Park, Larimer County, Colorado, Meeting held in the Town Hall in .aid Town of

Also Present: Verne H. Fanten, Town. Clerk; Frank Starkey and
Ernest Heartwell, Attorneys at law
Absent: Trustee, John. Ramey
Minutes of the regular meeting held on. January 8, 1962 and the special meeting
held on January 12, 1962 were read and approved as read.
At the invitation of the Council about 15 property owners of Country Club Manor
Sub -division appeared before the Board in order to discuss a, proposal to construct
a sanitary sewer within the suh-div'isioru Mayor Graves reviewed the need. for
sewers together with. a plat showing proposed. locations. Mr. Frank Starkey
explaining different ways of creating a public improvement district in order to
finance the construction. There appearing to be more than one way to proceed under
the state law, Mr. Starkey agreed to outline the various proceedures in
writting and. forward the same to the Town, Mayor Graves announced that upon
receipt of the above information, that the Council would decide if and how to
proceed.
Mrs. Richard Statham together with, seven. senior Girl Scouts appeared before the
Board and observed the proceedings of the meeting. Mayor Graves gave a brief
explanation of the workings of the Town Board.
At the request of Mn. Frank Starkey, Mayor Graves. appointed Ernest. Beartwell
as Town Attorney with Mt. Frank Starkey as assistant. Trustee Snart moved that
the above appointment be approved. Trustee Jones seconded the motion. Upon
roll call. said motion unanimously carried,
The Clerk reported that the street superintendent had certified that the streets
in Twin View Re-Subdibision. were now acceptable as Town streets. Trustee Dannels
moved that the above streets he officially accepted. Trustee Snart seconded
the motion, Upon roll call said motion unanimously carri
The Clerk reported that present Town Ordinance required the licensing of
journeymen, pluthers in addition to raster plumbers. However, up to date the
journeymen plumbers had never been licensed. Trustee Grove moved that the Town
inferce the provisien of theordinance to license journeymen pluMbers, Trustee
Dannels seconded the motion. Upon roll call said motion unanimously carried.
Mr, jack ,Shlendorf, Chairman, of the Estes Park: Rodeo Committee, appeared before
the Board and outlined the Cormrdtteels plans for :1962 and 1963. Mr, Lou Canaiy
also appeared and spoke supporting a plan for increased activities in connection.
with the annual Rodeo. Following a. lengthy discussion, Trustee Grove moved that
the Board approve the Committee's plans for the operation of a carnival in.
connection with: the Rodeo and also to increase the size of the Rodeo purse. Trustee
Brodie seconded the motion. Upon roll call said motion, unanimously carried.
Trustee, Dannels reported. that he had conducted a public meeting on January 11
regarding the possibility of licensing variousbuilding and contract tradesmen
within. the Town. Trustee Dannels stated that over 40 men attended the meeting
and that there was very little interest in the proposal andthat in. his opinion
no further actionshould be taken at this time.
There being no further business it was regularlymoved, asoonobe
that the meeting adjourn.
