Minutes of a ___ Regular meeting of the Board of Trustees of the Town of Estes
Park, Larimer County, Colorado. Meeting held in the Town Hall in said Town of

Absent: Trustees Ronald Brodie and Henry Dannels
Minutes of the regular meeting held August 22, 1966, were read and approved
as read.
Trustee Carl Swanson moved the following bills be allowed and paid and the
Clerk be authorized to draw warrants for same. (A certified copy of the
bills read and allowed are on file in the office of the Town Clerk under
this date and made a part of the record of these proceedings by reference
thereto.) Trustee William Grove seconded the motion. Upon roll call the
motion unanimously carried.
In accordance with the legal publication in the Estes Park Trail, Mayor Graves
proceeded to conduct a Public Hearing on the adoption of the Model Traffic
Code for Colorado Municipalities, 1966. There was no correspondence or persons
present in regard to the adoption of the above code. The Clerk proceeded to
read the ordinance adopting by reference the Model Traffic Code for Colorado
Municipalities, 1966. Trustee N. T. Petrocine introduced the following entitled
ordinance and moved that it be passed and adopted on second reading:
AN ORDINANCE FOR THE REGULATION OF TRAFFIC
UPON THE STREETS OF THE TOWN OF ESTES PARK,
COLORADO. ADOPTING BY REFERENCE THE "MODEL
TRAFFIC CODE FOR COLORADO MUNICIPALITIES,
1966". AMENDING SECTION 19.1 OF THE MUNICIPAL
CODE OF THE TOWN OF ESTES PARK, COLORADO, AND
ALL OilibR ORDINANCES IN CONFLICT WITH THIS
ORDINANCE.
Trustee Harry Tregent seconded the motion. Upon roll call the motion passed
by the following votes. Those voting "Yes" Trustees William Grove, N. T.
Petrocine, Carl Swanson, and Harry Tregent. Those voting "No" none. Whereupon
Mayor Graves declared said ordinance duly passed and adopted on second reading,
ordered it numbered 301, and published according to law.
The Clerk presented a renewal application for a retail fermented malt beverage
license 3.2% beer from Wayne and Leola Richardson, dba Wayne Richardson Super
Market. Trustee Harry Tregent moved the application be approved. Trustee
Carl Swanson seconded the motion. Upon roll call the motion passed by the
following votes. Those voting "Yes" Trustees William Grove, N. T. Petrocine,
Carl Swanson, and Harry Tregent. Those voting "No" none.
The Clerk read a letter to the Council from Mr. Eugene Green dated August 26,
1966. In this letter, Mr. Green resigned the position of Police Magistrate for
the Town of Estes Park as of August 26, 1966, at 2:00 p.m. Trustee N. T.
Petrocine moved the resignation be accepted. Trustee Harry Tregent seconded
the motion. Upon roll call the motion passed by the following votes. Those
voting "Yes" Trustees William Grove, N. T. Petrocine, Carl Swanson, and Harry
Tregent. Those voting "No" none.
Mayor Graves stated that Mr. William C. Wilson, the Acting Police Magistrate,
will continue as the Municipal Judge until such time as a permanent appointment
is made for the position of Police Magistrate.
The Clerk submitted the proposed 1967 budget for the General Fund and the
Light & Power Department. Mayor Graves announced the budget meeting are
scheduled for September 21, 22, and 23, at 7:00 a.m., at Meyer Black Canyon Ranch.

Mayor Graves informed the Board of Trustees that Town Health Officer J. O.
Mall, M.D., plans to be out of town about 50% of the time. Due to Dr.
J. O. Mall's absence, Mayor Graves appointed Wayne Mall, M. D. as Town
Health Officer and J. O. Mall, M. D. as Assistant Town Health Officer.
Trustee Harry Tregent moved the Board of Trustees concur with the above
appointments. Trustee William Grove seconded the motion. Upon roll call
the motion passed by the following votes. Those voting "Yes" Trustees
William Grove, N. T. Petrocine, Carl Swanson, and Harry Tregent. Those
voting "No" none.
Trustee Harry Tregent, Chairman of the Street Committee, reported on a meet-
ing of the Street Committee as itemized in their minutes of September 2, 1966,
and moved the minutes be approved and adopted. Trustee Carl Swanson seconded
the motion. Upon roll call the motion unanimously carried.
Trustee N. T. Petrocine, Chairman of the Police Committee, reported on a
meeting of the Police Committee as itemized in their minutes of September 9,
1966, and moved that the minutes be approved and adopted. Trustee William
Grove seconded the motion. Upon roll call the motion unanimously carried.
Mayor Graves charged the Police Committee with the responsibility for nego-
tiating an ambulance contract between the Town of Estes Park and Mr. James
Conant.
Trustee N. T. Petrocine, Chairman of the Board of Adjustment, reported on a
meeting of the Board of Adjustment as itemized in their minutes of August 29,
1966, and moved the minutes be approved and adopted. Trustee Harry Tregent
seconded the motion. Upon roll call the motion unanimously carried.
Trustee Carl Swanson, Chairman of the Water Committee, reported on a meeting
of the Water Committee, as itemized in their minutes of September 2, 1966,
and moved the minutes be approved and adopted. Trustee William Grove seconded
the motion. Upon roll call the motion unanimously carried.
Trustee Carl Swanson, Chairman of the Public Buildings & Parks Committee,
reported on a meeting of the Public Buildings & Parks Committee as itemized
in their minutes of September 1, 1966, and moved the minutes be approved and
adopted. Trustee Harry Tregent seconded the motion. Upon roll call the motion
unanimously carried.
Trustee Carl Swanson, Chairman of the Public Sanitation Committee, reported on
a meeting of the Public Sanitation Committee, as itemized in their minutes of
September 1, 1966, and moved the minutes be approved and adopted. Trustee
William Grove seconded the motion. Upon roll call the motion unanimously
carried. Trustee Carl Swanson introduced the following resolution and moved
that it be passed and adopted:

BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,
COLORADO:
That the Mayor and Clerk are authorized and are hereby directed to
sign the dump contract agreement referred to in the Public Sanitation
Committee minutes of September 1, 1966.

Trustee Carl Swanson, Chairman of the Utility Franchise Committee, reported
on a meeting of the Utility Franchise Committee as itemized in their minutes
of September 1, 1966, and moved the minutes be approved and adopted. Trustee
Harry Tregent seconded the motion. Upon roll call the motion unanimously
carried.
Mayor Graves referred a letter from the Public Service Company of Colorado
dated August 22, 1966, to the Utility Franchise Committee for its recommen-
dation to the Board of Trustees of the Town of Estes Park.
The Board of Trustees reviewed the 11 delinquent occupation tax licenses.
The Clerk read a letter from the Rohrbaugh family to the Board of Trustees
commending the Estes Park Ambulance Service for their services on August 29,
1966. The Board directed a copy of this letter be sent to the Estes Park
Ambulance Service and to the Estes Park Trail.
Mayor Graves announced the Governor's Traffic Safety Council will be held
in the State Capitol Building September 22 and 23.
The Clerk read a letter from the Larimer County Medical Society in regard to
establishing a Larimer County health department. Mayor Graves instructed the
Clerk to refer this letter to Town Health Officer Wayne Mall, M. D., for his
recommendation.
There being no further business, it was regularly moved, seconded, and carried
that the meeting adjourn.
