Graves Present: Mayor Clarence A. Graves Trustees: Ronald C. Brodie, Henry Dannels, William Grove, John Ramey, Carl R. Swanson, Richard Snart Also Present: Verne H. Fenton, Town Clerk Absent: Minutes of the regular meeting held on May 14, 1962 read and approved as read. A copy of the budget of the Water Department having been filed with the Board of Truetees at the last regular meeting, the Clerk certified that regular legal publication regarding the budget had been complied with and filed the Appropriations Ordinance with the Board. The Board reviewed the Ordinance in detail, whereupon, Trustee Dannels moved that the following entitled Ordinance be passed on first reading: ANNUAL APPROPRIATIONS ORDINANCE FOR THE WATER DEPARTMENT FOR THE TOWN OF ESTES PARK, COLORADO FOR THE FISCAL YEAR BEGINNING JULY 1, 1962. Said Ordinance was then read in full. Trustee Snart seconded the motion. Upon roll call said motion unanimously carried. Mayor Graves reported that he and the Highway District Engineer had inspected the present traffic pattern created by the new location of the Post Office. As a result, the Clerk read a letter from the District Engineer dated May 25, 1962 making certain definite recommendations regarding the traffic regulations. After analyzing the recommendations, Trustee Ramey introduced the following Resolution and moved that it be passed and adopted: RESOLUTION TRAFFIC AND PARKING REGULATIONS ADOPTED BY THE BOARD OF TRUSTEES, TOWN OF ESTES PARK, COLORADO ON MAY 28, 1962 TO BE EFFECTIVE ON MAY 29, 1962 AND IN ACCORDANCE WITH THE MODEL TRAFFIC ORDINANCE NUMBER 155 OF THE TOWN OF ESTES PARK. No. 1 The Town street designated as West Riverside Drive beginning at Moraine Drive (State Highway No. 262) and ending at Riverside Amusement Park shall be a one-way street with vehicles traveling from West to East only. No. 2 Left turns are hereby prohibited by North bound traffic from Moraine Drive (State Highway No. 262) on to Wiest Drive. No. 3 That the Highway Department has requested to install a flashing caution light South of the intersection of Moraine Drive and West Riverside Drive. Trustee Snart seconded the motion. Meeting called to order by Mayor Clarence A. _Graves_ Present: Mayor Also Present: Absent: Trustees: In accordance with public notice published, the Board proceeded to conduct a Public Hearing regarding the adoption of an ordinance regulating the keeping of horses within the corporate limits. All correspondence and petitions previously filed with the Board both in favor of and against the ordinance were again reviewed by the Board. The proposed ordinance was read in full by the Clerk. The following persons appeared and spoke in favor of the ordinance: J. R. McKelvey, Dr. Curry Meyers, Otis Whiteside, Edgar Hyatt and Glen Prosser. Following further discussion, Trustee Darnels moved that Section 18.2-3-C of the proposed ordinance be amended to prohibit horses from being sheltered or grazing within 50 feet of the owners property line. Trustee Grove seconded the motion. Upon roll call said motion carried by the following votes: Those voting "yes" Trustee, Ronald Brodie, Henry Darnels, William Grove, John Ramey, and Richard Snart. Those voting "no" Carl Swanson. Following further discussion, Trustee Swanson moved that Section 18.2-3-C be further amended that this Section shall not apply to properties where horses are kept and maintained at the time of passage of this ordinance; and, that any such nonconforming use having been abandoned for at least a one year period shall then comply with all the provisions of this section. Trustee Dannels seconded the motion. Upon roll call said motion unanimously carried. Trustee Henry Dannels then introduced the following entitled ordinance and moved that it be passed on first reading: AN ORDINANCE AMENDING SECTION 18.2 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO THE SAME RELATING TO CATTLE AND HORSES AND - # r`S THEREFOR Said Ordinance was then read in full. Trustee William Grove seconded the motion. Upon roll call said motion usly carried. Trustee John Ramey reported on the meeting of the Street Co+t ttee and moved that the Town ask for bids for the purchase of a 2 ton truck. Trustee Henry Dannels seconded the motion. Upon roll call said motion unanimously carried. Trustee Carl Swanson reported on the meeting of the Sanitation Committee. Trustee Carl Swanson stated that officials of the National Park Service met with the Committee and agreed on the amount of $2,000.00 for a Town Dump use permit by the Park Service for the period of July 1, 1962 through June 30, 1963. Trustee Carl Swanson moved that the above agreement be approved. Trustee John ';ey seconded the motion. Upon roll call said motion unanimously carried. Graves Trustees: Trustee Henry Dannels reported that he had met with a committee proposing to start a local museum and stated that the committee might be interested in a site at Stanley Park. No action was taken at this time. Trustee Ronald Brodie reported on a special meeting of the Light and Power Committee as itemized in their minutes of May 21, 1962. A lengthy discussion and explanation was conducted by the Board regarding the negotiations between the Town and Miner and Miner, Consulting Engineers. As a final result, Trustee Ronald Brodie moved that the engineering firm be paid a total amount of $6,137.80 upon completion of the project. Said amount to be over and above the existing contract. Trustee William Grove seconded the motion. Upon roll call said motion unanimously carried. There being no further business it was regularly moved, seconded and carried that the meeting adjourn.
