Meeting held in the Town Hall in said Town of Estes Park

Approval of Town Board minutes dated April 23, 1991.
Bills.
Liquor License Renewals:
A. Lions Club of Estes Park, 1161 Manford Ave.
(Fairgrounds), 3.2% Retail Beer.
B. Heidi's Hideaway, 406 W. Crags Dr., Beer & Wine.
C. Deer Ridge, Inc., dba THE OTHER SIDE RESTAURANT, 900
Moraine Ave., Hotel & Restaurant includes Extended Hours.
D. Deer Ridge, Inc., dba NATIONAL PARK VILLAGE SOUTH
(Grocery Store), 900 Moraine Ave., 3.2% Retail Beer.
It was moved and seconded (Barker/Hix) the consent calendar be
approved, and it passed unanimously.
ACTION ITEMS:
1.
Committee Reports:
A. Minutes of the Administrative Committee meeting held
April 22, 1991 were read. It was moved and seconded
(Hix/Garrett) the minutes be approved, and it passed
unanimously.
1. It was moved and seconded (Hix/Garrett) the Mayor
be authorized to execute an Agreement with Robert
Aiken, and it passed unanimously.
B. Minutes of the Public Safety Committee meeting held April
25, 1991 were read. It was moved and seconded
(Garrett/Habecker) the minutes be approved, and it passed
unanimously.
1. Police Chief Racine introduced Corey Pass who was
selected from 108 applicants to fill the Police
Officer vacancy. The Trustees welcomed Mr. Pass.
2 Officer Gary Fox was also introduced. Chief Racine
commented that Officer Fox has been an outstanding

officer (on the force as well as in the community)
during his 5-year tenure, and, following a
"swearing -in ceremony", was promoted to the rank of
Sergeant. The Trustees commended Sergeant Fox for
his accomplishments.
3. Chief Racine expressed his appreciation to the
Trustees and entire community for their support
following the shooting incident March 19th which
particularly involved Officers Filsinger and Eyman.
Commenting that the Department does not reward its
officers for "violence", rather it acknowledges
officers who meet the challenge, operate properly
and survive, commendations were read and presented
to: (1) Officer Mike Eyman/Purple Heart; (2)
Officer Eyman and Sergeant Greggory Filsinger/
Citation Awards and Stripes; and (3) Estelle
Purvis, Dispatcher/Citation. The Trustees
commended the employees.
C. Minutes of the Community Development Committee meeting
held May 9, 1991 were read. It was moved and seconded
(Barker/Hix) the minutes be approved, and it passed
unanimously.
1. It was moved and seconded (Barker/Hix) the Mayor be
authorized to proclaim the week of May 12-18, 1991
as National Historic Preservation Week in Estes
Park, and it passed unanimously.
D. Minutes of the Stanley Park Committee meeting held May 9,
1991 were read. It was moved and seconded (Hix/Habecker)
the minutes be approved, and it passed unanimously.
E. Minutes of the Board of Adjustment meeting held May 1,
1991 were read.
2. Marys Lake Water Treatment Plant. Town Attorney White briefed
the Trustees on a Contract/Grant of Easement with the Bureau
of Reclamation which is necessary due to the construction and
implementation of the above -referenced treatment plant. It
was moved and seconded (Habecker/Dickinson) the Mayor be
authorized to execute the Contract/Grant of Easement, and it
passed unanimously.
3. Optional Premises Ordinance #9-91. Town Attorney White stated
that the Town has received a request to approve "optional
premises" in conjunction with a Hotel and Restaurant Liquor
License. Pursuant to State Statutes, the local jurisdiction
must have an ordinance allowing such an option, thus the
ordinance was read aloud. It was moved and seconded
(Habecker/Hix) the Ordinance be adopted and it passed
unanimously. Whereupon Dannels declared the Ordinance duly
passed and adopted and ordered it numbered 9-91 and published
according to law.
4. Liquor License Actions.
A. Resolution #9-91. Town Attorney White read a resolution
setting a public hearing of June 11, 1991 to consider a
new Beer and Wine Liquor Application filed by Kenneth J.
Gritzman, dba TOP OF THE PARK RESTAURANT, 145 E. Elkhorn
Ave. It was moved and seconded (Hix/Habecker) the
Resolution be adopted, and it passed unanimously.
B. Transfer of Ownership. It was moved and seconded
(Hix/Habecker) the transfer application from Calvin King
to Richard Barlow, dba POPPY'S PIZZA & PUB, 342A E.
Elkhorn Avenue be approved, and it passed unanimously.

C. Special Event Permit. It was moved and seconded
(Habecker/Barker) the Town Clerk be authorized to post
the premises at 335 E. Elkhorn Ave. for a Special Event
Permit filed by the Estes Park Public Library Foundation,
Inc., and it passed unanimously.
5. A video entitled "The Clerks Worth" was presented in honor of
National Municipal Clerks Week, May 5-11, 1991.
Following completion of all agenda items, Mayor Dannels requested
comments from the audience. Trustee Habecker suggested staff
investigate current reports of lawsuits being filed relating to
development and potential delays thereof. There being no further
business, Mayor Dannels adjourned the meeting at 8:41 P.M.
