Minutes of a ___Regular__ meeting of the Board of Trustees of the Town of Estes
Park, Larimer County, Colorado. Meeting held in the Town Hall in said Town of

Minutes of the regular meeting held on July 13, read and approved as read.
As authorized, by the Board of Trustees at the July 13 meeting, and as ad-
vertised in the Estes Park Trail, the Clerk proceeded to open the only bid
received for laying the pipe on the La Neir system. This bid was received
from Eastwood and Gavell, Contractors, and the bid was 80 cents per foot for
excavation, back filling, and laying of 4" pipe with dresser cuplings. It is
understood the line will be laid in the same ditch as the existing line and
any deviations from this will be done on a cost basis. Trustee Henry Dannels
moved the bid from Eastwood and Gavell be accepted. Trustee Harry Tregent
seconded the motion. Upon roll call the motion passed by the following
votes. Those voting "Yes" Trustees Ronald Brodie, Henry Dannels, C. M.
Hunter, L. Leo Martin, Carl Swanson, and Harry Tregent. Those voting "No"
none.
Mr. Ned Linegar, Chairman of the Mayor's Committee on Youth Programs, re-
ported on a meeting held July 17, 1964. In regard to this report, the
following decisions were made. Mayor Graves will meet with the Chief of
Police and the Police Magistrate to discuss law enforcement and sentences.
The Clerk will write some of our neighboring communities to get thegeopinion
of curfews. The Clerk will have published regulations for the sale and
handling of 3.2 percent beer and liquor along with the maximum fines and
penalties involving beer and liquor violations. Mayor Graves thanked Chairman
Linegar and urged his committee to continue their study of Youth Programs.
Mr. Phil Martin, President of the Estes Park Chamber of Commerce, and Mr.
Ned Linegar, Secretary -Manager, presented the annual report on the advertising
fund of the Estes Park Chamber of Commerce.
Trustee C. M. Hunter of the Light & Power Committee reported on a meeting
of the Light & Power Committee as itemized in their minutes of July 20,
1964, and moved that the same be approved and adopted. Trustee Harry Tregent
seconded the motion. Upon roll call the motion unanimously carried.
Trustee Carl Swanson, Chairman of the Town Airport Committee, reported on a
meeting of the Airport Committee held July 23, 1964. This meeting was held
with the officials of the Rocky Mountain National Park and was to discuss
the possibility of the Park Service participating in the proposed airport.
Trustee Carl Swanson, Chairman of the Public Sanitation Committee, read in
full a proposed contract between the Town of Estes Park and the National
Park Service for the use of the city dump. Trustee Swanson moved the Mayor
and Clerk be authorized to sign the agreement. Trustee Leo Martin seconded
the motion. Upon roll call the motion passed by the following votes. Those
voting "Yes" Trustees Ronald Brodie, Henry Dannels, C. M. Hunter, L. Leo Martin,
Carl Swanson, and Harry Tregent. Those voting "No" none.
Trustee Henry Dannels, Chairman of the Water Committee, reported on a meeting
of the Water Committee as itemized in their minutes of July 27, 1964, and
moved that the same be approved and adopted. Trustee Carl Swanson seconded
the motion. Upon roll call the motion unanimously carried.

Trustee C. M. Hunter, Chairman of the Building Code Committee, reported
on a study of non -conforming signs and moved a public hearing be held
in the Town Hall on Wednesday, August 19, at 2:00 p.m., for the purpose
of discussing proposed changes in the sign code. Trustee Ronald Brodie
seconded the motion. Upnn roll call the motion unanimously carried.
Trustee Harry Tregent, Civil Defense Chairman, reported a new 200-bed
hospital will be delivered in Estes Park on September 11. Chairman
Tregent reminded the Board additional refrigeration will be needed to
provide necessary storage for the above=mentioned hospital.
Trustee Harry Tregent, Chairman of the Street Committee, reported on a
public meeting held by the State Highway Department in regard to the
completion of the Highway 34 By -Pass. Trustee Tregent reported there
were no objections. It is expected work will progress on this By -Pass
in the very near future.
There being no further business, it was regularly moved, seconded, and
carried that the meeting adjourn. f
