Hill, Town Clerk; Ernest Hartwell, Town Attorney Absent: Trustee, Carl Swanson Minutes of the regular meeting held on April 8, 1963 read and approved as read. The Clerk informed the Board he has received only one bid on a truck chassis. Upon Town Attorney, Ernest Hartwell's advise Trustee William Grove moved that the Town Board proceed to open the bid on the truck chassis from the Circle R Motor Company. Trustee Ronald Brodie seconded the motion. Upon roll call the motion passed by the following votes. Those voting "yes" Trustees Ronald Brodie, Henry Dannels and William Grove. Those voting "no" Trustee John Ramey. Upon the recommendation of Leon H. Sweetland, Light and Power Superintendent, Trustee Ronald Brodie moved the bid submitted by Circle R Motor Company in the amount of $3,909.64 be accepted. Trustee Henry Dannels seconded the motion. Upon roll call the motion passed by the following votes. Those voting "yes" Trustees Ronald Brodie, Henry Dannels, William Grove, John Ramey and Richard Snart. Those voting "no" none. Town Attorney, Ernest Hartwell, proceeded to explain in detail the Model Traffic Ordinance dated 1962 and designated Town Ordinance No. 239. After considerable discussion, Trustee Henry Dannels moved that in Schedule IV, Section 177 - Parking Prohibited at all Times at Certain Places - the following words be stricken "Cleave Street south side"; and in Schedule VI, Section 179 - Parking Time Limited on Certain Streets - that the following words be stricken under Name of Street or District "North side of". Trustee William Grove seconded the motion. Upon roll call the motion passed by the following votes. Those voting "yes" Trustees Ronald Brodie, Henry Dannels, William Grove, John Ramey and Richard Snart. Those voting "no" none. Trustee Henry Dannels introduced the following entitled ordinance and moved that it be passed and adopted on the first reading: AN ORDINANCE FOR THE REGULATION OF TRAFFIC UPON THE PUBLIC STREETS OF THE TOWN OF ESTES PARK, COLORADO. ADOPTING BY REFERENCE THE "MODEL TRAFFIC CODE FOR COLORADO MUNICIPALITIES, 1962". AMENDING SECTION 19.1 AND REPEALING SECTIONS 19.2 THROUGH 19.9 AND SECTION 19.11 THROUGH 19.13 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO, AND ALL OTHER ORDINANCES IN CONFLICT THEREWITH. Trustee John Ramey seconded the motion. Upon roll call the motion unanimously carried by the following votes. Those voting "yes" Trustees Ronald Brodie, Henry Dannels, William Grove, John Ramey and Richard Snart. Those voting "no" none. Whereupon Mayor Clarence Graves declared said Ordinance duly passed and adopted, ordered it numbered 239 and published according to law. Graves Present: Mayor Trustees: Also Present: Absent: Trustee Richard Snart moved the Clerk be instructed to have a notice of public hearing on Ordinance No. 239 published on April 26th and May 3, 1963 stating that a public hearing will be held Monday, May 13, 1963 at 7:30 P.M. at the Town Hall in Estes Park, Colorado. Trustee Ronald Brodie seconded the motion. Upon roll call the motion passed by the following votes. Those voting "yes" Trustees Ronald Brodie, Henry Dannels, William Grove, John Ramey and Richard Snart. Those voting "no" none. Town Attorney, Ernest Hartwell, explained the procedure of adopting any changes in speed limits after final adoption of the new Model Traffic Code. Attorney Hartwell read the proposed speed limit changes that shall be filed immediately upon final passage of the above mentioned code, The Clerk presented the application of Mr. Merl Morehead for a Fermented Malt Beverage License renewal. Trustee Henry Dannels moved the application be approved. Trustee John Ramey seconded the motion. Upon roll call the motion unanimously carried. Mr. Ronald Brodie, Chairman of the Light and Power Committee, gave a report of the final costs of the new substation. The Total amount charged to the substation as of April 1, 1963 is $225,768.45. Trustee William Grove reported he would have the final design and cost figures on the proposed church highway sign in the near future. The Clerk will obtain the necessary approval of the State Highway Department for the installation of the above mentioned sign. Trustee William Grove, Civil Defense Chairman, informed the Board the Civil Air Patrol and the Home Demonstration Club would teach a Self Help Medical Training Course consisting of ten hours of instruction in the near future. Trustee Richard Snart, Chairman of Public Buildings and Parks, announced new traffic plans being studied for the Elkhorn Avenue Parking Lot. These plans will be presented again at the next regular meeting of the Board of Trustees. The Clerk announced the State Highway Department will proceed to install directional signs indicating the location of the new Jr. Sr. High School.
