Minutes of a eu1ar meeting of the Board of Trustees of the Town of Estes
Park,Larimer County,Colorado.Meeting held in the Town Hall in said Town of Estes Park

Absent:
Minutes of the regular meeting held November 9,1982,were submitted
and approved.
Trustee Robert E.Wagner,Chairman of the Water Committee,read the
minutes of a meeting held November 10,1982,and moved the minutes
be approved.Trustee H.Bernerd Dannels seconded the motion and
it passed unanimously.
Trustee Robert E.Wagner moved that the Water Extension Agreement
between Range View Water &Roads,Inc.and the Town of Estes Park
be approved.Trustee George J.Hix seconded the motion and it passed
unanimously.
Trustee H.Bernerd Dannels introduced,and the Town Administrator
read in full,the following entitled ordinance and Trustee Dannels
moved it be passed and adopted on first and final reading:
AN ORDINANCE AMENDING CHAPTER 13 OF THE MUNICIPAL
CODE OF THE TOWN OF ESTES PARK,COLORADO,THE SAME
PERTAINING TO PUBLIC UTILITIES
Trustee Margaret Houston seconded the motion and it passed by the
following votes:Those voting 1tYes”Trustees H.Bernerd Dannels,
Byron L.Graves,George J.Hix,Margaret Houston,Robert E.Wagner,
Richard A.Wood.Those voting 1’No”none.Mayor Harry B.Tregent
then declared said ordinance duly passed and adopted and ordered
it numbered #30-82 and published according to law.
Trustee H.Bernerd Dannels,Chairman of the Public Works Committee,
read the minutes of a meeting held November 18,1982,and moved the
minutes be approved.Trustee Robert E.Wagner seconded the motion.
A discussion followed regarding the curb,gutter,and sidewalk at
the property located at 172 W.Elkhorn Avenue.Trustee George J.
Hix excused himself from voting on these minutes due to a conflict
of interest.Those voting “Yes”Trustees H.Bernerd Dannels,Byron
L.Graves,Margaret Houston,Robert E.Wagner,Richard A.Wood.
Those voting “No”none.
The minutes of the Estes Park Planning Commission meeting held
November 16,1982,were read.
Mr.Gregory N.Rosener,President of Forward Estes Park Foundation,
appeared before the Board of Trustees to request that they proceed
with an Urban Renewal Authority.Mr.Rosener read the letter he
submitted to the Trustees dated November 23,1982,and reiterated
Forward Estes Park Foundation’s recommendation to invite Carl A.
Worthington Partnership to bid on the Urban Renewal Authority Plan
and suggested a target date of December 8,1982,for this proposal.
A discussion followed regarding the number of bids to be requested.
Trustee H.Bernerd Dannels moved that Town Administrator,Dale G.
Hill,be authorized to get two proposals on the Urban Renewal
