Minutes of a special
meeting of the Board of Trustees of the Town of Estes
Park, Larimer County, Colorado. Meeting held in the Town Hall in said Town of Estes Park
on the 7th• day of January

Mayor Dannels called a Special Meeting of the Board of Trustees to
order at 7:30 P.M. to hear comments on Limited Stakes Gaming.
Town Attorney White commented on the procedure that proponents must
follow to place the question of a municipality providing limited
stakes gaming on a state-wide ballot. A total of 49,279 signatures
are required. Currently, (1) the only proposal clearing the
process to add the question to the 1992 General Election, is the
Trinidad Group; (2) a proposal allowing gambling for the entire
state has not been filed; and (3) Estes Park is not a part of any
official proposal to allow limited stakes gaming.
The following persons spoke in "opposition" to allowing limited
stakes gaming in Estes Park: Margaret Clark/Estes Park Womans
Club, Dale Harvey/EVIA, Joan Joens, Earl Eyman, Sylvia Vrabec, Dale
Williams/AARP, Diane Rambeau, Nelson Thomas, Ed Allbright, Tom
Weitzel/First Baptist Church, Al Sager, Gene Mitchell, Neil
Rosener, and Betty Wright. Those speaking in "favor":
Jaxon/Gaslight Pub, and Lou Canaiy. Those topics discussed
included: establishing the library and the nurturing thereof,
breeding of violence, marketing and economics, extension of the
shoulder season by providing leadership to enhance the winter
season and activities, how can Estes Park not be forced into
gambling, taking a pro -active leadership stance against gambling,
the existing family -oriented atmosphere in the Estes Valley,
existing gambling activities being practiced by service clubs,
churches and state lottery, activities being observed in Deadwood,
South Dakota following their allowance of gambling, and benefits
that could be derived such as year-round employment. Those persons
representing local organizations reported on their groups'
unanimous decision/vote in opposition to limited stakes gaming in
Estes Park.

Town Clerk O'Connor acknowledged 14 letters in opposition received
from: Jeanne Torosian, Thomas Knowlton/Medical Center, Gretchen
Soderberg/Womans Club, Association for Responsible Development,
Merwyn Joens, Norman Ream, Louis O'Riordan, Lora Wilson, United
Methodist Church, Dale Williams/AARP, Mr. and Mrs. Bernie Holien,
Marvin Gee, and William Calhoun.
Town Attorney White stated that, although legally the state could
force gambling, as a practical matter, the state would not do so.
Comments from the Trustees included teenage and adult addiction,
increase in criminal activity, increase in public costs,
continuance of the vocal opposition, efforts to maintain a strong
local economy, maintaining the family -oriented tourist economy,

sensitivity to the existing surroundings and the current way of
life.
There being no further discussion, it was moved and seconded
(Hix/Dickinson) a resolution opposing limited stakes gaming in
Estes Park be approved. Attorney White read the resolution in
full, and it passed unanimously.
It was also moved and seconded (Garrett/Aldrich) staff be
authorized to prepare, under the mayor's signature, letters to all
state officials, media, and other interested parties, voicing Estes
Park's opposition, and it passed unanimously.
There being no further business, Mayor Dannels adjourned the
meeting at 8:41 P.M.
