Minutes of the regular meeting held on October 9th read and approved as read.
Mr. Edgar Stopher and Frank Humphrey presented plans to the council for the
construction of water and sewage lines to serve the new high school buildings
in the Community Addition. An explanation was given as to size of pumps and
probable route - ueingMManfgrd Avenue. Following a discussion of general problems,
Trustee Snart entered a motion,granting permission to the School District for the
lease of a small tract of land, 25 X 25 feet, for a sump pump, location to be
determined later, the cost to be agreed on, on a lease renewal basis, a portion
of Stanley Field property. Trustee Jones seconded the motion. Upon roll call
said motion unanimously carried.
Mr. Jim Burrows came before the council to explain his situation with respect to
Ambulance service in the area. Mayor Graves explained to the council that
Jim Burrows had recommended certain changes to the present ordinance, but that
H. F. Miller, Town Attorney has not had sufficient time to make an analysis
or give an opinion and that he is now on vacation. Following this, Trustee
Jones made a motion to the effect that the Town withhold any licensing until
the Town Attorney has had an opportunity to,make recommendations and to upgrade
regulations for licensing of Ambulances and drivers. Trustee Dannels seconded
the motion. Upon roll call said motion unanimously carried.
Liquor application requests for renewal were next read to the council:
Sage Bar Restaurant
Gartner Haus Restaurant
Timberline Steakhouse Restaurant
Continental Bar & Grill Restaurant
American Legion Post 119 Club License
Dairy Bar Delicatessen 3.2 Beer only
Jolly Jug Package only
Estes Park Liquor Store Package only
A police report was then read to the council regarding certain violations.
Trustee Jones moved that the above applications be renewed with the exception of
the Sage Bar. Trustee Ramey seconded the motion. Upon roll call said motion
unanimously carried.
The renewal application for the Sage Bar was again considered. Following a
discussion of probable conditions, motion was made by Trustee Jones that the
Sage Bar application be withheld until the next regular meeting of the Town Board,
further, that Mr. Richard J. Mangelsen and policeman Jim Conant be present for a
hearing at that time, and further that all correspondence authorized by the Town
and directed to the Sage Bar be presented at the hearing. Trustee Dannels
seconded"the"mbtiorl.' Upon.roll call said motion unanimously carried.

Trustees Snart and Ramey presented detailed plans for the oiling of the Post Office
parking lot, and for rebuilding and resurfacing of West Riverside Drive, certain
sidewalk areas and approaches to the street. Also for the resurfacing of the new
bridge opposite the Post Office location. A firm bid in the form of a letter
addressed to the Town from the FLATIRON PAVING COMPANY was read to the council.
The bid provided for 4170 sq. yds. of surfacing for West Riverside Drive at a
cost of $4,378.50. It also provided for 3102 sq. yds. of surfacing for the
Municipal parking area at a cost of $3,722.40. After discussion, Trustee Darnels
moved to accept both bids and proceed with the work. Trustee ".+rey seconded the
motion. Upon roll call said motion unanimously carried.
Trustee Jones gave a detailed report on the operation and probable cost of the
proposed incinerator for the Town. Trustee Jones summarized the findings of his
committee and the engineer's report submitted by James S. Stone, consulting
engineer. Trustee Jones gave a comprehensive report on present operating costs
as compared to probable costs of incinerator operation, analysis being de
on the basis of best information available.
Trustee Jones then presented a letter from the HOUSING AND HOME FINANO AGENCY,
addressed to James S. Stone, Inc., Consulting Engineers, with reference to
the LIC FACILITY LOANS PROG , with special reference to the Estes Park
Municipal Incineration Program. These facilities would provide for Federal
Aid on reasonable interest rates, terms and conditions. After discussion,
Trustee Dannels moved that such application for loan in the amount of $111,000.00
be prepared on the special forms provided, by Town Attorney H. F. Miller, and
submitted for approval at this time. Trustee Jones seconded the motion. Upon
roll call said motion unanimously carried.
Trustee Jones then requested that the council give approval for the engineering firm
of James S. Stone, Inc., proceed with phases 2 and 3 of the contract, namely
Construction Plans and Engineering Cost Estimates. Trustee Jones entered a
motion to this effect. Trustee Grove seconded the motion. Upon roll call said
motion unanimously carried. This additional cost will amount to $3,:*$.00.
The Water Committee report was then read to the council by Chairman Henry Dannels
who moved that the report be accepted as read.
Trustee Ramey requested that the Town Clerk inquire of Herb Miller as to acceptance
of plats by the Town with desited set -backs in excess of 15 feet, and to
what extent is the Town responsible at time building pe t is issued to inform
the applicant of such set -backs.
