Absent:
Minutes of the regular meeting held June 8,1982,and the special
meeting held June 9,1982,were read and approved as read.
The Reverend Kenneth Smith,representing the Inter-Faith Association
of Estes Park,spoke regarding nuclear arms and presented a proposal
for action on nuclear arms.Trustee Robert E.Wagner moved that
this proposal be approved.
PROPOSAL FOR ACTION ON NUCLEAR ARMS MORATORIUM
To improve national and international security,the United
States and the Soviet Union should together adopt a freeze on
the testing,production and deployment of nuclear weapons and
of missiles and new aircraft designed primarily to deliver nuclear
weapons.This is an essential,verifiable first step toward lessen
ing the risk of nuclear war and reducing the nuclear arsenals.
Trustee George Hix seconded the motion and it passed unanimously.
Reverend Smith then presented a proposal concerning crisis
relocation plans.Trustee araaret Houston moved that this
proposal be approved.
PROPOSAL CONCERNING CRISIS RELOCATION PLANS
We wholeheartedly support any and all efforts to help victims
of any crisis that can be dealt with.We oppose,however,the
apparent illusion that any evacuation or relocation plan is
feasible where survival is as questionable,leaving the living
only to envy the dead in the holocaust of a nuclear war.Our
first priority should be the pursuit of world peace and not
preparation for disaster that is not survivable.
Trustee George Hix seconded the motion and it passed unanimously.
Trustee H.Bernerd Dannels,Chairman of the Public Works Committee,
read the minutes of a meeting held June 17,1982,and moved the
minutes be approved.Trustee Robert E.Wagner seconded the motion
and it passed unanimously.
The minutes of the Estes Park Planning Commission meeting held
June 15,1982,were read.
Mayor Harry B.Tregent conducted a public hearing on the proposed
annexation of Fall River Estates Second Addition.There were

no persons present to speak in favor of or opposition to the
annexation.No correspondence was received.Mayor Harry 3.
Tregent declared the hearing closed.
Trustee H.Bernerd Dannels introduced the following resolutionandmoveditbepassedandadopted:

BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES
PARK,COLORADO:
The Board of Trustees of the Town of Estes Park,Colorado,
in accordance with Section 31-12-110,C.R.S.1973,as amended,
hereby finds that with regard to the proposed annexation of the
following described area that the requirements of the applicable
parts of Section 31—12—104 and 31—12—105,C.R.S.1973,as amended,
have been met;that an election is not required under Section
31-12-107 (2),C.R.S.1973,as amended;and that no additional
terms and conditions are to be imposed on the annexation.The
area eligible for annexation as “FALL RIVER ESTATES SECOND ADDITION”
to the Town of Estes Park is as follows:
FALL RIVER ESTATES SECOND ADDITION to the Town of Estes
Park,Colorado,a portion of the South 1/2 of the
Southwest 1/4 of Section 15 and the East 1/2 of the
Northwest 1/4 of Section 22,T5N,R73W of the 6th P.M.,
being more particularly described as follows:
Commencing at the Center 1/4 corner of said Section 22asmonumentedbyabrasscappedpipe,with all bearings
relative to the East line of the Northwest 1/4 of said
Section 22 considered as bearing N01°05’OO”E;thenceN89°04’OO”W a distance of 305.15 feet along the South
line of the Northwest 1/4 of said Section 22 to the
TRUE POINT OF BEGINNING:thence N89°04’OO”W a distance

The above described tract of land contains 95.614
acres.
Trustee Byron L.Graves seconded the motion and it passed by the
following votes:Those voting “Yes”Trustees Robert E.Wacner,
H.Bernerd Dannels,Byron L.Graves,Margaret Houston,Richard
A.Wood,George J.Hix.Those voting “No”none.
Trustee Robert E.Wagner introduced and the Town Administrator
read in full the following entitled ordinance and Trustee Wagner
moved it be passed and adopted:
AN ORDINANCE APPROVING THE ANNEXATION OF CERTAIN
TERRITORY TO THE TOWN OF ESTES PARK,COLORADO,TO
BE KNOWN AND DESIGNATE’)AS FALL RIVER ESTATES
SECOND ADDITION.
Trustee Margaret Houston seconded the motion and it passed by
the following votes:Those voting “Yes”Trustees H.Bernerd

