Absent: Carl Swanson, Trustee
Minutes of the regular meeting held on April 22, 1963 read and approved as
read.
Trustee John Ramey moved that the following bills be allowed and paid and the
Clerk be authorized to draw warrants for same. (A certified copy of the bills
read and allowed are on file in the office of the Town Clerk under this date
and made a part of the record of these proceedings by reference thereto.) Trustee
Henry Dannels seconded the motion. Motion unanimously carried.
Trustee Henry Dannels, Chairman of the Water Committee, reported on the regular
meeting of the Water Committee as itemized in their minutes of May 7, 1963 and
moved that the same be approved and adopted. Trustee Richard Snart seconded
the motion. Upon roll call the motion unanimously carried.
Trustee Henry Dannels introduced the following Resolution and moved that
it be passed and adopted:
RESOLUTION
BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK:
That the following sprinkling restrictions shall be enfbrced upon the
order of the Water Committee of the Board of Trustees of the Town of Estes
Park:
All property lying North and East of the following
described line shall sprinkle on Monday, Wednesday and
Friday and all property lying South and West of said
line shall sprinkle on Tuesday, Thursday and Saturday. N
sprinkling shall be permitted on Sunday.
Estes Park division line for sprinkling regulations:
Beginning at the West corporation limits at its
intersection with U. S.`Highway No. 34, thence
Easterly along said Highway No. 34 to its intersection
with Big Thompson Avenue and South Saint Vrain Avenue,
thence Southerly along South Saint Vrain Avenue, also
known as Colorado Highway No. 7, to the South corporation
limits.
Sprinkling shall be permitted only during the
following hours:
9:00 A.M. to 11:00 A.M. and 2:30 P.M. to 6:00 P.M.
Trustee Richard Snart seconded the motion. Upon roll call said motion carried
by the following votes: Those voting "Yes" Trustees, Ronald Brodie, Henry
Dannels, William Grove, John Ramey and Richard Snart. Those voting "No" none.

The Clerk read a letter from W. W. Wheeler and Associates, Consulting Engineers,
stating their proposal for the work in regard to the water supply studies. Trustee
Henry Dannels introduced the following Resolution and moved that it be passed and adopted:
RESOLUTION
RESOLVED that W. W. Wheeler and Associates be retained
as consulting engineers to make water supply studies in
accordance with their proposal to the Town of Estes Park,
Colorado dated April 22, 1963; provided, however, that no
detailed investigations for cost estimates for additional
facilities be made by said consulting engineers without
prior approval of the Board of Trustees, and that the Town
Clerk be and he is hereby authorized on behalf of the
Town of Estes Park to advise W. W. Wheeler and Associates
of their employment as consulting engineers for said water
supply studies.
Trustee William Grove seconded the motion. Upon roll call the motion passed
by the following votes: Those voting "Yes" Trustees Ronald Brodie, Henry Dannels,
William Grove, John Ramey, and Richard Snart. Those voting "No" none.
Joe Haynes appeared before the Board and asked that consideration be given to him
so that delivery trucks might park on Moraine Avenue for the purpose of delivering
supplies. The Board informed Mr. Haynes that no changes have been made in the parking
regulations on Moraine Avenue.
In accordance with legal publication the Board proceeded to conduct a public hearing
regarding the application for a Retail Fermented Malt Beverage License for sale
of 3.2% beer only at 240 Moraine Drive submitted by Gregory J. Paglia. Mayor
Clarence A. Graves asked if anyone was present to speak in favor of the Board
granting the license. No one was present including Mr. Paglia to speak in favor of
the license. The Clerk read letters from Ann B. McCall and Mildred Beber opposing
the license. Town Attorney, Ernest G. Hartwell, read letters from the Clerk of
the District Court, Salina, Kansas; Clerk of the City Court, Salina, Kansas and the
Judge of the City Court, Salina, Kansas. These letters concerned court cases in
which Mr. Paglia was involved in Salina, Kansas. The Clerk read the list of 3.2%
Beer Licenses now in effect in the immediate area. Trustee John Ramey moved that the
Town Board find the applicant has not shown sufficient evidence of good character
and reputation and that the reasonable requirements of the neighborhood and desires
of the inhabitants are such that the license should be denied. Trustee Henry Dannels
seconded the motion. Upon roll call said motion was passed by the following votes:
Those voting "Yes" Trustee Ronald Brodie, Henry Dannels; William Grove, John Ramey
and Richard Snart. Those voting "no" none.

The Clerk presented an application for Richard Lutz for a renewal of the
Liquor License at the "Coach House" at Elkhorn Lodge, Estes Park, Colorado.
Town Attorney, Ernest G. Hartwell, advised the Board of Trustees they should
treat this application as a new license because it was not presented before
the previous license expired. Trustee Henry Dannels moved the Board of
Trustees hold a public hearing on June 4, 1963 at 4:30 P.M. The Clerk was
instructed to publish notice of this hearing on the 17th and the 24th of May
and have it published in the Estes Park Trail. Trustee Richard Snart seconded
the motion. Upon roll call said motion was passed by the following votes:
Those voting "Yes" Trustee Ronald Brodie, Henry Dannels, William Grove, John
Ramey and Richard Snart. Those voting "No" none.
Trustee Richard Smart introduced the following entitled ordinance and moved that
it be passed and adopted on second reading:
AN ORDINANCE FOR THE REGULATION OF TRAFFIC
UPON THE PUBLIC STREETS OF THE TOWN OF ESTES
PARK, COLORADO. ADOPTING BY REFERENCE THE
"MODEL TRAFFIC CODE FOR COLORADO MUNICIPALITIES,
1962". AMENDING SECTION 19.1,AND .REPEALING.
SECTIONS 19.2 THROUGH 19.9 AND SECTION 19.11
THROUGH 19.13 OF THE MUNICIPAL CODE OF THE
TOWN OF ESTES PARK, COLORADO, AND ALL OTHER
ORDINANCES IN CONFLICT THEREWITH.
Trustee John Ramey seconded the motion. Upon roll call the motion carried
by the following votes: Those voting "Yes" Trustee Ronald Brodie, Henry Dannels,
William Grove, John Ramey and Richard Snart. Those voting "No" none. Whereupon
Mayor Clarence Graves declared said ordinance duly passed and ordered it numbered
239 and published according to law.
Town Attorney, Ernest G. Hartwell, briefed the Town Board on the progress of
the Condemnation Suit between the Town of Estes Park and Muriel MacGregor.
The Clerk submitted a proposed budget for the Water Department for the fiscal
year beginning July 1, 1963. The Board ordered notice published that the
budget was on file at the office of the Town Clerk.
Ronald C. Brodie, Chairman of the Light and Power Committee, read a progress
report on the new sub -station,
John Ramey informed the Board he had been asked about the availability of
street lights on Willow Lane. Mayor Clarence Graves referred this to the
Light and Power Committee.

Mayor Graves informed the Board the Library has requested a parking place be
set aside for`the librarian. Mayor Clarence Graves referred this to Trustee
Ramey, Chairman of the Street Committee.
Mayor Clarence Graves informed the Board on the organization of the Police
Department for the coming season.
