Meeting held in the Town Hall in said Town of Estes Park on the 13th day of March , A. D. 19..9.9 at regular meeting hour. Meeting called to order by Mayor H. Bernerd Dannpls Present: Mayor H. B. Dannels Trustees: Norbert L. Aldrich Milan A. Dickinson, Polly Garrett, David Habecker, Also Present: Gary F. Klaphake, George J. Hix Town Administrator Vickie O'Connor, Town Clerk MOO/ Absent: David Barker, Trustee Gregory A. White, Town Attorney Mayor Dannels called the meeting of the Board of Trustees to order at 7:33 P.M. CONSENT CALENDAR: 1. Bills. 2.A. Ed's Cantina, Hotel and Restaurant Liquor License, 362 E. Elkhorn Ave., includes Extended Hours - Renewal. B. P. S. Flowers, Hotel and Restaurant Liquor License, 243-247 W. Elkhorn Ave., includes Extended Hours - Renewal. C. East Side Food Store, 3.2% Retail Beer License, Off Premises, 382 S. Saint Vrain Ave. - Renewal. D. Resolution #7-90. Setting public hearing date of April 10, 1990 for a new Beer and Wine Liquor License application filed by Steven A. Barlow, dba MAMA ROSE'S RESTAURANT, 338 E. Elkhorn Ave. Trustee Hix moved the Consent Calendar be approved. Trustee Aldrich seconded the motion and it passed unanimously. ACTION ITEMS: 1. Town Board minutes dated February 27, 1990. Trustee Habecker declared a "conflict of interest" and stated he would not participate in discussion nor vote. Town Administrator Klaphake briefed the Trustees on the final disposition of the Town Board minutes dated February 27, 1990, particularly staff's interpretation of the motion approving Special Review #90-1 for a Go -Cart Track, Lynn Kinnie/Applicant. Trustee Garrett moved the minutes be approved. Trustee Aldrich seconded the motion and it passed by the following votes: Those voting "Yes" Trustees Aldrich, Dickinson, Garrett, and Hix. Those voting "No" none. Those "Abstaining" Trustee Habecker. 2.A. Minutes of the Light and Power Committee meeting held March 1, 1990 were read. Trustee Hix moved the Board of Trustees - March 13, 1990 - Page two minutes be approved. Trustee Aldrich seconded the motion and it passed unanimously. A.1. Resolution #8-90. Trustee Rix introduced, and Town Clerk O'Connor read in full, a resolution pertaining to tax-exempt municipal bonds, and moved it be passed and adopted. Trustee Aldrich seconded the motion and it passed unanimously. B. Minutes of the Community Development Committee meeting held March 8, 1990 were read. Administrator K1aphake reported that in a meeting with Recreation District representatives, the District had requested the Town reconsider an additional $2,500 expenditure for advertising of Ski Estes Park. In lieu of the recent snowfall and potential reasonable return of the investment, Mr. Klaphake reversed his previous recommendation and suggested the Trustees approve the additional $2,500. Trustee Dickinson moved the minutes be approved contingent upon an amendment whereby the Board of Trustees would reverse the Committee's recommendation, thus approving an additional expenditure of $2,500 to be used to promote Ski Estes Park. Trustee Garrett seconded the motion and it passed unanimously. Mayor Dannels read a proclamation proclaiming April 1, 1990 as Census Day in Estes Park_ Said proclama- tion will be displayed in the Lobby of the Municipal Building. 3.A. Town Clerk. O'Connor read the minutes of a Board of Adjustment meeting held March 1, 1990. 4. Ordinance #4-90. Town Administrator Klaphake briefed the Trustees on a proposed ordinance placing a 90-day moratorium on any new applications for commercial amusements. The moratorium should give the Planning Commission sufficient time to discuss and prepare a location policy and standard for commercial amusements in the CD and CO Commercial Districts. Passage of the ordinance would not affect a pending carriage ride operation applica- tion. Town Attorney White prepared the ordinance and included provisions for an "appeal right" and additional 90-day time extension. Trustee Aldrich introduced, and Clerk O'Connor read in full, the aforementioned ordinance, and moved it be passed and adopted. Trustee Hix seconded. the motion and it passed by the following votes: Those voting "Yes" Trustees Aldrich, Dickinson, Garrett, Rabecker, and Rix. Those voting "No" none. Whereupon Mayor Dannels declared the ordinance duly passed and adopted and ordered it numbered 4-90 and published according to law. Following completion of all agenda items, Mayor Dannels requested comments from the audience. Frank Williams expressed concerns with the newly -adopted ordinance and entertainment opportunities. There being no further business, Mayor Dannels adjourned the meeting at 8:19 P.M. Mayor O' 1 Town Clerk
