Minutes of a Regular meeting of the Board of Trustees of the Town of Estes

Absent: Richard Snart
Minutes of the regular meeting held on October 22nd read and approved as read.
Mr. Leo Martin representing the Chamber of Commerce appeared before the Board
and asked aid in obtaining the following signs:
1. A sign by the Community Church pointing to the parking lot.
2. A sign in front of the Bacon Agency pointing to Glen Haven.
3. A sign at the corner of Elkhorn Avenue and East Riverside
Drive pointing to the post office.
Mr. Ned Linegar of the Chamber of Commerce appeared before the Board and
announced the Chamber of Commerce is opposed to moving buildings from the
National Park into this area. Mr. Linegar requested the Town Board to aid
this problem in any way they can. Mayor Graves appointed William Grove
to study this problem and make necessary suggestions to the Town Board.
Mayor Clarence Graves presented the application of 0. M. Nagl for a Liquor
License renewal. Trustee Henry Dannels moved the application be approved.
Trustee John Ramey seconded the motion. Upon roll call said motion unanimously
carried.
Mayor Clarence Graves presented the application of Mr. Leo Martin for a Liquor
License renewal. Trustee Carl Swanson moved the application be approved.
Trustee John Ramey seconded the motion. Upon roll call said motion unanimously
carried.
Mayor Clarence Graves presented the application of Riverside Incorporated for
a Liquor License renewal. Trustee William Grove moved the application be
approved. Trustee John Ramey seconded the motion, Upon roll call said motion
unanimously carried.
Mayor Clarence Graves presented the application of Hans Gartner for a Liquor
License renewal. Trustee Henry Dannels moved the application be approved.
Trustee William Grove seconded the motion. Upon roll call said motion
unanimously carried.
Mayor Clarence Graves presented the application of E. R. Smith for a Liquor
License renewal. Trustee Carl Swanson moved the application be approved.
Trustee Ronald Brodie seconded the motion. Upon roll call said motion
unanimously carried.
The Clerk read a letter to the Board from Mt. Ernest Hartwell, Town Attorney,
expressing Mr. Hartwell's opinion that the False Advertising Ordinance as
adopted by Las Vegas, Nevada is not legally acceptable in the state of Colorado.

Trustees:
Trustee John Ramey made a motion to table Ordinance No. 234 "Vacating Easement
in Lake View Tracts" until the next regular Town Board meeting. William Grove
seconded the motion. Upon roll call the motion was passed by the following votes:
Those voting "yes" Trustees Ronald Brodie, Henry Dannels, William Grove, John
Ramey, and Carl Swanson. Those voting "no" none. Motion unanimously carried.
Trustee John Ramey made a motion that Ordinance No. 235 relating to vacating
an easement in Village Acres Sub -division be tabled until the next regular Town
Board meeting. Trustee William Grove seconded the motion. Upon roll call the
motion passed by the following votes: Those voting "yes" Trustees Ronald Brodie,
Henry Dannels, William Grove, John Ramey and Carl Swanson. Those voting "no"
none. Motion unanimously carried.
Trustee William Grove moved that the following bills be allowed and paid and that
the Clerk be authorized to draw warrants for same. (A certified copy of the bills
read and allowed are on file in the office of the Town Clerk under this date
and made a part of the record of these proceedings by reference thereto.)
Trustee Dannels seconded the motion. Upon roll call said motion unanimously carried.
Mayor Graves asked Trustee Carl Swanson and his committee to study and approve
all bills in connection with the new Country Club Manor Sewer District.
Trustee William Grove, Chairman of the Building Committee; suggested the Town
study a proposal to hire a registered engineer on a retainer basis. The Board
instructed the Clerk to get a legal opinion from the Town Attorney.
Trustee William Grove, Civil Defense Director, informed the Board that 70 people
were now enrolled in First Aid Classes and 30 people enrolled in a class of
Radiological Monitoring. It was also announced that a 200 bed emergency hospital
will arrive in Estes Park the week of the 25th of November.
Trustee Henry Dannels reported on the regular meeting of the Water Committee as
itemized in their minutes of November 5, 1962 and moved that the same be approved
and adopted. Trustee William Grove seconded the motion. Upon roll call said
motion unanimously carried.
Trustee John Ramey suggested there be a No -Burning Ordinance issued due to the
extremely dry conditions in Estes Park at the present time. The Clerk was instructed
to insert a notice in the paper -in relation to this problem.
Mayor Graves presented a preliminary plan of the proposed Joe Mills Memorial Park.
This park is to be located on 11 7/10 acres of land adjoining Estes Park on its
southeiWt border. The Town Board expressed a desire to proceed with plans to
negotiate a lease with Mrs. Mills in an eventual transfer of this property to
the Town of Estes Park. The details of this lease are to be worked out by Mayor
Graves and Mrs. Joe Mills.
Mayor Clarence Graves announced the Christmas lights will be turned on December 8,
1962.

Trustee Ronald Brodie made a motion the Town give its traditional 50% reduction
on the residential light bills mailed January 1, 1963. Trustee Henry Dannels
seconded the motion. Upon roll call the motion passed by the following votes:
Those voting "yes" Trustees Ronald Brodie, Henry Dannels, William Grove, John
Ramey and Carl Swanson. Those voting "no" none.
The Board decided the number one highway project in Estes Park is the completion
of the US 34 By -Pass. Mayor Clarence Graves and Town Clerk Dale Hill are to
represent the Town of Estes Park at the State Highway Commission meeting in Denver
on 26th.
Mayor Clarence Graves presented an informal financial report from the Estes Park
Rodeo Association showing a cash deficiency of $280.00. Trustee John Ramey
made a motion the Town in loan the Rodeo Association $280.00 until such time
as the outstanding accounts receivable are collected by the Rodeo Association.
Trustee Henry Dannels seconded the motion. Upon roll call the motion carried
by the following votes. Those voting "yes" Trustee Ronald Brodie, Henry Dannels,
William Grove, John Ramey and Carl Swanson. Those voting "no" None. The Rodeo
Association will present its formal financial report at the next regular meeting
of the Town Board.
There being no further business it was regularly moved, seconded and carried
that the meeting adjourn.
