D. 19_6.1 at regular meeting hour. Meeting called to order by Mayor Clarence_A. Graves Present: Mayor Clarence A. Graves Trustees: Henry Dannels, William Grove, Andy Jones, John Ramey, Richard Snart. Also Present: Absent: Verne H. Fanton, Town Clerk; H. F. Miller, Town Attorney Trustee Ronald Brodie Minutes of the regular meeting of June 12 and the special meeting held on June 19 read and approved as read. Mr. Leo Martin of the Estes Park Drug appeared before the Board asking re- consideration for a variance in the Sign Code. Following a discussion, the Board unanimously stated that the Code must be complied with. Trustee Dannels submitted Ordinance No. 217 and moved that it be passed and adopted on final reading. The title of said Ordinance was read in full. Trustee Snart seconded the motion. Upon roll call said motion unanimously carried. Whereupon Mayor Graves declared said Ordinance duly passed and adopted and ordered it published according to law. The Clerk submitted a proposed Annual Appropriation Ordinance for the Water Department for the fiscal year beginning July 1, 1961. The Board reviewed and discussed the Ordinance in detail. Whereupon Trustee Dannels moved that the Ordinance be passed and adopted as submitted. Trustee Snart seconded the motion. Upon roll call said motion passed by the following vote: Those voting "yes" Trustees Dannels, Grove, Jones, Ramey, and Snart. Those voting "no" none. Whereupon Mayor Graves declared said Ordinance passed and adopted on first reading, ordered it numbered 218. The Clerk submitted a statement from James Wilson in the amount of $715 for payment for re -building a barn at Stanley Park as per agreement. The Board unanimously approved payment. The Clerk read a letter from Mr. Neil C. King, Attorney at Law of Boulder, asking for a transcript of the proceedings of the Public Hearing held on May 22, 1961 regarding the Liquor License application submitted by Maria Runz. After reviewing the request together with the Town Attorney and due to the fact that the License was approved and issued, Trustee Jones moved that the request be denied. Trustee Grove seconded the motion. Upon roll call said motion unanimously carried. In accordance with the action taken by the Board at the last regular meeting, Trustee Dannels introduced the following titled ordinance and moved that it be passed and adopted: AN ORDINANCE ING ORDINANCE NO. 185 PASSED AND ADOPTED ON THE 28th DAY OF JULY, 1958, AS ED BY ORDINANCE NO. 194 PASSED AND ADOPTED ON THE llth DAY OF MAY, 1959, AS AMENDED BY ORDINANCE NO. 201 PASSED AND ADOPTED ON THE 14th DAY OF DEC -MER, 1959, AS ED BY ORDINANCE NO. 204 PASSED AND ADOPTED ON THE 23rd DAY OF MAY, 1960, AS 4 I IED BY ORDINANCE NO. 217 PASSED AND ADOPTED ON THE 26th DAY OF JUNE, 1961, ZONING THE TOWN OF ESTES P,- , COLO Said Ordinance was then read in full. Trustee Ramey seconded the motion. Upon roll call said motion carried by the following vote: Those voting "yes" Trustees Dannels, Grove, Ramey, and Snart. Those not voting Trustee Jones. Those voting "no" none. Whereupon Mayor Graves declared said Ordinance passed on first reading and ordered it numbered 219. After reviewing the traffic and parking pattern on. Moraine Drive, the Board unanimously ordered parallel parking designated along the East side of Moraine Drive; together with markings designating two-lane North bound traffic. Mr. Jim Burrow appeared before the Board and again made inquiry regarding the possibility of the Town establishing standards and a license fee for ambulance. operations. The Board instructed the Town Attorney to submit a proposed ordinance for consideration. The Board instructed Trustee Snart to install. proper signs at the intersection of Elkhorn Avenue and Wiest Drive for the municipal parking lot and for authorized U-turns. Reference was made to groups and gangs accumulating on the premises out- side places of business causing noises and disturbance on sidewalks, streets and parking lots, creating an undesirable situation and at times affecting other places of business.
