Mayor Dannels called the meeting to order at 7:32 P.M.
CONSENT ITEMS:
1. Approval of Town Board minutes dated October 22, 1991 and
Special Meeting October 28, 1991.
2. Bills.
3. Liquor License Renewals:
A. Nicky's Restaurant & Lounge, 1350 Fall River Rd.,
Hotel & Restaurant, includes Extended Hours.
B. China Town Super Seafood, 160 S. St. Vrain Ave., Hotel
& Restaurant, includes Extended Hours.
C. Estes Park Elks B.P.O.E. #2617, 112 W. Elkhorn Ave.,
Club.
D. Old Plantation Restaurant, Inc., 128 E. Elkhorn Ave.,
Hotel & Restaurant, includes Extended Hours.
4. Board of Adjustment, November 6, 1991.
It was moved and seconded (Aldrich/Garrett) the consent items be
approved, and it passed unanimously.
ACTION ITEMS:
1.A.
Minutes of the Public Safety Committee meeting held October
24, 1991 were read, and it was moved and seconded
(Garrett/Habecker) the minutes be approved, and it passed
unanimously.
B. Minutes of the Administrative Committee meeting held
October 28, 1991 were read, and it was moved and seconded
(Aldrich/Garrett) the minutes be approved, and it passed
unanimously.
C. Minutes of the Light and Power Committee meeting held
November 7, 1991 were read, and it was moved and seconded
(Aldrich/Garrett) the minutes be approved, and it passed
unanimously.
2. Amended Plat of Tracts 1 and 2, First Replat of a Portion
Board of Trustees - Novmmber 12, 1991 - Page 2
of Lot 9, James McIntyre subdivision, and Tract 71, Fall
River Addition, James Graves/Applicant. It was moved and
seconded (Habecker/Garrett) the public hearing for this
plat be continued to November 26, 1991, and it passed
unanimously.
3. 1992 Budget. Mayor Dannels opened a public hearing to
consider the Highway Users Trust Fund. Finance Officer
Vavra advised how the Highway Users Trust Fund revenues are
proposed to be expended in the ensuing fiscal year --
estimated revenues are $104,500, and estimated expenditures
are $105,000. It was moved and seconded (Habecker/Aldrich)
the budget for the Highway Users Trust Fund be approved,
and it passed unanimously.
Resolution #20-91 Setting Mill Levies. Following review,
it was moved and seconded (Habecker/Garrett) the resolution
setting mill levies (3.6188 mills) be approved, and it
passed unanimously.
Resolution #21-91 Adopting Budget. Following review, it
was moved and seconded (Habecker/Aldrich) the resolution
adopting the budget ($17,082,198) be approved, and it
passed unanimously.
Resolution #22-91 Appropriating Sums of Money. Following
review, it was moved and seconded (Garrett/Aldrich) the
resolution appropriating sums of money ($17,082,198) be
approved, and it passed unanimously.
4. Museum Ordinance #18-91. Staff reported that the proposed
ordinance amends the Museum Advisory Board from five (5) to
seven (7). It is anticipated the list of prospective
appointments will be considered by the Trustees at their
meeting scheduled November 26, 1991. Town Attorney White
read the ordinance in full, and it was moved and seconded
(Aldrich/Garrett) the ordinance be adopted, and it passed
by the following votes: Those voting "Yes"Trustees
Aldrich, Barker, Garrett and Habecker. Those voting "No"
none. Whereupon Mayor Dannels declared the ordinance duly
passed and adopted and ordered it numbered 18-91 and
published according to law.
Following completion of all agenda items, Mayor Dannels requested
comments from the audience. Jack Rumley/Fire Chief reported that
Fleet Manager Shanafelt and 1st Assistant Fire Chief Ford travelled
to Harrisburg, Pennsylvania to inspect the newly -purchased fire
truck. The Trustees viewed photographs and were advised that the
truck is a tremendous acquisition. Possession should occur in late
December --warranty will begin when the truck is delivered, and all
purchase documents are in order. Mark Chrastil/Fire Department
Secretary reported that to date, $25,000 has been received in
donations pursuant to the fund drive. Downtown businesses have
increased their donations, and funds raised from residents located
either inside or outside Town Limits are equal. Chief Rumley
presented a pewter figurine entitled "Bucket Brigade" which a local
artist is promoting. The figurine is valued at $200 and the artist
will contribute $150 for each figurine sold to the Fire Department.
Chief Rumley expressed his appreciation to the Trustees for their
support in purchasing the new fire truck. Lou Canaiy commented on
the dedication of the firemen as compared to paid Town employees,
suggested the senior citizen tax rebate be returned, and that
official notification on pertinent rules/regulations of the Town be
expressed by the Mayor and Trustees.
There being no further business, Mayor Dannels adjourned the
meeting at 8:25 P.M.
