Minutes of a __ Regular meeting of the Board of Trustees of the Town of Estes Park, Larimer County, Colorado. Meeting held in the Town Hall in said Town of Estes Park on the 25th day of April meeting hour. Meeting called to order by Mayor _.Ciar.enc.e A—__Grayes , A. D. 19 66_ at regular Present: Mayor Clarence A. Graves Trustees: Ronald C. Brodie, Henry Dannels, William Grove, N. T. Petrocine, Carl Swanson, Harry Tregent Also Present: Town Clerk Dale G. Hill Absent: In accordance with the official results of the regular Town Election held on April 5, 1966, and the official canvass thereof, the Clerk administered the oath of office to the following duly elected official: Trustee: Ronald C. Brodie The minutes of the regular meeting held April 11, 1966, were read and approved as read. Mayor Graves informed the Board of Trustees that he and Town Attorney Ernest Hartwell would represent Estes Park at a water acquisition meeting to be held at Longmont on May 5. All of the major cities of this area will be represented at this meeting, and they will discuss the feasibility of purchasing water from the Four Counties Water Association, owned by Mr. Elliott. In accordance with a notice of Public Hearing published in the Estes Park Trail on April 1 and 15, 1966, the Board of Trustees proceeded to conduct a public hearing in regard to ordinance No. 296 which enacts and adopts by reference the National Electric Code, 1965 edition. There was no one present in opposition to the adoption of the above mentioned code. The Clerk proceeded to read ordinance No. 296. Trustee Henry Dannels introduced the following en- titled ordinance and moved that it be passed and adopted on second reading: AN ORDINANCE REGULATING AND CONTROLLING ELECTRICAL CONDUCTORS AND EQUIPMENT IN- STALLED IN THE TOWN OF ESTES PARK, COLORADO, WITHIN OR ON PUBLIC AND PRIVATE BUILDINGS AND OTHER PREMISES, INCLUDING YARDS, CARNIVAL AND PARKING LOTS, AND INDUSTRIAL SUBSTATIONS, AND ALSO THE CONDUCTORS THAT CONNECT THE IN- STALLATIONS TO A SUPPLY OF ELECTRICITY, AND OTHER OUTSIDE CONDUCTORS ADJACENT TO THE PREMISES, AND ALSO MOBILE HOMES AND TRAVEL TRAILERS. ADOPTING BY REFERENCE THE NATIONAL ELECTRICAL CODE, 1965 EDITION. AMENDING SECTION 11.5 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO. Trustee William Grove seconded the motion. Upon roll call the motion passed by the following votes. Those voting "Yes" Trustees Ronald Brodie, Henry Dannels, William Grove, N. T. Petrocine, Carl Swanson, and Harry Tregent. Those voting "No" none. Whereupon Mayor Graves declared said ordinance duly passed and adopted on second reading, ordered it numbered 296, and published according to law. The Clerk read a letter from the Board of County Commissioners, County of Larimer, dated April 15, 1966, in which they made the appointments for the Estes Park Regional Planning Commission. The Board of Trustees reviewed the parking regulations that are presently in force. The Clerk announced the Town had received no bids for the repair of the Buenna Vista Terrace river retaining wall. Meeting called to order by Mayor Clarenc_e_A._ Graves Present: Mayor Trustees: Also Present: Absent: Committee and the Town Engineer be authorized to negotiate an agreement to have the above mentioned work completed. Trustee Henry Dannels seconded the motion. Upon roll call the motion passed by the following votes. Those voting "Yes" Trustees Ronald Brodie, Henry Dannels, William Grove, N. T. Petrocine, Carl Swanson, and Harry Tregent. Those voting "No" none. The Clerk read a letter from Mrs. Rhoda Tallant and a letter from Mr. and Mrs. Dan Griffith opposing any building in Bond Park. Mr. John Ramey and Mrs. G. P. Menard spoke in opposition to the erection of any building on Bond Park. The Board of Trustees discussed this problem at length, and it was subsequently referred back to the Public Buildings & Parks Committee. The Board of Trustees discussed at length the advisability of signing a petition in opposition to the United States Government constructing proposed dams on the Colorado River. Mayor Graves suggested the Town and Chamber of Commerce and any other in- terested group consider celebrating the 50th anniversary of the incorpora- ting of the Town of Estes Park which will occur in 1967. Trustee Carl Swanson, Chairman of the Public Buildings & Parks Committee, reported on a meeting of the Public Buildings & Parks Committee as itemized in their minutes of April 18, 1966, and moved that the minutes be approved and adopted. Trustee Harry Tregent seconded the motion. Upon roll call the motion unanimously carried. Trustee Carl Swanson, Chairman of the Utility Franchise Committee, reported on a meeting of the Utility Franchise Committee as itemized in their minutes of April 18, 1966, and moved that the minutes be approved and adopted. Trustee Harry Tregent seconded the motion. Upon roll call the motion unani- mously carried. Trustee Carl Swanson, Chairman of the Public Buildings & Parks Committee, reported temporary repairs would be undertaken immediately to repair the parking lot adjacent to the Post Office and that permanent repair would be delayed until this fall. Trustee Harry Tregent, Chairman of the Street Committee announced the street oiling program was under way and would be completed within the next ten days. There being no further business, it was regularly moved, seconded, and carried that the meeting adjourn. / Attest;
