Minutes of a regular meeting of the Board of Trustees of the Town of Estes
Park, Larimer County, Colorado. Meeting held in the Town Hall in said Town of

Absent: None
Minutes of the regular meeting held November 27, 1967 were read and
approved as read.
Trustee Henry Dannels moved the following bills be allowed and paid and
the Clerk be authorized to draw warrants for same. (A certified copy of
the bills read and allowed are on file in the office of the Town Clerk
under this date and made a part of the record of these proceedings by
reference thereto.) Trustee Carl Swanson seconded the motion. Upon
roll call the motion unanimously carried.
Trustee Harry Tregent introduced, and the Town Clerk read in full, the
following entitled ordinance, and Trustee Henry Dannels moved it be
passed and adopted on first reading:
AN ORDINANCE AMENDING ORDINANCE NO. 238 OF THE ORD-
DINANCES OF THE TOWN OF ESTES PARK, COLORADO, AND
PERTAINING TO THE STREET MAP OF THE TOWN OF ESTES
PARK, COLORADO.
Trustee Henry Dannels seconded the motion. Upon roll call the motion
passed by the following votes. Those voting "Yes" Trustees Ronald
Brodie, Henry Dannels, William Grove, N. T. Petrocine, Carl Swanson,
and Harry Tregent. Those voting "No" none. Whereupon Mayor Graves
declared said ordinance duly passed and adopted, ordered it numbered
334, and published according to law.
An application for a renewal of a Beer, Wine and Spirituous Liquor License,
for sale in hotels or restaurants by the drink only, was submitted for
William E. Logue, dba Jubilee Club, 114 West Elkhorn Avenue, Estes Park,
Colorado. Trustee Ronald C. Brodie moved the application be approved.
Trustee Harry Tregent seconded the motion. Upon roll call the motion
passed by the following votes. Those voting "Yes" Trustees Ronald
Brodie, Henry Dannels, William Grove, N. T. Petrocine, Carl Swanson
and Harry Tregent. Those voting "No" none.
N. T. Petrocine, Chairman of the Police Committee reported on a meeting
of the Police Committee as itemized in the minutes of November 29, 1967,
and moved that the minutes be approved and adopted. Trustee William
Grove seconded the motion. Upon roll call the motion passed by the
following votes. Those voting "Yes" Trustees Ronald Brodie, Henry
Dannels, William Grove, N. T. Petrocine, Carl Swanson and Harry Tregent.
Those voting "No" none.
Trustee N. T. Petrocine introduced, and the Town Clerk read in full, the
following entitled ordinance, and Trustee Henry Dannels moved it be
passed and adopted on first reading:
AN ORDINANCE AMENDING SECTION 14.8 OF THE MUNICIPAL
CODE OF THE TOWN OF ESTES PARK, COLORADO PERTAINING
TO OCCUPATIONAL TAX ON DISPENSERS OF LIQUORS AND BEER.

Trustee Henry Dannels seconded the motion. Upon roll call the motion
passed by the following votes. Those voting "Yes" Trustees Ronald
Brodie, Henry Dannels, William Grove, N. T. Petrocine, Carl Swanson,
and Harry Tregent. Those voting "No" none. Whereupon Mayor Graves
declared said ordinance duly passed and adopted, ordered it numbered
335, and published according to law.
Trustee Carl Swanson, Chairman of the Public Buildings & Parks Committee,
reported on a meeting of the Public Buildings & Parks Committee as item-
ized in their minutes of December 7, 1967, and moved the minutes be app-
roved and adopted. Trustee Henry Dannels seconded the motion. Upon
roll call the motion unanimously carried. Trustee Carl Swanson intro-
duced the following resolution and moved that it be passed and adopted:

BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES
PARK, COLORADO:
That the Town of Estes Park withhold from it's employees and
pay to the Colonial Life & Accident Insurance Company, insurance prem-
iums as requested by the employees. This shall be done in the same
manner as other payroll deductions.
Trustee Ronald Brodie seconded the motion. Upon roll call the motion
passed by the following votes. Those voting "Yes" Trustees Ronald
Brodie, Henry Dannels, William Grove, N. T. Petrocine, Carl Swanson
and Harry Tregent. Those voting "No" none.
Harry Tregent, Chairman of the Street Committee reported on a meeting
of the Street Committee and the Police Committee of the Town of Estes
Park and Division Engineer, Glen McEldowney and Maintenance Superin-
tendent Ross Powell of the Colorado State Highway Department, held
December 6, 1967.
The Clerk presented an application from Brodie's Super Market, Inc.,
dba Brodie's Super Market, 348 East Elkhorn Avenue, Estes Park, Colo-
rado for a renewal of his 3.2% beer license. Trustee Carl Swanson
moved the application be approved. Trustee Henry Dannels seconded the
motion. Upon roll call the motion passed by the following votes. Those
voting "Yes" Trustees William Grove, N. T. Petrocine, Carl Swanson, and
Harry Tregent. Those voting "No" none. Trustee Ronald Brodie abstained
from voting.
Trustee N. T. Petrocine introduced the following resolution and moved
that it be passed and adopted:
RESOLUTION
BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES
PARK, COLORADO:
The Governor of the State of Colorado is hereby urged to in-
clude in his call to the Second Regular Session of the Forty-sixth
General Assembly to be convened in 1968 an item relating to the exten-
sion of PERA coverage to members of city councils and other governing
bodies of Colorado municipalities. The Town Clerk is directed to cert-
ify a copy of this resolution to the Governor of the State of Colorado.

passed by the following votes. Those voting "Yes" Trustees Ronald

and Harry Tregent. Those voting "No" none.
Henry Dannels, Chairman of the Water Committee reported on a meeting of
the Water Committee as itemized in the minutes of December 4, 1967 and
moved that the minutes be approved and adopted. Trustee Carl Swanson
seconded the motion. Upon roll call the motion passed by the following
votes. Those voting "Yes" Trustees Ronald Brodie, Henry Dannels,
William Grove, N. T. Petrocine, Carl Swanson and Harry Tregent. Those
voting "No" none.
The Town Clerk reported one bid had been received for the Water Depart-
ment truck as authorized by the Board of Trustees on November 13, 1967.
This bid was from Dry Gulch Motors, with a net cost to the Town of
Estes Park of $1,236.00. Trustee Henry Dannels moved the above men-
tioned bid be accepted. Trustee Carl Swanson seconded the motion. Up-
on roll call the motion passed by the following votes. Those voting
"Yes" Trustees Ronald Brodie, Henry Dannels, William Grove, N. T.
Petrocine, Carl Swanson and Harry Tregent. Those voting "No" none.
Trustee N. T. Petrocine reported to the Board on the Colorado Business
Economic Outlook Forum held on December 7, 1967 in Denver, Colorado.
Ronald Brodie, Chairman of the Light and Power Committee reported on
the vandalism involving the Christmas lighting displays over this past
weekend. Chairman Brodie reported the vandalism this past weekend
amounted to $80.42 in labor and materials. The discussion of this
problem produced the following suggestions:
1. Additional policing of the Christmas displays.
2. Local news media to inform the public.
3. Cooperation of the local school system.
Mayor Graves informed the Board that County Judge William E. Smoke ruled
in favor of the Town in the case of Richard Clayton Hanson versus People
of the State of Colorado for the use and benefit of the Town of Estes
Park and that a similar case involving; a Mr. Ferris, now an inmate of
the Colorado State Penitentiary, will be set for trial.
There being no further business, it was regularly moved, seconded and
carried that the meeting adjourn.
