Minutes of a ____regular__ meeting of the Board of Trustees of the Town of Estes
Park, Larimer County, Colorado. Meeting held in the Town Hall in said Town of
Estes Park on the 14th day of August, A. D. 19....6Z._ at regular

Minutes of the regular meeting held July 24, 1967 were read and approved as
read.
Trustee Carl Swanson moved the following bills be allowed and paid and the
Clerk be authorized to draw warrants for same. (A certified copy of the
bills read and allowed are on file in the office of the Town Clerk under
this date and made a part of the record of these proceedings by reference
thereto.) Trustee Ronald Brodie seconded the motion. Upon roll call the
motion unanimously carried.
Mr. Oscar Oliver appeared before the Board of Trustees and suggested the dog
leash law be enforced. The Board of Trustees referred Mr. Oliver's request
to the Police Committee and assured him that facilities now under construc-
tion would soon be completed and that at this time the ordinance could be
enforced. Mr. Oliver also suggested the Town Municipal Code (16.7) concerning
weed control be enforced. It was suggested that the Town contact the Larimer
County Agent at the courthouse in Fort Collins for advice on this subject.
The Estes Park Trail agreed to publish the necessary information.
In accordance with a public notice published in the Estes Park Trail on July
14, 1967, the Board of Trustees proceeded to conduct a public hearing for the
purpose of zoning that certain territory recently annexed to the Town of
Estes Park, Colorado, and known and designated as Stanley Addition to the
Town of Estes Park. The Clerk read the notice in full. Dr. Maurice Albertson
spoke in favor of the zoning. There was no one present in opposition to the
rezoning. Trustee Henry Dannels introduced, and the Town Clerk read in full,
the following entitled ordinance and Trustee Henry Dannels moved it be passed
and adopted on first and final reading:
AN ORDINANCE AMENDING SECTION 2 OF ORDINANCE
NO. 185 OF THE TOWN OF ESTES PARK, COLORADO
AND SECTION 12.4 OF THE MUNICIPAL CODE OF THE
TOWN OF ESTES PARK, COLORADO, RELATING TO
ZONING DISTRICTS AND ZONING CERTAIN PROPERTY.
Trustee Carl Swanson seconded the motion. Upon roll call the motion passed
by the following votes. Those voting "Yes" Trustees Ronald Brodie, Henry
Dannels, William Grove, Carl Swanson, and Harry Tregent. Those voting "No"
none. Whereupon Mayor Graves declared said ordinance duly passed and adopted
on first reading, ordered it numbered 324, and published according to law.
Trustee Ronald Brodie introduced the following resolution and moved it be
passed and adopted:

BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,
That the Town Clerk be appointed to prepare the budget for 1968.
Trustee Henry Dannels seconded the motion. Upon roll call the motion passed
by the following votes. Those voting "Yes" Trustees Ronald Brodie, Henry

Mayor Graves informed the Board of Trustees the following schedule will
be followed in regard to the budget: Week of September 18 - budget meet-
ings as needed; September 25 -- first reading of the budget; October 9 -
second and final reading; and October 16 - certification of the mill levy.
Mayor Graves announced the regular meeting scheduled for September 11,
1967 has been changed to Friday, September 15, 1967.
In accordance with a public notice published in the Estes Park Trail on
July 14, 1967, the Board of Trustees proceeded to conduct a public hear-
ing for the purpose of zoning that certain territory recently annexed to
the Town of Estes Park, Colorado, and known and designated as Thompson's
Pinewood Acres Addition to the Town of Estes Park. The Clerk read the
notice in full. There was no one present in favor of the zoning. There
was no one present in opposition to the zoning. Trustee Ronald Brodie in-
troduced, and the Town Clerk read in full, the following entitled ordinance
and Trustee Ronald Brodie moved it be passed and adopted on first and final
reading:

are without sanitary sewers and the nature of the soil and the condition
in said lots and blocks is such that a sanitary sewer is necessary for
the public health and safety of the Town of Estes Park and the inhabitants
thereof and especially the inhabitants of the said lots and blocks above
described, and
WHEREAS, upon order of the Board of Trustees, an engineer de-
signated by the Board of Trustees has prepared full detailed specifica-
tions and maps describing the materials to be used in said sanitary sewer,
the number of installments and time in which the costs of the improvements
shall be payable, the rate of interest on unpaid and deferred installments
and the property to be assessed for the same, and a schedule showing the
approximate amounts to be assessed upon the several lots and parcels within
the district, which detailed specifications, schedules and maps are now on
file with the Town Clerk, now therefor
BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES
PARK, COLORADO:
That the following order be and the same is hereby made and
adopted:
It is ordered and declared that a sanitary sewer in the above
described territory is a necessity for sanitary reasons and the public
health of the Town of Estes Park, Colorado and the inhabitants thereof,
and the inhabitants of the territory above described, and
That a sanitary sewer should be constructed in said territory,
and that the materials to be used in said sewer and appurtenances shall
consist of six-inch (6") and eight -inch (8") vitrified clay pipe and fit-
tings and concrete, and
That there shall be ten (10) annual installments in which the
cost of said sanitary sewer shall be payable; the rate of interest to be
paid on unpaid and deferred installments shall be six per cent (6%) per
annum; the property to be assessed for said sanitary sewer shall be as
above described, and
That the engineer designated by the Board of Trustees shall make
an estimate of the cost of said sanitary sewer together with a map of the
district in which said sanitary sewer is to be constructed, and a schedule

