HomeMy WebLinkAboutORDINANCE 22-70a 0 .q’ ORDINANCE NO.22-70 AN ORDINANCE AMENDING SECTION 6.6 OF TEE MtJNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO,TEE SANE PERTAINING TO WATER TAP FEES AND A WATER RIGHTS FEE. BE IT ORDAINED BY TEE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,COLORADO: Section 1.That Section 6.6 of the Municipal Code of the Town of Estes Park,Colorado,be and the same is hereby amended to read as follows: 6.6 Tapping Charge--Water Rights Fee.The consumer shall pay to the Town Clerk for each new water tap a fee which shall be the total sum of the following charges:The actual cost to the Town of the corporation cock,expansion joint,curb box,tapping saddle and water meter furnished by the Town to make such tap,and the following sums for each connection to the Town’s water system: 5/8”or 3/”connection $235.00 1”connection 350.00 1 l/L”connection 500.00 1 1/2”connection 6o.oo 2”connection 1,050.00 3”connection 2,100.00 Lv”connection 3,500.00 6”connection 7,000.00 The size of all connections shall be determined by the Town of Estes Park.If the size of a connection is increased,the consumer shall pay the difference between the cost of the existing connection and the new connection. In addition to the foregoing water tap fee,the con sumer shall pay to the Town a water rights fee in accordance with the following schedule: ,_:..•0 Single family dwelling l9L.50 All other water users,except those special users provided for below,not less than $l9L..0,and an additional $9.72 for each fix ture unit installed in excess of 20 fixture units. except those consumers applying for a tap to be used on prop erty for which there has been furnished water,or its money equivalent paid,when the property was annexed to the Town. The consumer shall submit sufficient information,in the form of plans and/or specifications,when an application for a water tap is made for a new connection,to enable the Town to determine the number or kind of water using devices or fixtures and the corresponding weight in fixture units in ac cordance with the following table: Demand Weight of Fixtures in Fixture Units Fixture or Group Occupancy Type of Supply Weight in Control Fixture Units Water closet Public Flush valve 10 Do do Flush tank Pedestal urinal do Flush valve 10 Stall or wall do do urinal Do do Flush tank 3 Lavatory do Faucet 2 Bathtub do do Shower head do Mixing valve Service sink Office,etc.Faucet 3 Kitchen sink Hotel or do re staurant Water closet Private Flush valve 6 Do do Flush tank 3 Lavatory do Faucet 1 Bathtub do do 2 Shower head do Mixing valve 2 Bathroom group do Flush valve for 8 closet Do do Flush tank for 6 closet Separate shower do Mixing valve 2 Kitchen sink do Faucet 2 Laundry trays do do 3 (1 to 3) Combination do do 3 fixture Sill cock 5 At the time additional fixtures are installed,the consumer shall pay for such additional units at the above rate of fixture unit charges. -2- 0 Should a consumer install a water using device that is not defined above,or should special use of water be required,the consumer shall submit sufficient information thereon to enable the Town to determine the fixture unit weight for such device or use. All necessary pipe,fittings,valves,shut off, trenching,back filling end installation of the tap,must be at the expense of the consumer and under the supervision of the Water Superintendent.All water service connections and all water service extensions,both within and without the cor porate limits,are subject to special fees as adopted by the Board of Trustees.Tapping must be done by a licensed plumber and a standard corporation cock and expansion joint,furnished by the Town,must be used.No water service shall be furnished to the consumer until all tap fees and water rights fees have been paid to the Town Clerk. All property for which a connection fee has been paid after January 20,1966 as herein provided,must be connected to the Town’s water system for water service within ten (10) years from the date of the payment of such fee.After the expiration of the heretofore provided ten (10)year period a new application for water service must be made and another connection fee paid,at the rate then prevailing for such fees, before water service will be furnished to any property.All property for which a connection fee has been paid prior to January 20,1966,must be connected to the Town’s water system for water service prior to January 20,1986 before a new ap plication for water service must be made,and another con nection fee paid as provided in this section for applications granted after January 20,1966. Section 2.The Board of Trustees herewith finds, determines and designates that this ordinance is necessary -3- (N for the immediate preservation of the public health and safety for providing for water tap fees and water rights fees affects the public health and safety,and whereas in the opinion of the Board of Trustees an emergency exists,this ordinance shall take effect and be in force five (5)days after its finall passage,adoption and publication.
