Meeting held in the Town Hall in said Town of Estes Park on the day of April , A. D. 19 56 at regular meeting hour. Meeting called to order by Mayor Clarence A. Graves 9th Present: Mayor Clarence A. Graves Trustees: N.L. Bartlett, Henry " annele Charles L. Herzog, John Wm. Ramey, Richard F. Snart. Also present: Verne H. Fanton, Town Clerk Absent: Trustee Ronald C. Brodie. Minutes of the regular meeting held on March 27, read and approved. In accordance with the results of the regular Town election held on April 3rd, 1956, as certified and canvassed, the Clerk administered the oath of office to the Mayor and the five Trustees present. Trustee annele moved that the following bills be allowed and paid, and that the Clerk be authorized to draw warrants for same: Trustee Herzog seconded the motion. Mr. J..'. McKelvey, President of the Estes Park Rodeo Association, appeared before the Board and reviewed the re -organization of the Assoication. Mr. McKelvey stated that the Association had met with the Colorado Arabian Horse Association, regarding their annual show scheduled for Estes Park this coming August, and that they had ask that an additional 40 horse stalls be available for this year. Follow- ing a detail discussion, Mayor Graves stated that the Town would ful- fill their prior obligation to construct 16 additional stalls at an estimated cost of $ 1,600.00, and Mr. McKelvey stated that the Assoc- iation would attempt to finance the balance of the cost by public donations. Mr. Jack Whitt appeared before the Board and ask the Board to re- consider his application for a 3.2% beer license that was rejected at the laat regular meeting. Trustee ! annele moved that the Clerk publish notice that the Board would re -consider the application at the next meeting. Trustee Herzog seconded the motion. Those voting "No" Trustee Ramey. The Clerk presented an application from Mr. Jesse Hull for the opera— tion of a food and beverage service from the window to the aide walk of a small enclosure located on the L.E. Grace property on Elkhorn Avenue. The Board noted that the enclosure is too small to serve the customer on the inside therefore would have to be considered a "stand", the customer would be served while occupaying the public side walk and that peper containers and food refuse would be left on the streets and walks, therefore the operation would be in violation of Ordinance and a nuisance and should not be licensed. Mr. Robert Cullen and Mr. George Carlson appeared before the Board and filed an application for a 3.2% beer license for the "Keg Drive Inn" on Lot 3A Buenna Vista Terrace Subdivision. Trustee Herzog moved that the application be published for hearing. Trustee Dannels seconded the motion. Upon roll call said motion carried by the following vote: Those voting "Yes" Trustees Bartlett, Dannels, Herzog and Snart. Those voting "No" Trustee Ramey. Mayor Graves made the following appointments for the ensuing term: Mayor Pro Tem Town Clerk Town Treasurer. Town Attorney Water Superintendent Light & Power Superintendent Police Magistrate Police Chief Town Health Officer Town Engineer & Inspector Council Committees Light & Power Water Streets Public Buildings & Parks Building Code Public Sanitation Fire Commissioner Police Department Stanley Park Charles Herzog Verne F Fanton Charles Herzog Chileon & McCreary Lee H. Tallant Leon Sweetland Claude Davis Wm. E. Banks J.O. Mall, M.D. Paul Van Horn Brodie,*annels, Batlett Dannels, Herzog, Snart Bartlett, Ramey, Dannels Herzog, Brodie, Ramey Snort Ramey, Snart Snart Graves, Brodie Graves, ➢annels, Herzog. Trustee Ramey moved that the above appointments be approved. Trustee Dannele seconded the motion. Upon roll call said motion unanimously carried. Mayor Graves reviewed the operations of all Town Departments together with the functions of the various committees. The Clerk presented water applications from E.V. Adcock, Lee Crozine, and P.V. OtKelly. The applications were referred to the water committee for action. The Clerk read the minutes of the meeting and action of the Planning Commission. Trustee Ramey moved that they be approved. Trustee ➢annels seconded the motion. Upon roll call said motion unanimously carried. The Clerk was instructed to write letters of appreciation to the former Board members.
