Minutes of a meeting of the Board of Trustees of the Town of Estes
Park, Larimer County, Colorado. Meeting held in the Town Hall in said Town of

Minutes of the regular meeting held on June 22, 1964, read and approved as read.
Trustee Henry Dannels moved the following bills be allowed and paid and the
Clerk be authorized to draw warrants for same. (A certified copy of the
bills read and allowed are on file in the office of the Town Clerk under
this date and made a part of the record of these proceedings by reference
thereto.) Trustee Ronald Brodie seconded the motion. Upon roll call said
motion unanimously carried.
Trustee Ronald Brodie introduced the following entitled ordinance and it was
read in full:
AN ORDINANCE AMENDING CHAPTER 7 OF THE MUNICIPAL CODE OF
THE TOWN OF ESTES PARK, COLORADO, THE SAME PERTAINING TO
LIGHT AND POWER DEPARTMENT AND ELECTRIC RATES.
Trustee Carl Swanson seconded the motion. Upon roll call the motion passed
by the following votes. Those voting "Yes" Trustees Ronald Brodie, Henry
Dannels, C. M. Hunter, L. Leo Martin, Carl Swanson, and Harry Tregent. Those
voting "No" none. Whereupon Mayor Graves declared said ordinance duly passed
and adopted on first and final reading and ordered it numbered 264 and
published according to law.
The Clerk read an application for a Beer, Wine, and Spirituous Liquor License
for sale in hotels and restaurants by the drink only, submitted by William
Edward Logue, Jr., dba Sage Bar, to operate at 122 West Elkhorn Avenue. Mr.
Logue is purchasing this restaurant from Richard J. Mangelson. The Clerk
read the police report from the Police Department, City of Fontana, California.
The Clerk also read the credit report obtained through the Credit Bureau of
Estes Park. The required three letters of recommdndation were read. Mr.
Logue spoke in favor of the license. Trustee C. M. Hunter moved the license
be approved. Trustee Leo Martin seconded the motion. Upon roll call the
motion passed by the following votes. Those voting "Yes" Trustees Ronald
Brodie, Henry Dannels, C. M. Hunter, L. Leo Martin, Carl Swanson, and Harry
Tregent. Those voting "No" none.
Mr. Milt Hayes, Mr. Don Shepherd, and Mr. Russell Smith protested the
difference between the urban and rural water rate as it is now in effect.
The Board of Trustees assured these gentlemen a survey and study would be
conducted during the coming year to remove any inequity in the water rate as
it may exist.
Trustee Ronald Brodie, Chairmanof the Light & Power Committee reported on a
meeting of the committee and Council in Fort Collins on July 8, 1964. This
was a meeting of the Platte River Divi,',"sion of the Colorado Association of
Municipal Utilities. Mr. Brodie ;briefly . outlined the purposes and the
results of the meeting. Trustee Brodie moved the Town Light & Power Department
appropriate $1,324.19 as their share of the feasibility study in regard to
the five city power pool. Trustee Carl Swanson seconded the motion. Upon
roll call the motion passed by the following votes. Those voting "Yes"
Trustees Ronald Brodie, Henry Dannels, C. M. Hunter, L. Leo Martin, Carl
Swanson, and Harry Tregent. Those voting "No" none.

Trustee Carl Swanson, Chairman of the Airport Committee, reported the Town's
request for aid to the Federal Aviation Agency has been acknowledged and
will be given their consideration in the near future. Mr. Swanson also
reported on a recent meeting of his committee and the progress to date.
Trustee Henry Dannels, Chairman of the Water Committee, moved the Water
Superintendent be authorized to obtain bids on replacing the linear water
line and also the installation of the Quasbarth Subdivision Line. Trustee
Carl Swanson seconded the motion. Upon roll call the motion passed by the
following votes. Those voting "Yes" Trustees Ronald Brodie, Henry Dannels,
C. M. Hunter, L. Leo Martin, Carl Swanson, and Harry Tregent. Those voting
"No" none.
Trustee Leo Martin, Chairman of the Public Buildings and Parks Committee,
informed the Board he had received three bids for painting the exterior of
the public restrooms, the Town Hall, and the Police and Fire Station. Mr.
Leo Murphy submitted the low bid and was awarded the job.
Mayor Graves announced the State Highway Department will conduct a public
hearing on the proposed By -Pass at the Town Hall at 2 p.m. on July 24.
Mayor Graves informed the Trustees he has been approached for the use of
Bond Park and the public sidewalks for the purpose of conducting religious
services. Mayor Graves informed the Board he has refused this request and
suggested to the Trustees this problem receive theCouncil's attention as to
future action.
Mayor Graves discussed at length the problem of the general behavior of
youthful visitors to Estes Park, such as occured on the night of July 4.
After considerable discussion and with the approval of the Board of Trustees
Mayor Graves appointed the following committee to make recommendations to the
Board of Trustees for some solution in regard to the above problem: Chairman
Ned Linegar; representing the Chamber of Commerce, Phil Martin; Recreation
District, E. S. Erickson; Town of Estes Park, Ronald Brodie; representing
Churches, Reverend Kessinger, Reverend Stark, Reverend Bloomquist, Reverend
Sanger. The Clerk was instructed to prepare a letter asking the above named
persons to serve on this committee.
There being no further business, it was regularly moved, seconded, and
carried that the meeting adjourn.
