Aldrich, David Barker, Robert L. Dekker, Stephen W. Gillette, David Habecker Mayor Dannels called the meeting to order at 7:31 P.M. PUBLIC INPUT. Lou Canaiy inquired about the status of the Peregrine Golf Course on Marys Lake Road. Administrator Klaphake reported that the Town is not managing the project, progress the past two weeks has diminished, and that the Town is unaware as to why the project has been prolonged. Standard Horse Show Agreement with Colorful Colorado Shows, June 18-21, 1992. It was moved and seconded (Aldrich/Dekker) the consent calendar be approved, and it passed unanimously. ACTION ITEMS: 1.A. Museum Policies - Adoption. Museum Director Swain reviewed Policies for Admissions/Groups and Tours, and Historic Photograph Reprint Use. As reported during the Community Development Committee June 4, 1992, both policies have received approval of the Museum Advisory Board. It was moved and seconded (Hix/Gillette) both policies, as presented, be adopted, and it passed unanimously. 2. It was moved and seconded (Hix/Aldrich) the Final Plat of Tract 18, Beaver Point, Second Addition/silge Subdivision, Board of Trustees - June 9, 1992 - Page 2 857 Moraine Ave., Norm Bilge/Applicant be continued to June 23, 1992, and it passed unanimously. 3. 1992 Parkins Plan. Town Administrator Klaphake reviewed the 1992 Summer Parking Plan as presented during a public meeting May 28th. A "Park and Ride" plan has been developed to provide employers a means to encourage their employees to use outlying parking. A free shuttle system will carry employees from the Conference Center and Bureau Power Plant parking lots to downtown beginning June 15th. The shuttle will run on 20-minute intervals, seven days/week, from 7:40 A.M. until 10:00 P.M. Downtown drop- off/pick-up locations will be located at the Transit Center, southeast corner of Elkhorn and Wiest (East of Amoco Station), and Barlow Plaza. Town committee meetings and Planning Commission will be re -scheduled to morning hours in July and August. Participants of the Park and Ride Plan will be issued a daily ticket which will be used for tracking purposes. The Police Department will compute the data and provide a list of who participated and how often. Any employees using an alternate method of transportation (bicycling, walking) will be encouraged to advise their employer as this type of participation will also be computed. Regarding the Municipal Building parking lot, both Larimer County and Library employees will attempt to participate. The goal of the program is to create a minimum of 150 parking spaces for visitors in the downtown area. Trustee Habecker expressed his appreciation to Town staff and the business community for their input and impetus toward getting the Park and Ride Plan in operation for the 1992 tourist season. In addition, Trustee Habecker confirmed that the "old lumberyard lot" will be available for employee parking for employees residing west of Town; those utilizing this lot are encouraged to use the rear parking spaces. EPURA Director Anderson submitted a memorandum dated June 3 indicating the total cost for Estes Park Trolley to provide the Park and Ride service is $17,000. Funding is available from the 1992 Budget Trollies/Transportation line item. Town Attorney White reviewed the Contract for Passenger Transportation Services with Estes Park Trolley Corp. advising that the insurance coverage should be amended from $450,000 to $400,000/occurrence. Commenting that the Park and Ride Plan is in the best interest of the Town, and extending his appreciation to Mr. McDonald, it was moved and seconded (Habecker/Barker) the 1992 Parking Plan be adopted, and that the Mayor be authorized to execute the Contract with Estes Park Trolley, and it passed unanimously. 4. Jaycees Fireworks Display. Tim Peterson/Jaycees submitted a request for (1) a guaranty of $500.00 toward the fireworks, (2) use of a backhoe and operator for approximately one hour and (3) 4-6 yards of sand. Trustee Barker commented that the intent of the guaranty in 1991 was that this request should be included in the Town's budget. Following discussion, it was moved and seconded (Barker/Hix) the $500.00 be contributed to the Estes Park Jaycees to be allocated toward the fireworks display, plus approval of requests 2 and 3 contingent upon submittal of a letter from the property owner allowing the trenches and placement of sand, and it passed unanimously. In addition, the $500.00 contribution will be included in future Town budgets. Administrator Klaphake noted that the Town will not participate in any potential "skydiving" activities. Board of Trustees - June 9, 1992 - Page 3 5. Estes Park Gallery Association - Presentation. Expressing their appreciation to the Town for their support of the Art Walk Weekend special event, Lisa King Sanchez, President and Max Wagner presented a framed signature poster to the Town. Association members are enthusiastic and optimistic the weekend will continue to expand. Mayor Dannels expressed his gratitude for the gift which will be displayed in the Municipal Building. 6. Town Administrator's Report. Clerk O'Connor read a letter dated May 27, 1992 submitted by James B. Thompson, Superintendent/RMNP expressing appreciation to the Estes Park Volunteer Fire Department for the fire extinguisher training provided to National Park employees. There being no further business, Mayor Dannels adjourned the meeting at 8:09 P.M. Mayor Town Clerk
