Minutes of a Regular
meeting of the Board of Trustees of the Town of Estes
Park, Larimer County, Colorado. Meeting held in the Town Hall in said Town of
Estes Park on the 13th day of February,,

Present: Mayor Clarence A. Graves Trustees: Henry Dannels, William Grove,
N. T. Petrocine, Harry Tregent.
Also Present: Town Clerk Dale G. Hill
Absent: Trustees Ronald Brodie and Carl Swanson
Minutes of the regular meeting held January 23, 1967, were read and approved
as read.
Mr. Donald Engelhardt read Articles 1 through 7, Fire Prevention Code, Ab-
breviated Edition, 1965, and Mr. Ted Hackett read Articles 8 through 17 of the
same code. Trustee Harry Tregent introduced the following entitled ordinance
and moved that it be passed on first reading:
AN ORDINANCE ADOPTING BY REFERENCE THE "FIRE
PREVENTION CODE, ABBREVIATED EDITION, 1965".
AMENDING SECTION 14.4 AND REPEALING SECTION
14.5 OF THE MUNICIPAL CODE OF THE TOWN OF
ESTES PARK, COLORADO, AND REPEALING ALL OTHER
ORDINANCES IN CONFLICT WITH THIS ORDINANCE.
Trustee Henry Dannels seconded the motion. Upon roll call the motion passed
by the following votes, Those voting "Yes" Trustees Henry Dannels, William
Grove, N. T. Petrocine, and Harry Tregent. Those voting "No" none. Whereupon
Mayor Graves declared said ordinance be duly passed on first reading and pub-
lished according to law.
The following bids were received for a 12 ton truck chassis: Estes Park
Garage, $3,066.47; and Dry Gulch Motors, Inc., $3,100.00. Trustee Harry Tregent
moved the low bid submitted by the Estes Park Garage be accepted and that the
truck as bid be purchased for the Street Department. Trustee Henry Dannels
seconded the motion. Upon roll call the motion passed by the following votes.
Those voting "Yes" Trustees Henry Dannels, William Grove, N. T. Petrocine,
and Harry Tregent. Those voting "No" none.
The following bids were received for a new police car: Estes Park Garage,
$1,999.99; and Dry Gulch Motors, Inc., $2,073.94. Trustee N. T. Petrocine
moved the low bid submitted by the Estes Park Garage be accepted and that
the Town purchase the vehicle as bid for the Estes Park Police Department.
Trustee William Grove seconded the motion. Upon roll call the motion passed
by the following votes. Those voting "Yes" Trustees Henry Dannels, William
Grove, N. T. Petrocine, and Harry Tregent. Those voting "No" none.
Trustee Henry Dannels moved the following bills be allowed and paid and the
Clerk be authorized to draw warrants for same. (A certified copy of the
bills read and allowed are on file in the office of the Town Clerk under
this date and made a part of the record of these proceedings by reference
thereto.) Trustee William Grove seconded the motion. Upon roll call the
motion unanimously carried.
The Clerk submitted the financial report of the Firemen's Pension Fund for
the year ending December 31, 1966. Trustee N. T. Petrocine moved the report
be accepted. Trustee Henry Dannels seconded the motion. Upon roll call the
motion unanimously carried.
The Clerk read a memorandum dated January 30, 1967, of a meeting held with
the County Commissioners in regard to the Larimer County Regional Planning
Commission. Mayor Graves reported on the above meeting and recommended the
Council approve the Regional Planning Commission as set forth in the above

mentioned memorandum. Trustee N. T. Petrocine moved the proposed Regional
Planning Commission be approved as set forth in the above mentioned memo-
randum,and that the County Commissioners be urged to improve the enforce-
ment of various County regulations, and that the funding of the Larimer
County Planning office be continued by appropriations from the County Com
missioners. Trustee Henry Dannels seconded the motion. Upon roll call
the motion passed by the following votes. Those voting "Yes" Trustees
Henry Dannels, William Grove, N. T. Petrocine, and Harry Tregent. Those
voting "No" none.
A letter was read to the Council from the Sigman Meat Company of Denver,
in which they stated they no longer wished to purchase the Town of Estes
Park Occupation Tax License. After considerable discussion, Trustee William
Grove moved the Sigman Meat Company be informed that the Town of Estes Park
would enforce its Occupation Tax ordinance. Trustee Harry Tregent seconded
the motion. Upon roll call the motion passed by the following votes. Those
voting "Yes" Trustees Henry Dannels, William Grove, N. T. Petrocine, and
Harry Tregent. Those voting "No" none.
The Clerk reported to the Board of Trustees he had received a phone call
on February 1, 1967, from Mr. Norman Bernstein, representing the Stanley
Hotel, at which time Mr. Bernstein stated the Stanley Hotel would not
apply for annexation at this time.
A letter from the Bureau of Reclamation to the Larimer County Commissioners
dated January 24, 1967, in reference to the government roads to Mary's
Lake and the Big Thompson filter plant was read to the Board.
Trustee Henry Dannels, Chairman of the Water Committee, reported on a meeting
of the Water Committee, as itemized in their minutes of February 9, 1967,
and moved the minutes be approved and adopted. Trustee William Grove
seconded the motion. Upon roll call the motion unanimously carried.
Trustee N. T. Petrocine, Chairman of the Police Committee, reported on a
meeting of the Police Committee as itemized in their minutes of February 1,
1967, and moved the minutes be approved and adopted. Trustee Harry Tregent
seconded the motion. Upon roll call the motion unanimously carried.
Trustee Harry Tregent, Chairman of the Street Committee, reported on a
request from the Developers of Elkhorn Club Estates to change the highway
entrance into the Elkhorn Club Estates Subdivision. The State Highway
permit issued November 10, 1966 has expired, and after a conference with
the State Highway Department officials, Trustee Tregent moved the request
to change the entrance be denied. Trustee Henry Dannels seconded the
motion. Upon roll call the motion passed by the following votes. Those
voting "Yes" Trustees Henry Dannels, William Grove, N. T. Petrocine, and
Harry Tregent. Those voting "No" none.
Trustee Harry Tregent and Mayor Graves reported on the State Highway De-
partment plans to overlay the State highways within the Town of Estes Park.
Mr. W. E. Robertson appeared before the Board of Trustees and asked for a
non -conforming sign permit. Trustee William Grove, Chairman of the Building

Code Committee instructed Mr. Robertson to proceed through the regular
channels (Building Inspector) for his request.
Mr. Ned Linegar represented the Estes Park Chamber of Commerce and read
a letter the Chamber of Commerce had written to Senator Nichols opposing
the proposed Sunday Closing Law. Mayor Graves assured Mr. Linegar the
Town would be represented at the public hearing on the proposed legisla-
tion.
There being no further business, it was regularly moved, seconded, and
carried that the meeting adjourn.