That the details and specifications, plans, estimates, schedules
and maps prepared by the engineer designated by the Board of Trustees,
and filed with the Clerk are hereby adopted and approved and the Town
Clerk be and he hereby is authorized and directed to give the required
notice according to Subdivision (4) of Section 2, Article 2, Chapter 89,
Colorado Revised Statutes, 1963.
Trustee Harry Tregent seconded the motion. Upon roll call the motion
passed by the following votes. Those voting "Yes" Trustees Ronald Brodie,
Henry Dannels, William Grove, Carl Swanson, and Harry Tregent. Those
voting "No" none.
Trustee Henry Dannels moved that the public hearing on the proposed ordinance
creating Little Prospect Mountain Sanitary Sewer District be set for hearing
on Friday, September 15, 1967 at the hour of 7:30 P.M., and that the Town
Clerk is ordered to publish the notice of such hearing as required by
Statute. Trustee William Grove seconded the motion. Those voting "Yes;' in
favor of said motion, were Trustees Ronald Brodie, Henry Dannels, William
Grove, Carl Swanson, and Harry Tregent. Those voting "No," none. The Town
Clerk was ordered to publish the notice of hearing on the said ordinance as
required by Statute
Trustee William Grove introduced, and the Town Clerk read in full, the fol-
lowing entitled ordinance and Trustee William Grove moved it be passed and
adopted on first and final reading:
AN ORDINANCE AMENDING SECTION 12.12-2 (6) OF
THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,
COLORADO, PERTAINING TO EXISTING SIGNS -
COMPLIANCE.
Trustee Henry Dannels seconded the motion. Upon roll call the motion passed
by the following votes. Those voting "Yes" Trustees Ronald Brodie, Henry
Dannels, William Grove, Carl Swanson, and Harry Tregent. Those voting "No"
none. Whereupon Mayor Graves declared said ordinance duly passed and
adopted on first reading, ordered it numbered 326, and published according
to law.
Trustee Harry Tregent introduced, and the Town Clerk read in full, the fol-
lowing entitled ordinance and Trustee Harry Tregent moved it be passed and
adopted on first and final reading:
AN ORDINANCE AMENDING SECTION 2 OF ORDINANCE
NO. 185 OF THE TOWN OF ESTES PARK, COLORADO,
AND SECTION 12.4 OF THE MUNICIPAL CODE OF THE
TOWN OF ESTES PARK, COLORADO, RELATING TO
ZONING DISTRICTS AND ZONING CERTAIN PROPERTY.
Trustee Ronald Brodie seconded the motion. Upon roll call the motion passed
by the following votes. Those voting "Yes" Trustees Ronald Brodie, Henry
Dannels, William Grove, Carl Swanson, and Harry Tregent. Those voting "No"
none. Whereupon Mayor Graves declared said ordinance duly passed and adopted
on first reading, ordered it numbered 327, and published according to law.

Trustee Henry Dannels, Chairman of the Water Committee, reported on a
meeting of the Water Committee as itemized in their minutes of August 7,
1967, and moved the minutes be approved and adopted. Trustee Carl
Swanson seconded the motion. Upon roll call the motion unanimously
carried.
Trustee Henry Dannels introduced, and the Town Clerk read in full, the
following entitled ordinance and Trustee Henry Dannels moved it be passed
and adopted on first and final reading:
AN ORDINANCE AMENDING SECTIONS 6.28-1 AND
6.28-2 OF THE MUNICIPAL CODE OF THE TOWN
OF ESTES PARK, COLORADO, PERTAINING TO WATER
RATES FOR TOWN USERS AND OUTSIDE USERS.
Trustee Carl Swanson seconded the motion. Upon roll call the motion passed
by the following votes. Those voting "Yes" Trustees Ronald Brodie, Henry
Dannels, William Grove, Carl Swanson, and Harry Tregent. Those voting "No"
none. Whereupon Mayor Graves declared said ordinance duly passed and
adopted on first reading, ordered it numbered 328, and published according
to law.
Mayor Graves announced that the Rimrock Corporation had made arrangements
to pay their last year's water bill.
The Clerk was instructed to publish a notice in regard to municipal policy
on payments of water bills.
Trustee Harry Tregent, Chairman of the Street Committee, reported on a
meeting of the Street Committee as itemized in their minutes of August 8,
1967, and moved the minutes be approved and adopted. Trustee Carl
Swanson seconded the motion. Upon roll call the motion unanimously carried.
Mayor Graves read a letter dated July 27, 1967 from Fred L. Vogt, County
Sanitarian, to the Holiday Motel. This letter concerned the sanitation
conditions at the motel.
Mayor Graves reported on his recent meetings concerning the following:
National Park Service, Northern Colorado Water Conservancy District, Mr.
Elliott's four corners water, six city - windy gap.
There being no further business, it was regularly moved, seconded and carried
that the meeting adjourn.
