Minutes of a __ Regular meeting of the Board of Trustees of the Town of Estes Park, Larimer County, Colorado. Meeting held in the Town Hall in said Town of Estes Park on the 22nd day of August , A. D. 19_66 _ at regular meeting hour. Meeting called to order by Mayor....._._C,la_xence A, Graves__. Present: Mayor Clarence A. Graves Trustees: Ronald Brodie, Henry Dannels, N. T. Petrocine, Carl Swanson, Harry Tregent. Also Present: Town Clerk Dale G. Hill Absent: Trustee William Grove Minutes of the regular meeting held August 8, 1966, were read and approved as read. Mayor Graves proceeded to conduct a public hearing regarding the proposed rezoning of the following described properties: Country Club Estates Re - subdivision of Lot 10 South Saint Vrain Addition to the Town of Estes Park, Colorado. It is proposed the above properties be rezoned from the existing R-1 Residence District to an R Residence District. The Clerk reported there were letters from Mrs. R. E. Miller and Mrs. Alice Wissenburg in favor of the proposed rezoning. No one present spoke in favor of the rezoning. There were no letters opposing the rezoning and there was no one present to speak against the rezoning. The Clerk read the ordinance rezoning the above des- cribed properties. Trustee Henry Dannels introduced the following entitled ordinance and moved that it be passed and adopted on first reading: AN ORDINANCE AMENDING SECTION TWO OF ORDINANCE NO. 185 OF THE TOWN OF ESTES PARK, COLORADO AND SECTION 12.4 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO, RELATING TO ZONING DISTRICTS AND ZONING CERTAIN PROPERTY. Trustee Ronald Brodie seconded the motion. Upon roll call the motion passed by the following votes. Those voting "Yes" Trustees Ronald Brodie, Henry Dannels, N. T. Petrocine, Carl Swanson, and Harry Tregent. Those voting "No" none. Whereupon Mayor Graves declared said ordinance duly passed and adopted on first reading, ordered it numbered 302, and published according to law. As requested at the last Board of Trustees meeting, Town Attorney Ernest G. Hartwell advised the Board the exchange of certain property in Moraine Avenue between Mr. Adam Koch and the Town of Estes Park be directed to the State Highway Department for their approval prior to the final adoption by the Board of Trustees. The Clerk read the minutes of the Estes Park Planning Commission of August 16, 1966. As recommended by the Estes Park Planning Commission, Trustee Henry Dannels moved the Town of Estes Park not affiliate with the proposed Larimer County Planning Office. Trustee N. T. Petrocine seconded the motion. Upon roll call the motion unanimously carried. Trustee Ronald Brodie seconded the motion. Upon roll call the motion passed by the following votes. Those voting "Yes" Trustees Ronald Brodie, Henry Dannels, N. T. Petrocine, Carl Swanson, and Harry Tregent. Those voting "No" none. Trustee Harry Tregent moved the application by Richard Lutz, dba Coach House, Estes Park, Colorado, for a renewal of his restaurant liquor license be approved. Trustee N. T. Petrocine seconded the motion. Upon roll call the motion passed by the following votes. Those voting "Yes" Trustees Ronald Brodie, Henry Dannels, N. T. Petrocine, Carl Swanson, and Harry Tregent. Those voting "No" none. Trustee Henry Dannels introduced the following entitled ordinance and moved that it be passed and adopted on first reading: AN ORDINANCE AMENDING SECTION 21.9 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO, THE SAME PERTAINING TO PLANNING AND SUBDIVISIONS AND REQUIRING WATER TO BE FURNISHED UPON ANNEXATION OF PROPERTY. Trustee Carl Swanson seconded the motion. Upon roll call the motion passed by the following votes. Those voting "Yes" Trustees Ronald Brodie, Henry Dannels, N. T. Petrocine, Carl Swanson, and Harry Tregent. Those voting "No" none. Whereupon Mayor Graves declared said ordinance duly passed and adopted on first reading, ordered it numbered 303, and published according to law. Trustee Carl Swanson introduced the following resolution and moved it be passed and adopted: RESOLUTION WHEREAS, a regular meeting of the shareholders of the Estes Park Golf and Country Club will be held at the Town Hall in Estes Park on Monday, the 12th day of September, 1966, for the purpose of electing a Board of Directors and the transaction of such other business as may come before the meeting, and WHEREAS, the Town of Estes Park is a shareholder in the Estes Park Golf and Country Club, therefore BE IT RESOLVED the Mayor is authorized to vote the shares of stock owned by the Town of Estes Park, at the shareholders meeting on September 12, 1966. Trustee Henry Dannels seconded the motion. Upon roll call the motion passed by the following votes. Those voting "Yes" Trustees Ronald Brodie, Henry Dannels, N. T. Petrocine introduced the following resolution and moved it be passed and adopted: RESOLUTION WHEREAS, there may be a need for an acting Police Magistrate in case of the temporary absence, sickness, or other inability of the Police Magistrate to act NOW, THEREFORE, BE IT RESOLVED that the Board of Trustees of the Town of Estes Park hereby appoint Mr. William C. Wilson as acting Police Magistrate. Trustee Harry Tregent seconded the motion. Upon roll call the motion passed by the following votes. Those voting "Yes" Trustees Ronald Brodie, Henry Dannels, N. T. Petrocine, Carl Swanson, and Harry Tregent. Those voting "No" none. Trustee Ronald C. Brodie, Chairman of the Light & Power Committee, reported on a meeting of the Light & Power Committee as itemized in their minutes of August 15, and moved the minutes be approved and adopted. Trustee N. T. Petrocine seconded the motion. Upon roll call the motion unanimously carried. Trustee N. T. Petrocine, Chairman of the Police Committee, reported on a meeting of the Police Committee as itemized in their minutes of August 12, and moved the minutes be approved and adopted. Trustee Harry Tregent seconded the motion. Upon roll call the motion unanimously carried. Mr. Elton Johnson, Mr. Adam Koch, Mr. Charles Whitley, Miss Bobbie Haff, and Mr. E. R. Smith appeared before the Board to protest the noise from the motor bikes now being operated on the streets of Estes Park. Trustee N. T. Petrocine, Chairman of the Police Committee, acknowledged the problem and said it would receive his immediate attention. Mrs. Gaither and Mrs. Thompson appeared before the Board of Trustees in- quiring as to future plans and solutions to the sanitation problem now in existence in the Grand Estates Subdivision. Mayor Graves informed them some solution will be worked out before the 1967 season. There being no further business, it was regularly moved, seconded, and carried that the meeting adjourn.
