Minutes of a ... meeting of the Board of Trustees of the Town of Estes Park, Larimer County, Colorado. Meeting held in the Town Hall in said Town of Estes Park on the .0th day of September , A. D. 19.6. at regular meeting hour. Meeting called to order by Mayor H. Bernerd Dannels Present: Mayor H. B. Dannels Trustees: Norbert L. Aldrich, David Barker, David Habecker, George J. Hix, Gregory A. White, Also Present: Paula L. Laing Town Attorney Absent: Administrator Dale G. Hill Trustee Mark T. Brown, Minutes of the regular meeting held September 16, 1986 were submitted and approved. Trustee Laing moved the bills, as presented, be allowed and paid and that the Clerk be authorized to draw warrants for same. (A certified copy of the bills presented and allowed are on file in the Finance Office under this date, and made a part of the record of these proceedings by reference thereto). Trustee Hix seconded the motion and it passed unanimously. Minutes of the Water Committee meeting held September 17, 1986 were read. Trustee Hix, Chairman of the Committee, moved the minutes be approved. Trustee Aldrich seconded the motion and it passed unanimously. Minutes of the Code and Sanitation Committee meeting held Septem- ber 18, 1986 were read. Trustee Habecker, Chairman of the Committee, moved the minutes be approved. Trustee Aldrich seconded the motion and it passed unanimously. Minutes of the Public Works Committee meeting held September 18, 1986 were read. Trustee Barker moved the minutes be approved. Trustee Hix seconded the motion and it passed unanimously. Minutes of the Public Safety Committee meeting held September 23, 1986 were also read. Trustee Aldrich, Chairman of the Committee, moved the minutes be approved. Trustee Laing seconded the motion and it passed unanimously. Trustee Aldrich moved the Mayor be authorized to execute the Mutual Aid Agreement between the Pinewood Springs Fire Department and the Town of Estes Park. Trustee Hix seconded the motion and it passed unanimously. Minutes of the Planning Commission meeting held September 16, 1986 were submitted. Mayor Dannels opened the public hearing to consider the zoning revisions. The Planning Commission has scheduled a special meeting October 7, 1986 to review the final draft and forward a recommendation to the Board Trustees. Due to the aformentioned, Trustee Hix moved the public hearing be continued to October 14, 1986. Trustee Aldrich seconded the motion and it passed unanimously. Town Attorney White presented and read in full the following Ordinance for first reading: Board of Trustees - September 30, 1986 - Page two AN ORDINANCE AMENDING THE MUNICIPAL CODE FOR THE TOWN OF ESTES PARK, THE SAME PERTAINING TO CODE FEES AND CHARGES Trustee Hix moved the Mayor be authorized to execute the Lease Agreement between Larimer County and the Town of Estes Park, The Agreement is for rental space located in the Municipal Building. Trustee Aldrich seconded the motion and it passed unanimously. Trustee Aldrich moved the Mayor be authorized to execute the Amendment to Lease between the Lions Club of Estes Park and the Town. Trustee Barker seconded the motion and it passed unani- mously. Public Works Director Widmer presented Mr. John R. Allman for appointment as the Building Inspector/Zoning Administrator. Mr. Allman is currently the Chief Building Official for the City of Loveland and is certified as a Building Inspector, Plans Examin- er, Combination Inspector and Building Official. Trustee Hix moved John R. Allman be appointed Building Inspector/Zoning Administrator effective November 1, 1986. Trustee Laing seconded the motion and it passed unanimously. Mr. Louis O'Riordan appeared before the Board of Trustees to address (1) the $2,000 parking fee required in. the Zoning Regu- lations. Mr. O'Riordan stated there have been documented cases indicating downtown business ventures were not sold due to the parking restrictions; he urged the Town. to repeal this requirement. (2) sales tax referendum. Mr. O'Riordan stated a recent amendment (Amendment 4) has determined it is illegal for a municipality to oppose initiatives with public funds. Mr. O'Riodan also discussed public funds being used to fund the Chamber of Commerce, Trustee Habecker requested Town Attorney White submit any perti- nent informationwith regard to Amendment 4 for review by the Trustees. Mayor Dannels and the Board of Trustees welcomed John Allman and expressed their appreciation to Stan Jones for a job well done. There being no further business, the meeting adjourned.
