
in favor of the rezoning.There were no persons present speaking against
the rezoning.Town Planner-Engineer Van Horn discussed the rezoning with
the Commission and pointed out some concern regarding access,signs and
other structures that could possibly be built upon the cliff.Chairman
Prosser declared the hearing closed.
Member Wagner moved that the Planning Commission recommend this rezoning
to the Board of Trustees providing the following conditions are met or
resolved:
1.Double egress and ingress to the property be provided;
2.That the cliff area be protected from signing or building
in some manner such as the dedication to the Town for open
space or zoned residential (if legally possible).
Member Petrocine seconded the motion.Upon roll call the motion passed
unanimously.
SPECIAL REVIEW NO.2:
Mr.Lee Byerly appeared before the Planning Commission and requested an in
formal opinion as to the possible residential use of the property located
at 225 Park Lane.The members of the Commission indicated there was no
objection to this request.The formal hearing on Special Review No.2 will
be held at the next meeting of the Planning Commission.
LOT SPLIT -TRACT 1,STANLEY ADDITION:
Mr.Gary Glick,owner of Tract No.1,Stanley Addition,appeared before the
Planning Commission and requested permission to divide this tract of land.
Planner-Engineer Van Horn discussed the proposed division of land and
suggested provisions be made for access to the road between Peg’s Drive-In
and the Seven-Eleven building and utility easements as required.

LOT SPLIT -TRACT 1,STANLEY ADDITION (Continued):
Member Steele moved that the Planning Commission finds:
1.That there are special circumstances or conditions affecting
the property;
2.That the exception is necessary for the preservation and
the enjoyment of a substantial property right of the
petitioner;
3.That the granting of the exceptions will not be materially
detrimental to the public welfare or injurious to other
property in the neighborhood in which the property of the
petitioner is situated or in conflict with the purposes
and objectives of this title.
and that the Planning Commission recommends to the Board of Trustees of
the Town of Estes Park that the requested division of land be approved
subject to adequate easement and utilities and adequate access for
vehicles between the Seven-Eleven building and Peg’s Drive-In.
Member Wagner seconded the motion.Upon roll call the motion passed
unanimously.
F IRE CODE REQU IRENENTS:
Engineer-Planner Van Horn requested unofficial opinions regarding Fire
Code requirements as they apply to the former Termin residence on East
Riverside Drive.It appeared the majority of the Planning Commission
were in favor of Fire Code requirements being imposed on this type of
structure.
0FF-STREET PARKING:
The Planning Commission discussed the philosophy of off-street parking
requirements in Estes Park.After considerable discussion,the Planning
Commission decided to hold a public hearing on April 2,1973 at 7:30 p.m.
There being no further business,the meeting adjourned.
