Mayor ProTem Hix called the special meeting of the Board of
Trustees to order at 1:34 P.M. to consider the following bids for
the Conference Center:
Conference Center Construction:
Gerald H. Phipps Construction, Denver $2,230,800
Etkin Construction, Englewood 2,342,800
Roche Construction, Greeley 2,372,700
Pinkard Construction, Lakewood 2,535,250
Wyatt Construction, Boulder 2,648,878
Staff provided a budget recap as follows:
Conference Center $2,230,800
Construction costs (water, sewer taps, etc) 125,060
Contingency 145,000
Total Conference Center Construction $2,500,860
The conference center contractor has 300 calendar days from the
"Notice to Proceed" date to complete construction. If work is
begun October 1, 1990, the date of completion would be July 28,
1991. An early completion date would result in a $2,000/day bonus
not -to -exceed $40,000; if construction is delayed, liquidated
damages of $3,500/day will be assessed. It was moved and seconded
(Aldrich/Dickinson) the bid in the amount of $2,230,800 (300 days)
submitted by Gerald H. Phipps Construction be accepted for
construction of the conference center.
Staff also briefed the Trustees on a conference center purchasing
service (furniture, fixtures, and equipment (FF&E)). Bray and
Associates/Aurora submitted a base fee of $18,500, plus $1,000 for
coordination of carpet installation, for a total fee of $19,500.
This budget line item is $245,000, and the remaining $225,500 would
be used for actual FF&E purchases. It was moved and seconded
(Garrett/Aldrich) the bid in the amount of $19,500 submitted by
Bray and Associates be accepted for services in conference center
purchasing.
Staff also solicited bids for utilities and sitework; this
expenditure will be provided by the General Fund. Improvements
such as curb and gutter, parking lot, storm sewer, and excavation,
will improve the entire neighborhood. Staff recommended Gerald H.
Phipps Construction be awarded this contract, reserving the right

to lower the bid following review of the specific sections of the
sitework bid. It was moved and seconded (Aldrich/Barker) the bid,
not -to -exceed $485,000, be awarded to Gerald H. Phipps Construction
for utilities and sitework for the conference center.
There being no further business, Mayor ProTem Hix adjourned the
meeting at 1:45 P.M.