Dannels,Byron L.Graves,Margaret Houston,Richard A.Wood,
George J.Hix.Those voting “No”none.Whereupon Mayor Harry
B.Tregent declared said ordinance duly passed and adopted and
ordered it numbered #19-82 and published according to law.
Mayor Harry B.Tregent conducted a public hearing on the zoning
of Fall River Estates Second Addition which is proposed by the
Planning Commission as follows:
Lots 1-4,Block 3 C-2 Commercial
Lots 1-4,Block 4 C-2 Commercial
Lots 1-3,Block 1 R-2 Residential
Lot 26,Block 1 R-2 Residential
Lot 35,Block 1 R-2 Residential
All remaining lots R-Residential
Tom Brown spoke in favor of the zoning.No persons appeared
speaking in opposition and no correspondence was received.Mayor
Harry B.Tregent declared the hearing closed.
Trustee Margaret Houston introduced and the Town Administrator
read in full the following entitled ordinance and Trustee Houston
moved it be passed and adopted on first and final reading:
AN ORDINANCE AMENDING CHAPTER 17 OF THE MUNICIPAL
CODE OF THE TOWN OF ESTES PARK,COLORADO,THE SAME
PERTAINING TO ZONING
Trustee Richard A.Wood seconded the motion and it passed by the
following votes:Those voting “Yes1’Trustees Margaret Houston,
Robert E.Wagner,Richard A.Wood,H.Bernerd Dannels,Byron L.
Graves,George J.Hix.Those voting “No”none.Whereupon Mayor
Harry 3.Tregent declared said ordinance duly passed and adopted
and ordered it numbered #20-82 and published according to law.
Mayor Tregent conducted a public hearing regarding proposed
amendments to the sign code (17.66).No persons appeared
speaking in favor of or in opposition to these amendments.No
correspondence was received.Mayor Harry B.Tregent declared
the hearing closed.
Trustee Margaret Houston introduced and the Town Administrator
read in full the following entitled ordinance and Trustee Houston
moved it be passed and adopted on first and final reading:
AN ORDINANCE AMENDING CHAPTER 17 OF THE MUNICIPAL
CODE OF THE TOWN OF ESTES PARK,COLORADO,THE SAME
PERTAINING TO SIGNS
Trustee Richard A.Wood seconded the motion and it passed by the
following votes:Those voting “Yes”Trustees Margaret Houston,
Robert E.Wagner,Richard A.Wood,H.Bernerd Dannels,Byron L.
Graves,George J.Hix.Those voting “No”none.Whereupon Mayor
Harry B.Tregent declared said ordinance duly passed and adopted
and ordered it numbered #21-82 and published according to law.
Trustee H.Bernerd Dannels introduced and the Town Clerk read
in full the following entitled ordinance and Trustee Dannels moved
it be passed and adopted on first and final reading:
AN ORDINANCE AMENDING CHAPTER 16 OF THE MUNICIPAL
CODE OF THE TOWN OF ESTES PARK,COLORADO,THE SAME
PERTAINING TO SUBDIVISION REGULATIONS
Trustee George J.Hix seconded the motion.During the discussion
of the motion,Trustee Wagner suggested that the Town look seriously
at extending the street warranty from one year to two or three
years.The ordinance passed by the following votes:Those voting
“Yes”Trustees George J.Hix,Margaret Houston,Robert E.Wagner,
Richard A.Wood,H.Bernerd Dannels,Byron L.Graves.Those
voting “No”none.Whereupon Mayor Harry B.Tregent declared said
ordinance duly passed and adopted and ordered it numbered #22-
82 and published according to law.
Trustee H.Bernerd Dannels introduced and the Town Clerk read

declared said ordinance duly passed and adopted and ordered it

Trustee Margaret Houston moved the liquor license renea1 for
Elkhorn Lodge be approved.Trustee Robert Wagner seconded the
motion and it passed unanimously.
Trustee Robert Wagner moved the liquor license renewal for Lazy
T Motor Lodge be approved.Trustee Richard Wood seconded the
motion and it passed unanimously.
Mayor Harry B.Tregent proclaimed June 26,1982,as ENOS MILLS
DAY and encouraged all Estes Park area citizens and visitors to
observe ENOS MILLS DAY.
There being no further business,the meeting adjourned.
